Her performance reflects not only intellectual competence but also the confidence and preparedness expected of a true 𝘉𝘪𝘻𝘵𝘶𝘥𝘺𝘢𝘯𝘵𝘦 and proud 𝘚𝘈𝘚𝘮𝘢𝘵𝘦.⁣⁣

Drawing inspiration from the rich heritage and intricate patterns of Indian culture, our attire reflects the diverse, colorful, and interconnected nature of the arts and sciences. “Father of CAS” Retires at 65; BIPSU Pays Tribute

After 39 years in government service, including 21 years and 7 months at Biliran Province State University (BIPSU), Dr. John Anthony D. Romagos formally concluded his public service career upon reaching the mandatory retirement age of 65.

Today, the University community gathered to honor him in a retirement tribute recognizing his enduring legacy in academic leadership and institutional development.

Widely regarded as the BIPSU’s “Father of the College of Arts and Sciences (CAS),” Dr. Romagos played a foundational role in shaping the college’s direction and growth. He chaired the College of Arts and Sciences in 2005 and was appointed Dean in 2007. Under his stewardship, the college strengthened its academic programs, reinforced quality standards, and cultivated a culture of scholarly discipline. After serving the University as Vice President, he once again assumed the deanship of CAS, demonstrating his unwavering commitment to the college he helped build.

Throughout his nearly four decades in public service, Dr. Romagos exemplified dedication, professionalism, and integrity. His 21 years and 7 months at BIPSU were marked by transformative leadership, mentorship of faculty and students, and active participation in advancing the University’s mission of accessible and quality higher education in the province.

During the tribute program, university officials, faculty members, staff, and students expressed gratitude for his vision and steadfast guidance. Colleagues noted him as a principled academic leader whose influence extended beyond administrative titles which many described him as “the University President we never had.” Many acknowledged that his leadership style helped shape the professional growth of countless educators and learners.

In his farewell message, Dr. Romagos reflected on his journey, emphasizing that public service and education are lifelong callings anchored in commitment and humility. He thanked the BIPSU community for the trust and collaboration extended to him throughout the years.

As he celebrates his 65th birthday tomorrow, Dr. Romagos steps into retirement leaving behind a distinguished record of 39 years in government service and a lasting imprint on BIPSU, particularly within the College of Arts and Sciences. Though his formal service concludes today, his legacy as the “Father of CAS” will continue to resonate in the institution he faithfully served.

The retirement tribute concluded with the presentation of plaques of appreciation and tokens of gratitude symbolizing a career defined by dedication, excellence, and faithful public service.

Representing Biliran Province State University (BiPSU) with pride, our very own Miss SAS 2025 and Miss BiPSU 2025 2nd Runner-Up Ms. Angel Ann O. Arpon has secured a spot in the National Miss PACSL Competition in Baguio City after placing among the Top 2 finalists of the Visayas Cluster.

The fight for the crown unfolds tonight at the historic Teachers Camp, Baguio City, where Angel will compete against top contenders from Luzon and Mindanao during the 44th Philippine Association of Campus Student Advisers (PACSA) Annual National Convention.

Biliran Province State University (BiPSU) has successfully staked its claim on the national stage as Miss BiPSU 2025 2nd Runner-up stormed through the elimination rounds to secure a ticket to the Miss PACSL 2025 Grand Coronation Night.

Displaying grace and wit, Ms. Angel O. Arpon outshined delegates from across the region to emerge as a Top 2 Finalist for the Visayas Cluster, earning the distinct honor of representing the island group in the national finals.
