From February 18โ20, 2026, the Office for Strategy Management led the three-day Midterm Strategy Refresh of the WoW BiPSU 2.0 Development Plan (2024โ2027) at Biliran Province State University, bringing together core and support process owners for a focused midterm review of strategy ex*****on.
On Day 1, participants reflected on institutional wins, surfaced operational bottlenecks, and agreed on key shifts needed to sharpen focus and strengthen accountability. The conversation centered on how the university must work differently to sustain gains while addressing uneven systems and delivery gaps.
Day 2 focused on discipline. The group agreed on three ex*****on guardrails โ Focus, Sequence, and Accountability โ and clarified one Strategic Performance Commitment (SPC) per domain, each with clear indicators, measurable proof, and a single accountable executive. These commitments were aligned with the A.C.H.I.E.V.E. Agenda (2025โ2030) of the Commission on Higher Education, ensuring coherence with national higher education priorities.
By Day 3, discussions turned into firm commitments. The university finalized seven ACHIEVE-aligned SPCs, identified 19 priority initiatives that would directly drive results, and institutionalized a monthly scoreboard discipline to ensure steady progress through EOAY 2026โ2027. Executives and initiative owners formalized these commitments through a signing ceremony, affirming their responsibility to deliver declared targets, monitor performance regularly, and align outcomes with their respective performance ratings.
The refresh concluded with clarity and shared ownership. Rather than introducing new plans, the university strengthened its pathway forward โ with sharper priorities, defined responsibilities, structured monitoring, and a collective resolve to deliver WoW BiPSU 2.0 with focus and follow-through.
