In this Executive Policy Brief (EPB), Ms Gabriela Paulette Domanais takes a deeper look into the Philippines’ defense relationship with Australia, particularly on their commitment to the United Nations Security Council Resolution (UNSCR) 1325, or the global women, peace, and security (WPS) agenda. In this paper, she showcases the different avenues of engagement between both countries that operationalize the WPS agenda within their respective militaries and defense institutions.

In her analysis, Ms Domanais discusses the effects of these engagements on both PH-AU bilateral relations and Philippine defense operations, as well as their implications for regional defense resilience. For this paper, she proposed the following policy recommendations: 1) proactively support and champion both domestic and foreign women-centric and WPS-aligned defense and/ or military training, and 2) the utilization of the WPS agenda as a pillar in establishing the Philippines as a regional defense convergence hub.

As we commemorate the landmark 2016 South China Sea Arbitral Award, the National Defense College of the Philippines (NDCP) stands with the nation in observing Maritime and Archipelagic Nation Awareness Month (MANA Mo) this September—a reminder that our seas are not merely geography, but the foundation of our sovereignty, security, and identity as Filipinos.

This MANA Mo, the NDCP embraces this year's theme, “Karapatan sa Karagatan, Sama-sama Nating Alagaan,” a call to protect what is rightfully ours as a shared responsibility. True to this spirit, the NDCP renews its commitment to safeguarding our maritime domain and upholding the Philippines' sovereign rights through responsive defense education and research.

🇵🇭🤝🏻🇯🇵 | The National Defense College of the Philippines (NDCP) held a roundtable discussion with the National Institute for Defense Studies (NIDS) Japan on 16 September 2026, exchanging views on the situation in the West Philippine Sea, prospects for Manila-Tokyo security cooperation, and the Philippines' ASEAN chairship. The NIDS delegation was composed of Dr Shoji Tomotaka, Director of the Department of Area Studies, and Mr Yuuki Tsujita, accompanied by Col Aizawa Naoki, the Japanese Defense Attaché to the Philippines.

In his remarks, Mr Clarence Anthony P Dugenia, MNSA, Acting Chief of the Research and Special Studies Division, emphasized the importance of viewing the topics examined as part of a broader picture of how both countries can contribute to regional security, noting that the value of such discussions lies both in identifying areas of agreement and understanding how differing assessments may inform future policy and cooperation.

Concluding the discussion, NDCP President Christine Cariño, MNSA, expressed hope that the NDCP and NIDS will continue to engage in meaningful dialogue and explore avenues for joint research and exchanges among researchers, faculty members, and stakeholders as the Philippines and Japan further deepen their strategic partnership.

The National Defense College of the Philippines (NDCP) solemnly mourns the passing of Quirino Governor Dakila Carlo "Dax" E Cua, MNSA—a proud member and class president of the MNSA for Senior Executives Class 2.

Governor Cua devoted over two decades to public service. He entered politics in 2001 as Vice Governor of Quirino, then served as Governor from 2007 to 2010, and as the province's Representative in Congress from 2010 to 2019. He returned as Governor in 2019, a post he held until his passing in 2026.

The College extends its deepest condolences to the family of Governor Cua during this time of profound loss, and to the people of Quirino, whom he served with dedication across more than two decades in public office. May his soul rest in eternal peace.

MNSA RC 62 students undertake NSS on Luzon’s Strategic Theater

The National Defense College of the Philippines (NDCP) conducted the National Security Study (NSS) for students of the Master in National Security Administration (MNSA) Regular Course 62 from 31 August to 5 September 2026, in Manila and Laoag City, Ilocos Norte.

Centered on the theme "Luzon Strategic Theater: Understanding the Evolution of Archipelagic Defense Imperatives," the NSS provided students with a platform to apply classroom learning in the field and engage directly with key stakeholders. MNSA students likewise gained a comprehensive understanding of the Philippine defense posture, a terrain-based grasp of Maritime Domain Awareness capabilities, and practical insights into operationalizing an archipelagic "Network of Denial" amid the expanding scope of multi-domain warfare.

On 31 August 2026, the delegation, led by NDCP President Christine Cariño, MNSA, embarked on a historical tour of the walled city of Intramuros in Manila. The itinerary took students through Fort Santiago, Plaza Moriones, the Cuartel de Santa Lucia Ruins, the Baluarte Complex, and Baluarte de San Diego.

The second phase, held from 2 to 5 September 2026, took the delegation north to Laoag City, Ilocos Norte, for a series of engagements and courtesy calls, including visits to Laoag International Airport, Laoag City Hall, and the 4th Marine "Makusug" Brigade at Camp Cape Bojeador. The stops provided students with firsthand exposure to how local government and military units coordinate on security and logistics in a strategically located province along Luzon's northern coast.

In this Executive Policy Brief (EPB), Mr Erick Nielson Javier discusses the key rationales for embarking on defense industrial partnerships and how these agreements can support Philippine efforts, such as the Revitalized Self-Reliant Defense Posture Program (SRDP).

The paper argues that for such industrial partnerships to succeed, the Philippines must not merely rely on traditional incentives for investment or business. This is due to the very particular needs of prospective partners’ defense industrial bases, as well as the current capacities and needs of the Armed Forces of the Philippines. The paper concludes with recommendations to guide future defense partnerships, ranging from drafting a defense industrial strategy to innovating on incentives.
