🎗️🩸🦠World AIDS Day 2025: Overcoming Disruption, Transforming the AIDS Response

On December 1, the world unites to commemorate World AIDS Day 2025 under the urgent theme:

“Overcoming Disruption, Transforming the AIDS Response.”

This theme is a direct call to action, acknowledging that recent global crises, coupled with significant international funding cuts and shifts in health priorities, have severely disrupted decades of hard-won progress against HIV/AIDS. It emphasizes the need for renewed political will, human-rights-centered approaches, and innovative strategies to ensure the global target of ending AIDS as a public health threat by 2030 remains achievable.

The focus is on:

• Sustaining Funding: Reversing the shock caused by funding shortfalls that have crippled prevention and community-led services, particularly for vulnerable populations.

• Empowering Communities: Recognizing that community-led
organizations are vital for reaching marginalized groups and delivering effective, non-discriminatory care.

• Addressing Inequalities: Fighting against punitive laws and social stigma that act as significant barriers, preventing key populations (such as men who have s*x with men, transgender people, and young people) from accessing essential testing and treatment.

The Updated Status of HIV/AIDS in the Philippines (as of Q3 2025)

The Philippines remains a country of critical concern, often cited as having the fastest-growing HIV epidemic in the Asia-Pacific region. The status updates, based on data from the Department of Health (DOH) in 2025, highlight a crisis demanding urgent transformation:

Alarming Rise in Cases!!!

• Surging Daily Cases: The average daily number of newly diagnosed HIV cases in the country is now significantly higher, averaging 57 to 61 cases per day in the first and third quarters of 2025.

• Significant Increase: The DOH reported 5,583 new HIV cases from July to September 2025, representing a 22% increase compared to the same quarter in 2024. The first quarter of 2025 already saw a 50% increase in new cases compared to Q1 2024.

• Cumulative Figures: As of September 2025, the country’s cumulative total of confirmed HIV cases since 1984 is approaching 160,000.

The Youth and Late Diagnosis Challenge:

• Youth Epidemic: The epidemic is concentrated among the youth. The most significant proportional increase in new cases has been observed in the 15-24 age group, and nearly 80% of all cases occur in those aged 15-34.

• Late Diagnosis: A high percentage of new cases are still diagnosed at an Advanced HIV Infection stage. In Q1 2025, 22% of newly diagnosed individuals had advanced HIV, signaling critical delays in testing and linking patients to care.

Gaps in the 95-95-95 Targets: The Philippines is far from achieving the UNAIDS "95-95-95" targets for 2030 (95% diagnosed, 95% on treatment, 95% virally suppressed). As of March 2025, the national cascade showed:

• Diagnosis: Only 55% of the estimated Persons Living with HIV (PLHIV) are aware of their status.

• Treatment: Only 66% of those diagnosed are currently on Antiretroviral Therapy (ART).

• Viral Suppression: Only 40% of those on ART have achieved viral suppression.

Philippine Response to Disruption: In line with the 2025 theme, the DOH and partners are intensifying efforts, particularly in response to external funding cuts:

• Expanded PhilHealth Coverage: The Philippine Health Insurance Corporation (PhilHealth) has scaled up its HIV/AIDS coverage (OHAT Package), significantly increasing the annual benefit to cover all ART and related services, regardless of the patient's clinical status.

• Workplace Intervention: The DOH has actively brought HIV education and services (like free testing and PrEP) directly to workplaces, recognizing that the working population (25-34 years old) is highly affected.

• PrEP Expansion: Enrollment in Pre-Exposure Prophylaxis (PrEP) is increasing, though efforts are needed to ensure high retention rates for consistent refills.

The crisis in the Philippines demands that the entire health system "Overcome Disruption" by prioritizing domestic funding, strengthening community partnerships, and aggressively expanding confidential, non-discriminatory services to "Transform the AIDS Response" and secure a better future for its vulnerable populations.

FYI!

MEMORANDUM: Essential Attendance at the Adult Learner Program General Assembly & Orientation

TO: All Members and Registered Participants of the Adult Learner Program

SUBJECT: Mandatory Attendance and Active Contribution to the General Assembly (GA)

This memorandum is an official part of our program orientation, and it will explain the importance of the General Assembly in our organization. The university requires your presence and participation because the GA is the highest legislative and decision-making body of the program. Its collective actions-or lack thereof-are directly responsible for the continued viability and, indeed, the very existence of the program itself.

I. Determining Program Existence and Viability:

The decisions of the General Assembly are authoritative and have a direct material impact on the structure and long-term existence of the program. The programs established via a special university charter or mandate, the GA is typically responsible for the formal act of reviewing and then renewing the mandate. A failure to approve the renewal of this mandate or a vote to dissolve the program would mean its immediate dissolution.

II. Ensuring Accountability and Strategic Direction:

The General Assembly is the primary accountability mechanism, ensuring that leadership stays faithful to the interests of its members. The GA defines the mission, core goals, and long-term strategy of the program, and member contribution is essential because it ensures a strategic direction that correctly reflects the different needs and priorities of all its constituents, who come with valuable adult perspectives and experience. Most importantly, the Assembly retains the right to elect, remove, or censure the program's leadership; this vital scrutiny acts as a check to ensure competent management and ethical governance. By mandating attendance and requiring a formal quorum for activities, the university ensures that all program decisions are legitimate, defensible, and representative of the will of the majority, thus providing a robust and credible base for the ongoing operation of the program.

Furthermore, the financial position of the program should be noted. Since the organization does not collect membership fees at this time and has not yet established its own dedicated fund, the necessity of mutual contributions from its members becomes paramount to ensure operational readiness and make certain that it is equipped to operate and perform relevant tasks effectively.

In summary, the General Assembly is the central point where the program's collective authority and power are concentrated. If its members do not attend and contribute, the Assembly loses its ability to make essential, legally recognized decisions, thereby jeopardizing the very survival of the entire program. Your mandatory participation is a necessity for institutional continuity.

Respectfully;

Mr. DP Olorga
Head Officer for the Adult Learners Program of Barangay Councilor Joma Fresnedi
President, Learner Society Council - ILLD
