CALL FOR ENTRIES
In November 2019, the Teatro de Sta. Luisa (TSL) had its maiden launch of the SILAB (SIning na UmaaLAB) which ignited the fire of passion in developing theatrical talents and skills through the Regional Theater Festival participated in by school representatives from all six provinces in Bicol. With the outbreak of the virus, the TSL refuses to be constrained by the limitations of the pandemic by exploring the use of the online/digital platform to continue what has been started out, just like the Mientras Teatro (MT), the YouTube channel which the organization created.
The stage play festival has evolved into an online short film competition, so in March 2021, SILAB Dos: UNO was held with its theme โBABAYI: Pagyurak..Pagbangon..Paglaya!โ to advocate womenโs issues in celebration of the Womenโs Month.
Now on its third year (3.3), we have increased the number of actors from one to three characters following the adjustment in the Alert Level, with the production still expected to observe health and safety protocols following IATFโs directives.
The TSL calls for applications for the SILAB (3.3) Short Film Competition which is open to Junior and Senior High School students from both public and private schools anchored on the theme, ARTE: Acting Responsibly for The Environment. This focuses on issues and advocacies as an avenue to respond to the plight that had befallen our environment.
Currently, we are experiencing a global environmental crisis which impacts on practically lots of human activities and taking its toll on the environmental makeup which explains the existence of climate change and other phenomena.
So serious a concern it is, that countries have gathered through the initiative of the United Nations Development Program (UNDP) to create the Sustainable Development Goals (SDGs) which include an environmental advocacy. The effort to feature this environmental theme in this yearโs SILAB is in keeping with TSLโs commitment to this issue as the UNDP and the Coalition for Bicol Development (CBD) has commissioned the former to create short films on SDGs in 2020, uploaded on TSLโs Youtube Channel.
GENERAL RULES
1. The SILAB (3.3) Short Film Competition is open to all Grade 7 to 12 students from public and private schools in the Bicol region.
2. Participants should accomplish the pre-registration form and submit it on or before April 24,2022 to avail of an online short film making workshop and mentoring which the artistic director would conduct.
3. Official entry forms must be submitted on or before May 2,2022
4. Entries should not have been previously featured in any local and national film competitions nor have been uploaded in social media and other platforms.
5. Music used must be original, licensed, or in compliance with the copyright laws.
6. Entries containing immoral, defamatory, obscene, or any profane similar content, which in the discretion of the organizer, is not in keeping with the Christian values will be disqualified.
7. Entries in violation of any of the rules will be disqualified.
GUIDELINES
1. No entry fee would be asked from the participants.
2. A maximum of three (3) entries will be accepted from each participating school.
3. FORMAT: Landscape with at least 720p resolution.
4. Participants should perform original material/s (written by the students enrolled in the school and/or teachers employed in the school).
5. ACTORS: Three actors in every film.
6. Members of the Production Team must be officially enrolled for the S/Y 2021-2022. The coach/mentor should be a bona fide faculty member of the school.
7. DURATION: Entries should have a minimum duration of six (6) minutes and a maximum of eight (๐ minutes including the beginning and credits.
8. LANGUAGE: The Short Film may be in English, Filipino, or Bicol, provided that all the non-English videos must have English subtitles.
9. Videos for the Short Film Competition must be submitted on or before May 2,2022 11:59 pm via an unlisted video on YouTube. Please send it to [email protected] The Secretariat Committee will screen all applications together with the Director and the TSL Moderator on May 3,2022.

Announcement of Finalists will be on May 4, 2022
Interested groups are required to submit the following requirements:

c. Attachment of the photocopy of the valid school ID of the members of the team attached to the Google Form
SCREENING/JUDGING AND AWARDING
1. All entries will be pre-screened. Top five entries will be chosen among them and will be uploaded to the YouTube Channel of the TSL for power viewing (for a period of 5 days) which will constitute 30% of the score.
2. Final score will be comprised of 70% of the Criteria for Judging set and 30% for the online power viewing.
3. The screening committee reserves the right to determine the finalists. The Board of Jurors will determine the winners.
4. Decisions of the Board of Jurors will be considered final and irrevocable.
5. Awarding Ceremonies will be on May 14, 2022, Saturday. Details will follow.

(for the pre-screening, to constitute 70% of the score)
1. STORYLINE (35%)
*Theme (fidelity to the issue underlying the film)
*Plot (realistic and interesting presentations of events/situations in the story)
*Dialogue (exposition of dramatic style)
2. ACTING (35%)
*Characterization (interpretation of given roles)
*Use of voice (clarity, enunciation, animation)
3. PRODUCTION (30%)
*Set design
*Direction (integration of play elements like blocking, setting, costumes, lighting, music, sound effects)
*Cinematography
