Colegio de Muntinlupa (CDM), in partnership with the Department of Science and TechnologyโNational Capital Region (DOST-NCR), successfully held the Ceremonial Turnover of the Mobile Command and Control Vehicle (MOCCOV) and the launch of the DOST-NCR Innovation Hub (iHub) in MUNTAPARLAS on April 17, 2026.
The program opened with welcome remarks from Dr. Teresita C. Fortuna, CESO III, CDM College President, who emphasized the institutionโs commitment to innovation, collaboration, and community development.
Messages of support were delivered by key officials from DOST and local government, underscoring the significance of the initiative in strengthening disaster preparedness, technological advancement, and regional innovation. Among the distinguished speakers were Dr. Teodoro M. Gatchalian, Undersecretary for Special Concerns of DOST; Engr. Sancho A. Mabborang, Undersecretary for Regional Operations; and Hon. Jaime R. Fresnedi, Representative of the Lone District of Muntinlupa.
A keynote message was delivered by DOST Secretary Dr. Renato U. Solidum, Jr., who highlighted the role of science, technology, and innovation in building resilient and future-ready communities. This was followed by the message from Muntinlupa City Mayor Hon. Ruffy B. Biazon, who expressed the city governmentโs full support for the initiatives.
A key highlight of the event was the presentation of the rationale behind the MOCCOV technology and the iHub, led by Engr. Romelen T. Tresvalles, Regional Director of DOST-NCR. The presentation outlined how these initiatives aim to enhance emergency response capabilities, foster innovation, and support local industries and communities through accessible technology and collaborative platforms.
The MOCCOV represents advancement in disaster preparedness and emergency response for Muntinlupa City. Funded through the DOST Community Empowerment thru Science and Technology (CEST) program, it is a state-of-the-art mobile operations center designed for disaster risk reduction and climate change adaptation. As a fully equipped hub for communication, coordination, and data management, the MOCCOV enables more efficient emergency response, with its integration of Starlink ensuring reliable, high-speed connectivity even when conventional networks are downโsupporting real-time information sharing, seamless coordination, and informed decision-making in critical situations.
Complementing this initiative is the iHub, a pre-incubation platform that nurtures innovation at its earliest stages by providing an environment where ideas are refined, validated, and prepared for growth, bridging the gap between research and commercialization. Through fostering creativity and collaboration among students, researchers, startups, and micro, small, and medium enterprises (MSMEs), the iHub helps transform academic projects into real-world solutions, supports technology adoption and process improvement, and strengthens business models while connecting innovators to key DOST programsโensuring access to mentorship, funding, and opportunities that empower the next generation of innovators.
The event featured a showcase of the MOCCOV technology, providing attendees with a closer look at its capabilities. This was succeeded by the unveiling of the iHub marker, symbolizing the official launch of the innovation hub.
Participants were then given a walkthrough of the iHub facilities and took part in the signing of a manifesto of support. The program concluded with a tour of the Colegio de Muntinlupa engineering facilities and a networking lunch, fostering stronger partnerships among stakeholders.
This marked a significant milestone in promoting science, technology, and innovation in the NCR, reinforcing the collaborative efforts of DOST-NCR, local government units, and academic institutions.
