The College of Arts and Humanities Student Government, together with the CAH Faculty and Staff, proudly extends its warmest congratulations to all the athletes who represented Cluster TALUSI during Binturungan 2026. We would also like to recognize and express our heartfelt appreciation to our Dean for the unwavering support and encouragement given to our student-athletes throughout the event.

In line with our commitment to maintaining a safe campus environment and providing efficient avenues for reporting gender-based sexual harassment, the Office of Gender and Development (OGAD) is proud to announce the launch of the Safe Access & Fair Enforcement Reporting (S.A.F.E.R.) Platform.

This new feature is integrated within the existing PalawanSU Real-time Online Threat and Emergency Communications Tool (PROTECT) Community, accessible via the Messenger app. Through this platform, all members of our community can securely and directly submit reports regarding instances of gender-based sexual harassment.

This tool is available to all students and employees for incidents occurring on or off-campus, ensuring that everyone has access to the necessary assistance and support provided by the Office of Gender and Development.

The College of Arts and Humanities Student Government is sad to announce that the Student Commission on Audit have given their opinion towards the 1st semester of academic year 2025 to 2026 as Adverse opinion.

What is adverse opinion?

Adverse opinion means that the financial statements do not present fairly, in all material respect. Misstatements are material and pervasive.

This opinion reflects the multiple mistakes that had been declared during the auditing season that was not corrected earlier before the checking process of the SCOA. These being several changes in reports of the finances and large amounts of the expenses that was not properly documented, prepared, or submitted. There was about twenty one thousand pesos worth of material adjustments that were explained and investigated thoroughly with the help of the former CAH-SG administration and SCOA.

Rest assured that there were no stolen money, however there were missing receipts from the early events of previous semester. Due to this audit, a cash shortage amounting to six thousand pesos was found to be unsupported by receipts.

Thus, no corruption were present but misstatements were made that can prove to be a bit alarming.

What are the factors that led to this opinion?

1. Problems that should have been found while creating the Unaudited Financial Statements were not disclosed and solve beforehand.

Bookkeeping was supposed to be a procedure that helps accurately track the finances of the organization. However, during the process, there was a lack of prior reports or notice to fix problems of the financial statements. Requirements for the said procedures were passed on time, but the Unaudited Financial Statement was passed beyond the deadlines arranged by SCOA. Before the start of Auditing, the problems of misstatements would have been found earlier and lacking receipts would have been found as early as possible.

2. There was no proper transmital of reciepts from previous administration to the current administration of CAH-SG.

Many of the lacking receipts were found to be from the events at the start of the first semester. Records of the expenses were made by not all receipts was prepared before it was transfered to the new administration. Additionally, the lack of transmital affected the overall cause of misstatements and various changes.

3. There are many shortcomings from the current administration to fully fix the concerns during the audit.

There were confusions and uncertainties of answer in the communication with auditors. Knowledge about accounting jargons hindered proper preparations and on the side of CAH-SG. It is major flaw that added to to the misunderstanding that led to the opinion.

Additionally, preparation for 2nd semester's event played a role as hindrance that conflicted to the auditing.

Multiple preparations were being made as major events are in line to be celebrated. Focus on audit were undermined while giving the requirements and waiting for the result of Unadited Financial Statement.

What is CAH-SG's plan to resolve this?

The priority of CAH-SG is to take responsibility and accountability of the situation. Through which, Former Governor Avellanosa of the 45th Administration had pledge to shoulder the cash shortage that occurred during his term while we, the Current administration, will do our best to work together to fully resolve the matter.

As more events are being prepared by the CAH-SG during this semester, we are commited to bring better outcomes with a deeper grasp of finances. We vow to properly record the future expenses and take charge in guaranteeing better results.

We would like to formally apologize for not fully upholding the values of proper governance. We hope that this statement serves not as an excuse but as proof of our commitment in manifesting public trust.

Nawaโ€™y maging inspirasyon ang kanilang kabayanihan upang maging mas matapang, mas makabayan, at mas makatao tayo araw-araw.
