Strengthening innovation-driven partnerships for sustainable enterprise development.

The successful Memorandum of Agreement (MOA) Signing and Technology Transfer activity between Bicol State College of Applied Sciences and Technology and Llomar Foods Enterprises was conducted on May 5, 2026, at Brgy. Paulog, Ligao City, Albay.

The agreement was formally signed by Dr. Charlie P. Nacario, President of BISCAST, together with Mary Jeil R. Martinez, with Engr. Joselito A. Ruadil serving as witness to the ceremonial signing.

In support of the initiative, the personnel of the Department of Science and Technology – Metals Industry Research and Development Center (DOST-MIRDC), headed by Nicole Ann Portia U. De Luna, together with Maybelyn R. Dorado, April Joyce A. Gabriel, Ismerald C. Serrano, and Regie M. Cinco, conducted R&D validation, consultation, and interviews aimed at strengthening the promotion and implementation of the technology transfer program.

The activity was facilitated and supported by Engr. Dominic P. Bolima, with the assistance of Engr. Mark Allen O. Estipona and Engr. Mary Therese T. Basco.

This milestone reflects the continuing commitment of BISCAST, DOST-MIRDC, DOST-CamSur, and industry partners in advancing research, innovation, and technology-based solutions that empower local enterprises and contribute to sustainable community development.

Strengthening partnerships for innovation and sustainable development!

The Department of Science and Technology – Metals Industry Research and Development Center (DOST-MIRDC) MEIC-PMT, headed by Nicole Ann Portia U. De Luna, together with Maybelyn R. Dorado, April Joyce A. Gabriel, Ismerald C. Serrano, and Regie M. Cinco, paid a courtesy visit to Dr. Charlie P. Nacario, President of Bicol State College of Applied Sciences and Technology, in line with the continued collaboration and implementation of MEIC initiatives.

As part of the visit, the team was divided into two groups to carry out key activities. Nicole Ann Portia U. De Luna and April Joyce A. Gabriel conducted inventory activities with the assistance of Engr. Mark Allen O. Estipona.

Simultaneously, Maybelyn R. Dorado, Ismerald C. Serrano, and Regie M. Cinco proceeded to the Crave Cacao Orchard to conduct R&D validation, consultation, and interviews for the promotion of the MEIC program, with the assistance of Engr. Joselito A. Ruadil and Engr. Mary Therese T. Basco.

The activity reflects the strong commitment of DOST-MIRDC and BISCAST in advancing research, innovation, technology development, and community engagement toward a more progressive and sustainable future.

The Bicol State College of Applied Sciences and Technology (BISCAST) strongly urges everyone to remain vigilant against individuals or groups who are fraudulently using the name of the College, its offices, or its employees to conduct unauthorized or deceitful activities.

We have received reports of scammers and impostors misrepresenting themselves as BISCAST officials, staff, or affiliates to deceive the public for personal gain.

In this regard, please be guided by the following:

1. DO NOT engage in any suspicious or unverified transactions made in the name of BISCAST.
2. This includes ALL forms of transactions, such as financial payments, donations, solicitations, partnerships, data requests, procurement offers, and other official dealings.
3. DO NOT send money, provide personal or sensitive information, or enter into agreements without proper verification.
4. ALWAYS VERIFY all communications, requests, and transactions directly with the BISCAST Administration.
5. Be cautious of messages received via social media, text, or email that appear urgent, unofficial, or inconsistent with standard institutional procedures.

Please be advised that the College does not authorize any individual or group to conduct transactions on its behalf without proper documentation and official approval.

Let us remain vigilant and work together to protect our community from fraudulent activities.

Pursuant to Administrative Memorandum No. 077, s. 2026, all employees are hereby advised of the adjusted office reporting schedule in observance of the regular holiday on May 1.

From April 27 to 30, 2026, all employees shall follow the temporary work schedule of 8AM to 5PM.

Non-teaching personnel under work-from-home arrangements are expected to continue observing their duly approved schedules.

The regular 7AM to 6PM office schedule will resume in the following week.

On April 23, 2026, the prototype testing and evaluation of the 3-in-1 Macapuno Processing Machine was successfully conducted at Llomar Foods Enterprises, Brgy. Paulog, Ligao City, Albay.

The activity was attended by Engr. Dominic P. Bolima – SFIO Director; Engr. Joselito A. Ruadil – MEIC Focal Person; Engr. Augusto A. Avanceña and Engr. Michael S. Baracena – MEIC Faculty Researchers; Engr. Mark Allen O. Estipona and Engr. Mary Therese T. Basco – MEIC Staff; Mr. Moisha Michael Dacara – Project Technical Assistant II; representatives from DOST PSTO; and Ma’am Mary Jeil R. Martinez, owner of Llomar Foods Enterprises. Together, they evaluated the machine’s performance, functionality, and potential to enhance macapuno processing operations.

This milestone reflects a shared commitment to transforming research into practical innovations—strengthening partnerships, empowering local enterprises, and fostering sustainable community development.
