Economic headwinds continue to weigh on growth. Public outrage over corruption issues and the impact of recent typhoons have dampened consumer confidence, slowing the Philippines’ GDP to 5.2% in Q3. — via Manila Bulletin, citing University of Asia and the Pacific.

Public fury over flood control corruption and the toll of recent typhoons appear to have choked consumer confidence, potentially dragging the Philippines’ economic growth to a below-target 5.2 percent in the third quarter of the year.

According to the latest edition of the University of Asia and the Pacific’s (UA&P) report, the economy, as measured by the gross domestic product (GDP), likely cooled to 5.2 percent in the quarter ending September. UA&P’s projected slowdown follows the 5.5 percent second quarter expaction, matching the growth rate seen in the third quarter of 2024.

A highly motivated and dedicated 𝗖𝗮𝗿𝗲𝗲𝗿 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 (𝗖𝗘𝗦𝗢), Usec. Pacheco has made significant contributions to public sector management—particularly in planning, monitoring and evaluation, performance management, and public policy formulation.

She was recognized as a 𝗖𝗘𝗦 𝗩𝗲𝗿𝘆 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗣𝗲𝗿𝘀𝗼𝗻 (𝗩𝗜𝗣) 𝗮𝘄𝗮𝗿𝗱𝗲𝗲 in 2015 for institutionalizing good governance initiatives in the DTI, and a 𝗚𝗮𝘄𝗮𝗱 𝗖𝗘𝗦 𝗻𝗼𝗺𝗶𝗻𝗲𝗲 𝗶𝗻 𝟮𝟬𝟮𝟯. In 2017, USEC Jean finished the 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 𝗶𝗻 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗨𝗔&𝗣'𝘀 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺. She became a 𝗟𝗲𝗲 𝗞𝘂𝗮𝗻 𝗬𝗲𝘄 𝗙𝗲𝗹𝗹𝗼𝘄 after completing the Lee Kuan Yew senior Fellowship in Singapore in 2021.

Usec. Pacheco is also a proud University of Santo Tomas alumna, recognized as a 𝟮𝟬𝟮𝟮 𝗖𝗼𝗺𝗺𝗲𝗿𝗰𝗲 𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗔𝗹𝘂𝗺𝗻𝗮 and one of 𝗨𝗦𝗧’𝘀 𝗠𝗼𝘀𝘁 𝗗𝗶𝘀𝘁𝗶𝗻𝗴𝘂𝗶𝘀𝗵𝗲𝗱 𝗧𝗵𝗼𝗺𝗮𝘀𝗶𝗮𝗻 𝗔𝗹𝘂𝗺𝗻𝗮𝗲. Most recently, she was named one of the 𝟮𝟬𝟮𝟰 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗲 𝗳𝗼𝗿 𝗦𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆 𝗼𝗳 𝗔𝘀𝗶𝗮’𝘀 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗼𝗳 𝗙𝗲𝗹𝗹𝗼𝘄𝘀 𝗮𝘄𝗮𝗿𝗱𝗲𝗲𝘀, recognized for her leadership in governance reform.

The Philippines’ headline inflation rose to 1.7% in September 2025, up from 1.5% in August 2025, bringing the year-to-date average (January–September) to 1.7%. This is slightly lower than the 1.9% recorded in September 2024.
