The BISCAST-Supreme Student Council stands unwavering in its commitment: we are for the students, by the students, and with the students. Our mandate is rooted in genuine student representation, and our decisions must reflect the collective voice of the student bodyโfree from external control, coercion, or undue influence.
We firmly assert that student governance is autonomous. The SSC operates independently and shall never be undermined, dictated upon, or influenced by faculty, political colors, or any form of propaganda. We recognize that effective student governance exists within a broader academic community. As such, we value the role of faculty and administration as partners in fostering a supportive and empowering educational environment. At the same time, it is important to uphold the distinct role of the Supreme Student Council as the primary representative body of the students, with responsibilities that include managing its internal processes and governance structures, especially in matters concerning the Constitution and By-Laws (CBL).
Let it be made clear: our CBL is not arbitraryโit is legitimate, ratified, and constitutionally grounded. The SSC Constitution, ratified in 2022, explicitly provides the process and limitations for any amendments:
Article XIV โ Constitutional Amendments and Revision
Section 1. Any amendment to, or revision of this Constitution may be proposed by the Legislative Branch upon the agreement of three-fourths (ยพ) of all its members.
Section 2. Amendments may also be directly proposed by the students through initiative, upon a petition of at least thirty percent (30%) of the total number of bona fide students of the institution. Furthermore, no amendment shall be authorized within five (5) years following the ratification of this Constitution, nor more often than once every five (5) years thereafter.
These provisions safeguard the integrity and stability of our Constitutionโensuring that no external force can arbitrarily alter or interfere with student-established systems within the protected period.
We also stand firm in safeguarding the position of the SSC President as the Student Trusteeโa role that embodies the highest form of student representation in institutional governance. This position must be respected, protected, and free from any form of external pressure or manipulation.
The SSC CBL exists to empower students, amplify their voices, and uphold their rights. Any interference is not guidanceโit is a direct contradiction to the principles of democratic student leadership.
We call for respect of boundaries. We call for trust in student leaders. And above all, we stand to protect the independence of the Council.
Amidst every challenge, we stand unwaveringโfor the students, we remain supreme.
