ISPSC Narvacan Welcomes REECS and BFAR for Coastal and Fisheries Management Collaboration

Narvacan, Ilocos Sur — Happening today, April 13, 2026, the Ilocos Sur Polytechnic State College (ISPSC) – Narvacan Campus warmly welcomed representatives from the Resources, Environment, and Economics Center for Studies, Inc. (REECS) and the Bureau of Fisheries and Aquatic Resources Regional Office I (BFAR RO1) for a collaborative meeting on coastal and marine resource management.

The REECS delegation, led by Ms. Ina Calabio, was formally welcomed by Campus Director Atty. Jose Q. Cabatu, who expressed the campus’ openness to partnerships that promote sustainable development and environmental stewardship. Joining him in the meeting is Research Coordinator Mr. Christian Molina, representing the institution in exploring potential academic and research collaborations.

Also present during the engagement are BFAR RO1 representatives Ms. Felymar Ragutero and Mr. Jake Dagdagan, who reiterated their support for the initiative and emphasized the value of strong institutional linkages in advancing fisheries and coastal management efforts.

During the meeting, Ms. Calabio presented REECS’ ongoing technical assistance project in partnership with BFAR, which focuses on the development of Coastal and Marine Habitat Protection, Rehabilitation, and Management (CMHPRM) plans under the World Bank-supported Philippine Fisheries and Coastal Resiliency (FishCoRe) Project.

The initiative aims to strengthen coastal and fisheries management through science-based, participatory, and ecosystem-driven planning approaches. It also supports local government units (LGUs) in Ilocos Norte and Ilocos Sur in enhancing coastal resource management strategies by integrating habitat protection, fisheries management, ecosystem services valuation, and adaptive monitoring systems.

Furthermore, REECS expressed its interest in partnering with ISPSC Narvacan Campus, particularly in involving students in internship opportunities related to ecosystem services valuation, as well as in conducting knowledge-sharing and capacity-building activities on fisheries and habitat management.

The meeting highlights a shared commitment among the institutions to foster sustainable coastal development and strengthen the resilience and productivity of marine ecosystems. Further discussions are expected to pave the way for future collaboration and joint initiatives.
