APPLICATION FOR IS NOW OPEN!

The National Defense College of the Philippines (NDCP), in partnership with the Women and Gender Institute of Miriam College (MC-WAGI), opens the application for the 6th Gender Analysis of Violence and Security (GAVS) Short Course. The free short course, which will run from 11 to 14 May 2026 via Zoom Teleconferencing, is designed to equip participants with the knowledge, skills, and perspectives necessary for effective gender analysis and mainstreaming within the security sector.

Interested uniformed personnel, civilian analysts, and officials in the government sector, as well as individuals in the private sector, academe, and civil society organizations, may register through bit.ly/GAVS2026RegistrationForm.

LOOK: The National Defense College of the Philippines (NDCP) conducted a training on the Data Privacy Act, facilitated by Mr Cleo R Martinez, Head of the Compliance Support and Advocacy Unit of the National Privacy Commission. Held on 7 April 2026 at the NDCP Honor Hall, the initiative reinforced the College's commitment to safeguarding personal data across all operations, ensuring personnel are equipped with a sound understanding of data privacy principles, responsibilities, and compliance requirements.

In her remarks, Director Christine June P Cariño, MNSA, President of the NDCP, reminded the participants that data privacy is not a one-time initiative but a sustained commitment. “Let this training serve as a continuing guide in our daily operations and decision-making. By doing so, we reinforce a culture that goes beyond compliance, one that upholds the highest standards of integrity, security, and respect for information,” the President added.

The key to becoming proactive in the maritime domain is information. As long as the Philippines' maritime network infrastructure remains as it is, the lack of strategic foresight will continue to leave the country reactive to maritime threats. With this in mind, how can the Philippines transition from its current fragmented state to an integrated system that enables the country to fully understand its maritime domain?

This NDCP Executive Policy Brief (EPB) by Mr Vince Andre C Sabellon, Defense Research Officer II, discusses the current vulnerabilities that leave the country’s overall maritime security at risk if left unchecked. To circumvent such risks, Mr Sabellon argues for the establishment of a unified Common Operating Picture (COP) capable of integrating data from existing web platforms used by the country’s maritime agencies. This will enable the Philippines to become a proactive nation and will support operators-at-sea in utilizing their resources.
