Macansantos.

This ordinance institutionalizes the provision of sign language interpretation in all major events organized, co-organized, or officially endorsed by the ILEGG–LSG to ensure accessibility, inclusivity, and equal participation for deaf and hard-of-hearing students within the academic community.

The ordinance recognizes Filipino Sign Language (FSL) as an essential communication tool that promotes meaningful engagement, respect for diversity, and equitable access to information during official activities and student-led programs. Through this measure, the ILEGG–LSG reaffirms its commitment to creating a student-centered environment where no student is excluded on the basis of disability.

Furthermore, the ordinance establishes comprehensive guidelines for the implementation and monitoring of accessibility measures during major events. This includes the mandatory provision of qualified sign language interpreters, coordination with accredited organizations and institutions, allocation of necessary logistical support and resources, and the establishment of compliance and monitoring mechanisms to ensure proper implementation.

The ordinance also introduces information, education, and communication campaigns that aim to strengthen awareness and appreciation of inclusivity and accessibility practices among student leaders and the wider student body. These initiatives include orientation programs, awareness campaigns, annual inclusivity forums, and partnerships that promote the use and understanding of Filipino Sign Language (FSL).

The ordinance institutionalizes a structured and accessible disclosure system available in both physical and digital formats to strengthen openness, participatory governance, student engagement, and responsible leadership. It mandates the public posting of semestral accomplishment reports, approved ordinances and resolutions, financial reports, budget utilization documents, programs, projects, activities, and other organizational reports deemed necessary for student access.

Furthermore, the ordinance provides standardized guidelines on the management, maintenance, accessibility, reporting procedures, and compliance requirements of the Full Disclosure Policy Board while also introducing mechanisms for student feedback, engagement, and participatory communication to further promote transparency and accountability within the organization.

The ordinance likewise establishes compliance procedures and accountability measures to ensure timely submission of reports and proper disclosure practices among committees and departments, strengthening institutional integrity and trust within the ILEGG student community.

The ordinance covers provisions concerning violations of organizational policies, abuse of authority, negligence of duty, misuse of organizational resources and funds, financial accountability, disclosure obligations, dereliction of duty, unlawful appointments, misconduct in office, administrative investigations, treasury regulations, audit mechanisms, and disciplinary processes that ensure fairness, accountability, and institutional order.

The ordinance establishes comprehensive mechanisms regarding participation, implementation, exemption procedures, alternative compliance measures, funding allocation, and monitoring systems to ensure the sustainability and effectiveness of the Convention. It also defines the responsibilities of officers, committees, and volunteers in organizing activities that promote ethical leadership, student engagement, and participatory governance.

As PAGSANDONG 2026 comes to a meaningful close, our DNSC ILEGG-LSG Vice Governor, Franklin “Aira” P. Amora, delivered closing remarks that reflected the significance of today’s learning experience.

She reminded everyone that leadership does not end after the seminar—it begins in how we apply what we have learned in our organizations, decisions, and daily service to the student body.

With stronger knowledge in legislation, parliamentary procedures, and ethical governance, participants now carry the responsibility of transforming learning into action and purpose into impact.
