On June 18, 2026, the University Student Government - Tiniguiban Campus Legislative Department successfully conducted its 25th Regular Session, presided over by Vice President Pilsam C. Sotelo Jr., in accordance with 𝙎𝙚𝙣𝙖𝙩𝙚 𝙈𝙚𝙢𝙤𝙧𝙖𝙣𝙙𝙪𝙢 𝙊𝙧𝙙𝙚𝙧 𝙉𝙤. 046, 𝙎𝙚𝙧𝙞𝙚𝙨 𝙤𝙛 2025–2026. The session officially started at 8:13 PM and concluded at 10:21 PM.

𝟏. The primary agenda of the session was the conduct of the Election of the 𝐒𝐞𝐧𝐚𝐭𝐞 𝐏𝐫𝐨-𝐓𝐞𝐦𝐩𝐨𝐫𝐞 𝐢𝐧 𝐖𝐚𝐢𝐭𝐢𝐧𝐠, pursuant to 𝙎𝙚𝙣𝙖𝙩𝙚 𝙈𝙚𝙢𝙤𝙧𝙖𝙣𝙙𝙪𝙢 𝙊𝙧𝙙𝙚𝙧 𝙉𝙤. 046, 𝙎𝙚𝙧𝙞𝙚𝙨 𝙤𝙛 2025–2026.

The election was conducted in accordance with the 2023 University Student Government Constitution of Palawan State University – Tiniguiban Campus. Specifically, 𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝐗𝐈𝐈, 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟏(𝐝) provides that the 𝐒𝐞𝐧𝐚𝐭𝐞 𝐏𝐫𝐨-𝐓𝐞𝐦𝐩𝐨𝐫𝐞 shall be elected from among the elected Senators and shall concurrently hold a Senate Committee assignment.

Furthermore, 𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝐗𝐈𝐗 of the Constitution establishes the Rule of Succession and recognizes the 𝐒𝐞𝐧𝐚𝐭𝐞 𝐏𝐫𝐨-𝐓𝐞𝐦𝐩𝐨𝐫𝐞 as the constitutional successor to the Office of the Vice President and, in specific circumstances, to the Office of the President. Under 𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝐗𝐈𝐗, 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟐, the Senate Pro-Tempore shall immediately assume and take oath as Vice President in the event of a permanent vacancy in the Office of the Vice President. 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟑 further provides that when both the Offices of the President and Vice President become permanently vacant, the Senate shall elect a new Senate Pro-Tempore from among its incumbent members. Moreover, 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟓 emphasizes that the Senate Pro-Tempore cannot refuse assumption to the Office of the President or the Office of the Vice President once a permanent vacancy is duly determined.

Considering that the incumbent University Student Government President, Vice President, and current Senate Pro-Tempore are scheduled to graduate on June 30 and July 1, 2026, the Senate deemed it necessary to elect a 𝐒𝐞𝐧𝐚𝐭𝐞 𝐏𝐫𝐨-𝐓𝐞𝐦𝐩𝐨𝐫𝐞 𝐢𝐧 𝐖𝐚𝐢𝐭𝐢𝐧𝐠 to ensure continuity of governance, uninterrupted legislative leadership, and succession preparedness in accordance with the Constitution.

The following senators were nominated:
• Sen. 𝐉𝐡𝐨𝐧 𝐆𝐫𝐨𝐯𝐞𝐫 𝐋𝐨𝐧𝐠𝐬𝐮𝐝
• Sen. 𝐀𝐞𝐫𝐚 𝐒𝐡𝐞𝐫𝐥𝐞𝐧𝐞𝐝𝐫𝐢𝐚 𝐁. 𝐕𝐢𝐥𝐥𝐚𝐦𝐢𝐥
• Sen. 𝐉𝐮𝐥𝐢𝐚 𝐑. 𝐁𝐢𝐭𝐚𝐠𝐨

Each nominee was given the opportunity to present their plans, goals, and vision for the University Student Government. Members of the Senate raised questions and inquiries regarding leadership, legislative priorities, and governance, while the Presiding Officer also scrutinized the nominees based on their qualifications, perspectives, and readiness to assume future responsibilities.

Following the deliberations, the Senate conducted the voting process with the following results:
• Sen. 𝐉𝐡𝐨𝐧 𝐆𝐫𝐨𝐯𝐞𝐫 𝐋𝐨𝐧𝐠𝐬𝐮𝐝 – 5 votes
• Sen. 𝐉𝐮𝐥𝐢𝐚 𝐑. 𝐁𝐢𝐭𝐚𝐠𝐨 – 3 votes
• Sen. 𝐀𝐞𝐫𝐚 𝐒𝐡𝐞𝐫𝐥𝐞𝐧𝐞𝐝𝐫𝐢𝐚 𝐁. 𝐕𝐢𝐥𝐥𝐚𝐦𝐢𝐥 – 2 votes

By majority vote of the Senate, 𝐒𝐞𝐧. 𝐉𝐡𝐨𝐧 𝐆𝐫𝐨𝐯𝐞𝐫 𝐋𝐨𝐧𝐠𝐬𝐮𝐝 was elected as 𝐒𝐞𝐧𝐚𝐭𝐞 𝐏𝐫𝐨-𝐓𝐞𝐦𝐩𝐨𝐫𝐞 𝐢𝐧 𝐖𝐚𝐢𝐭𝐢𝐧𝐠.

The Senate also discussed matters concerning the operations of the Legislative Department.

During the session, Sen. 𝐉𝐮𝐥𝐢𝐚 𝐑. 𝐁𝐢𝐭𝐚𝐠𝐨 formally relinquished her position as Chairperson of the Senate Committee on Revisions and Reforms. The Senate subsequently recognized Ex Officio Sen. 𝐑𝐚𝐲 𝐌𝐚𝐫𝐜𝐨 𝐎. 𝐒𝐚𝐫𝐦𝐢𝐞𝐧𝐭𝐨 as the new Chairperson of the committee, with Sen. 𝐉𝐮𝐥𝐢𝐚 𝐑. 𝐁𝐢𝐭𝐚𝐠𝐨 serving as Vice Chairperson.

The 25th Regular Session marked an important step in ensuring leadership continuity and institutional stability within the Legislative Department and the whole University Student Government, reflecting the Senate's commitment to responsible governance, orderly succession, and sustained public service for the student body.

On June 17, 2026, the Senate Committee on Student Activities and Development, chaired by Sen. 𝐌𝐚𝐜𝐫𝐞𝐨 𝐋. 𝐆𝐚𝐥𝐥𝐞𝐠𝐨, successfully conducted a Committee Hearing through Google Meet, attended by senators, governors and representatives of the College Student Governments, as well as representatives from various college-based organizations.

The Committee resumed its deliberation on 𝐒𝐞𝐧𝐚𝐭𝐞 𝐁𝐢𝐥𝐥 𝐍𝐨. 𝟎𝟎𝟑, 𝐬. 𝟐𝟎𝟐𝟓-𝟐𝟎𝟐𝟔, entitled:

Authored by Sen. 𝐉𝐡𝐨𝐧 𝐆𝐫𝐨𝐯𝐞𝐫 𝐋𝐨𝐧𝐠𝐬𝐮𝐝, the proposed measure seeks to institutionalize an annual recognition program that celebrates the achievements, service, and contributions of students across the university.

During the hearing, Sen. Longsud presented the final revisions incorporated into the measure and shared that, through coordination with the Student Affairs and Services Division (SASD), the funding for the recognition program shall be shouldered by the University Student Government. The revisions were further explained by Committee Chairperson Sen. Gallego to provide context and clarity on the objectives and implementation of the bill.

The hearing also became a venue for student leaders and representatives to express their support and insights regarding the measure. Representatives highlighted how the bill goes beyond recognizing student leaders by acknowledging the accomplishments of the wider student body, including academic achievers, student-athletes, delegates, and members of college-based organizations. Participants likewise welcomed the expanded scope of recognition and expressed appreciation for the revisions made to strengthen the proposal.

Following the discussions and favorable responses from the resource persons, 𝐒𝐞𝐧𝐚𝐭𝐞 𝐁𝐢𝐥𝐥 𝐍𝐨. 𝟎𝟎𝟑, 𝐬. 𝟐𝟎𝟐𝟓-𝟐𝟎𝟐𝟔 was approved at the committee level and officially referred to the Senate for Second Reading.

The approval of the measure marks a significant step toward establishing a culture of recognition that values excellence, leadership, service, and achievement among PalawanSUans. Through meaningful consultation and collaborative policymaking, the Senate Committee on Student Activities and Development continues to champion initiatives that inspire, empower, and celebrate every PalawanSUan.

During the hearing, the Committee Chairperson and the authors presented the rationale, provisions, and proposed implementation mechanisms of the bill. Governors and student representatives actively participated in the deliberations by raising concerns and recommendations regarding the title of the bill, definitions of terms, reporting requirements, feedback mechanisms, evaluation indicators, organizational scope, and administrative procedures.

Among the key recommendations raised were the simplification of the bill title, clarification of reporting and evaluation processes, establishment of clear performance indicators, specification of feedback timelines, correction of provisions relating to the relationship between CSGs and CBOs, and the review of documentary requirements to ensure practicality and accessibility for student organizations.

The Committee acknowledged the concerns and recommendations presented during the hearing and committed to incorporating the necessary revisions to further strengthen the proposed measure. Consequently, several provisions, including portions of the definitions of terms and reporting mechanisms, were identified for amendment and refinement in subsequent deliberations.

The Committee Hearing served as a vital platform for consultation and collaborative policymaking, ensuring that the proposed legislation reflects the realities, concerns, and aspirations of student leaders across the university. Through meaningful dialogue and student leaders participation, the Senate Committee on Student Government Affairs continues to advance measures that uphold good governance and strengthen student representation within Palawan State University – Tiniguiban Campus.

The discussion primarily focused on the proposed revisions to Chapters IV and V of the bill, particularly on the implementation process, timelines, funding responsibilities, and compliance mechanisms.

During the consultation, participants shared their insights and recommendations regarding the proposed measure. Concerns were raised on submission timelines, implementation procedures, and the role of the Student Affairs and Services Division (SASD) in administering the annual recognition program. Several governors and representatives expressed support for the proposal and emphasized the importance of placing the implementation under SASD to reduce the financial and administrative burden on the College Student Governments while ensuring a more centralized and sustainable recognition system.

The hearing served as another avenue for constructive dialogue among student leaders from different colleges, allowing the Committee to gather valuable feedback for the further refinement of the proposed legislation. In light of the discussions and recommendations raised, the measure was subsequently tabled for the next Committee Hearing.

Through collaborative policymaking and active student participation, the Senate Committee on Student Activities and Development remains committed to advancing measures that recognize student excellence and strengthen opportunities for every PalawanSUan.
