Led by the 𝐂𝐢𝐭𝐲 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐎𝐫𝐦𝐨𝐜 - 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 (𝐂𝐂𝐎-𝐒𝐒𝐆), the Student-Lead Forum on the Impeachment trial successfully ended on 𝐀𝐮𝐠𝐮𝐬𝐭 5, 2026. The Furom provides students with a deeper understanding of the constitutional impeachment process through informative discussions, legal insights, and appreciate the importance of due process, accountability, and informed civic participation.

The events officially begin with the inspiring message from the 𝐂𝐂𝐎 - 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭, 𝐌𝐫 𝐊𝐞𝐧𝐧𝐞𝐭𝐡 𝐕. 𝐓𝐨𝐧̃𝐚𝐝𝐚, who stated that " 𝐈𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭 𝐢𝐬 𝐢𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐭 𝐛𝐞𝐜𝐚𝐮𝐬𝐞 𝐰𝐢𝐭𝐡𝐨𝐮𝐭 𝐤𝐧𝐨𝐰𝐢𝐧𝐠 𝐡𝐨𝐰 𝐢𝐭 𝐰𝐨𝐫𝐤𝐬, 𝐰𝐞 𝐜𝐚𝐧 𝐞𝐚𝐬𝐢𝐥𝐲 𝐟𝐚𝐥𝐥 𝐯𝐢𝐜𝐭𝐢𝐦 𝐭𝐨 𝐦𝐢𝐬𝐢𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐛𝐚𝐬𝐞𝐝 𝐨𝐧𝐥𝐲 𝐨𝐧 𝐰𝐡𝐚𝐭 𝐰𝐞 𝐬𝐞𝐞 𝐚𝐧𝐝 𝐡𝐞𝐚𝐫. " he also emphasized " 𝐓𝐨𝐝𝐚𝐲 𝐰𝐞'𝐫𝐞 𝐧𝐨𝐭 𝐡𝐞𝐫𝐞 𝐭𝐨 𝐢𝐝𝐞𝐧𝐭𝐢𝐟𝐲 𝐰𝐡𝐨'𝐬 𝐰𝐫𝐨𝐧𝐠 𝐚𝐧𝐝 𝐫𝐢𝐠𝐡𝐭, 𝐰𝐞'𝐫𝐞 𝐡𝐞𝐫𝐞 𝐭𝐨 𝐥𝐞𝐚𝐫n 𝐚𝐧𝐝 𝐥𝐢𝐬𝐭𝐞𝐧." Reminding everyone of the importance of understanding the Constitution, thinking critically, and engaging in discussions grounded in facts.

The Forum featured 𝐌𝐫. 𝐉𝐚𝐬𝐨𝐧 𝐁𝐚𝐠𝐮𝐢𝐚, a journalist amd Media Scholar, 𝐀𝐭𝐭𝐲. 𝐉𝐢𝐦𝐚 𝐕𝐞𝐫𝐠𝐚𝐫𝐚, a Legal Educator (Academe); and 𝐀𝐭𝐭𝐲. 𝐏𝐬𝐚𝐥𝐦 𝐏𝐮𝐞𝐛𝐥𝐨𝐬, a trial lawyer (Legal Practitioner).

Atty. Jima Vergara discussed the concept of impeachment by asking, "𝐈𝐟 𝐰𝐞 𝐡𝐚𝐯𝐞 𝐚 𝐝𝐮𝐞 𝐩𝐫𝐨𝐜𝐞𝐬𝐬, 𝐰𝐡𝐚𝐭 𝐢𝐬 𝐭𝐡𝐞 𝐩𝐫𝐨𝐜𝐞𝐬𝐬 𝐨𝐟 𝐢𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭?"

She explained that under the Constitution, any member of the House of Representatives may file an impeachment complaint. A private citizen may also file one, provided it is endorsed by a member of the House. If the required majority votes in favor, the impeachment process may proceed.

She also raised the question: "𝐈𝐬 𝐭𝐡𝐞𝐫𝐞 𝐚 𝐥𝐢𝐦𝐢𝐭 𝐭𝐨 𝐟𝐢𝐥𝐢𝐧𝐠 𝐚𝐧 𝐢𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭?" She answered that once an impeachment complaint has been initiated, it is considered filed. The same official cannot be subjected to another impeachment proceeding within one year, unless that one-year period has already passed.

𝐔𝐧𝐝𝐞𝐫 𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝐗𝐥 𝐨𝐟 𝐭𝐡𝐞 1987 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧, the officials who may be impeached are the 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭, 𝐕𝐢𝐜𝐞 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭, 𝐌𝐞𝐦𝐛𝐞𝐫𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐂𝐨𝐮𝐫𝐭, 𝐌𝐞𝐦𝐛𝐞𝐫𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧𝐬, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐎𝐦𝐛𝐮𝐝𝐬𝐦𝐚𝐧.

She emphasized the statement:

"𝐈𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭 𝐢𝐬 𝐜𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥."

She also remarked:

"𝐈 𝐝𝐨𝐧'𝐭 𝐭𝐡𝐢𝐧𝐤 𝐭𝐡𝐞𝐫𝐞'𝐬 𝐚 𝐝𝐚𝐧𝐠𝐞𝐫, 𝐛𝐮𝐭 𝐦𝐚𝐲𝐛𝐞 𝐭𝐡𝐞𝐫𝐞'𝐬 𝐚 𝐫𝐢𝐬𝐤."

Atty. Psalm Pueblos, a trial lawyer and legal practitioner, emphasized that 𝐢𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭 𝐟𝐨𝐥𝐥𝐨𝐰𝐬 𝐚 𝐬𝐭𝐫𝐢𝐜𝐭 𝐜𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐩𝐫𝐨𝐜𝐞𝐬𝐬. For a citizen to file an impeachment complaint, it must first go through the proper procedures, including review by the appropriate committee and several stages of deliberation before it can proceed. The process relies on the wisdom and judgment of the legislative body to ensure fairness and due process.

Meanwhile, Mr. Jason Baguia, a journalist and researcher, stressed that impeachment is governed by due process and should always be transparent and clearly understood by the public. He encouraged citizens to learn about the process so they can make informed opinions based on facts rather than emotions or popularity. He concluded with a quote "𝐘𝐨𝐮 𝐝𝐨𝐧'𝐭 𝐡𝐚𝐯𝐞 𝐭𝐨 𝐛𝐞 𝐩𝐨𝐩𝐮𝐥𝐚𝐫 𝐭𝐨 𝐛𝐞 𝐫𝐢𝐠𝐡𝐭." — 𝐌𝐫. 𝐉𝐚𝐬𝐨𝐧 𝐁𝐚𝐠𝐮𝐢𝐚.

𝐓𝐡𝐞 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 - 𝐋𝐞𝐚𝐝 𝐟𝐨𝐫𝐮𝐦 𝐨𝐧 𝐭𝐡𝐞 𝐈𝐦𝐩𝐞𝐚𝐜𝐡𝐦𝐞𝐧𝐭 𝐓𝐫𝐢𝐚𝐥 served as a meaningful platform for students to involvein responsible disscussions, strengthen their constitutional and political awareness, and become more 𝐢𝐧𝐟𝐨𝐫𝐦𝐞𝐝 𝐚𝐧𝐝 𝐜ri𝐭𝐢𝐜𝐚𝐥 𝐟𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐜𝐢𝐭𝐢𝐳𝐞𝐧𝐬.

Nagsimula ang 𝐏𝐢𝐬𝐭𝐚 𝐬𝐚 𝐍𝐚𝐲𝐨𝐧 sa isang makulay at kahanga-hangang pagpapakitang-gilas ng 𝐂𝐂𝐎 - 𝐂𝐮𝐥𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐀𝐫𝐭𝐬 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧. Ipinamalas ng mga kalahok ang kanilang husay, talento, at pagkakaisa sa pamamagitan ng pagsasayaw na siyang nagbigay ng masigla at makabuluhang simula sa programa.

Sinundan ito ng iba't ibang patimpalak at gawaing inihanda para sa buong komunidad ng City College of Ormoc. Naging tampok ang mga uso na nagbigay ng pagkakataong mapalalim ang samahan ng mga estudyante, g**o, at kawani, sa pamamagitan ng laro. Hindi rin nagpahuli ang bawat kolehiyo sa pagpapakita ng kanilang sigla, pagkamalikhain, at diwa ng pakikipagkaisa sa buong selebrasyon.

Higit pa sa kasiyahan, ipinakita ng pagdiriwang ang kahalagahan ng pagtutulungan, pakikilahok, at pagpapahalaga sa ating kultura at mga tradisyon. Tunay na naging matagumpay ang Pista sa Nayon sa pagbubuklod ng komunidad ng CCO sa isang araw na puno ng saya, pagkakaibigan, at makabuluhang alaala.

At sa pagtatapos ng napakabuluhang pagdiriwang ay sinimulan na ang 𝐩𝐚𝐠𝐬𝐚𝐬𝐚𝐥𝐨-𝐬𝐚𝐥𝐨. Maraming salamat sa lahat ng faculty, staff, at mga estudyanteng nakiisa at nakilahok sa Pista sa Nayon. Ang inyong suporta at pakikibahagi ang naging susi sa tagumpay ng ating selebrasyon. Muli, maraming maraming salamat, at mabuhay ang City College of Ormoc!
