DEFEND THE DEFENDERS! STOP RED-TAGGING! ABOLISH NTF-ELCAC!

Pahayag ng UP Office of the Student Regent hinggil sa panghaharas ng kapulisan sa mga miyembro ng komunidad ng UP Mindanao at iba pang mga organisador sa Timog Mindanao

Nitong Mayo 27, inilathala ng PNP Cateel Municipal Police Station sa isang Facebook post ang malisosyong listahan ng 14 na “active wanted persons,” kabilang sina UP Mindanao USC Chairperson Lara Felescoso, dating UP Mindanao USC Vice Chairperson Cobbie Jan Canda, dating KASAMA sa UP Vice Chairperson for Mindanao Fauzhea Guiani, at iba pang mga miyembro ng komunidad ng UP Mindanao.

Mariing kinukundena ng UP Office of the Student Regent ang nangyaring pananakot ng PNP sa mga nasabing indibidwal at iba pang mga progresibong organisasyon. Walang anumang kaso o arrest warrant ang nakahain sa mga nakalistang indibidwal. Hindi simpleng pagkakamali lamang ang paglalathala ng nasabing listahan dahil mahaba na ang kasaysayan ng pananakot at redtagging ng PNP at iba pang mga ahensya ng estado. Inilalagay ng listahang ito sa kapahakaman ang mga nakatalang indibidwal na wala namang ibang ninais kundi isulong ang karapatan at kagalingan ng mamamayan.

Malinaw na malinaw ang paglalabas ng listahang ito ay bahagi ng mas malawak na programa ng estado para sa panunupil at pamamasista sa mamamayan. Sukdulan sa pagtitipid ang pamahalaan sa pagpopondo sa mga batayang serbisyong panlipunan, ngunit bumabaha naman ang pondo para sa korapsyon at pamamasismo. Mula sa mga pagsasampa ng mga gawa-gawang kaso kay UPD USC Chairperson Joaquin Buenaflor, hanggang sa pagpatay sa mga kapuwa natin Iskolar ng Bayan na sina Alyssa Alano at Maureen Santuyo, klaro ang layunin ng mga nasa kapangyarihan: supilin ang paglaban ng mamamayan para protektahan ang pagpapalaki ng kanilang ninakaw na yaman.

Nakikiisa ang UP Office of the Student Regent sa panawagang ibasura ang NTF-Elcac at singilin si Bongbong Marcos para sa pagpapatuloy at pagpapaigting ng programang panunupil ng gubyerno sa balangkas ng National Action Plan for Unity, Peace, and Development (NAP-UPD). Dapat ilaan sa mga batayang serbisyong panlipunan ang pondong ibinubuhos ng administrasyong Marcos sa korapsyon at pamamasismo.

Hindi masama ang tumindig at lumaban. Hindi kailanman basta-basta binigay ng estado ang pangangailangan ng mamamayan nang walang anumang laban. Tanging sa pamamagitan lamang ng sama-samang pakikibaka ng mamamayan natin makakamit at maitataguyod ang ating mga karapatan. Sa gitna ng lumalalang krisis pampulitika at pang-ekonomya, at tumitinting pasismo ng estado, nararapat lamang na higit pang pag-alabin ang ating laban para baliktarin ang bulok na sistemang ugat ng ating kahirapan.

Today, May 27, during the 1409th Meeting of the University of the Philippines Board of Regents, UP Tacloban was officially declared a constituent university of the UP System. This milestone stands as a recognition of decades of collective struggle, academic excellence, public service, and the growing role of Eastern Visayas in shaping the national university.

Yet this transition must not end in title alone. The elevation of UP Tacloban into a constituent university must translate into concrete and meaningful changes that genuinely serve the interests and welfare of the students and the broader people of Eastern Visayas.

We continue to uphold the call for a genuinely pro-student UP Tacloban. One with sufficient funding for student councils and publications, athletes, and cultural organizations; accessible and quality mental health services; adequate and non-substandard laboratory equipment; sufficient dormitory spaces and scholarship slots; and an administration that listens and responds to the calls and struggles of the Iskolars ng Bayan.

The attainment of constituent university status should pave the way for a more democratic, inclusive, accessible, and mass-oriented university for all. The struggle for a genuinely democratic and people-oriented education continues!

𝗧𝗵𝗲 𝗨𝗣 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝗹𝘆 𝗮𝗻𝗻𝗼𝘂𝗻𝗰𝗲𝘀 𝘁𝗵𝗲 𝘀𝗲𝗮𝗿𝗰𝗵 𝗳𝗼𝗿 𝘁𝗵𝗲 𝟰𝟯𝗿𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁!

Throughout the past year, the UP community has faced worsening attacks on democratic rights and student welfare, alongside the killings of fellow Iskolars ng Bayan Alyssa Alano and Maureen Santuyo and the massacre of the Negros 19, exposing the persistence of fascism and state violence.

Despite these conditions, student formations across the UP System continued to advance campaigns for the rights and welfare of the studentry. Beyond the university, the Filipino people continue to suffer from rising prices, low wages, corruption, and deepening crises under the Marcos Jr. administration, while the youth remain among the most burdened sectors.

Amid these conditions, genuine student representation must persist. In this light, the UP Office of the Student Regent officially announces the start of the search process for the next UP Student Regent.

The Student Regent serves the sole representative of the students in the UP Board of Regents (BOR), the highest decision-making body of the University. It is the responsibility of the SR to know the issues and demands of the studentry in order to effectively represent the student body in the Board and mount systemwide campaigns.

The UP Office of the Student Regent gives its highest regard to all student councils and student leaders across the UP System for their militant struggle amidst the worsening political, economic, and social crisis brought about by the Marcos Jr. administration and the Duterte faction. In the past months, we have seen how the imperialist aggression of the United States intensified attacks against nations such as Palestine and Iran in its drive to preserve and expand its global economic and military dominance. Under Marcos Jr.’s ineffective and incompetent leadership, these wars of aggression have further worsened the burdens faced by the Filipino people through historic oil price hikes, soaring prices of basic commodities, and deepening economic hardship.

As the semester closes and a new semester begins, we recognize that our struggle for the students’ and the people’s rights and welfare persists. In recognition of the paramount importance of the role of student councils in forging broadest unities and campaigns, the UP Office of the Student Regent is set to convene the 61st General Assembly of Student Councils (GASC) from August 6-8, 2026 at University of the Philippines Mindanao and via Zoom.

ISKOLAR NG BAYAN LABAN SA BULOK NA SISTEMA!

Noong Mayo 14, nagkasa ng pagkilos ang mga Iskolar ng Bayan upang igiit ang hustisya at pananagutan.

Bitbit ng mga Iskolar ang panawagan para arestuhin na si Bato Dela Rosa sa bisa ng kaniyang ICC Warrant of Arrest sa kaniyang krimen sa taumbayan kadikit ng gera kontra-droga ni Rodrigo Duterte.

Naninindigan din ang mga Iskolar na wasto ang paglilitis at pagtanggal kay Sara Duterte bilang Bise Presidente dahil sa kaniyang kapabayaan at korapsyon.

Sa huli, malinaw para sa amin na hindi makatatakas si Marcos Jr. sa kaniyang pagkumpas sa lahat ng inhustisya at kawalang-pananagutan sa bayan.

Nearly a month has passed since the Negros 19 Massacre. Since Alyssa, Mau, and 17 others were taken by state fascism.

We refuse to let their names be reduced to statistics or forgotten in silence. As perpetrators continue to evade accountability, the UP Office of the Student Regent calls on the UP community to stand firmly with the masses in demanding justice and resisting fascist attacks against peasants, activists, and organizers.

On May 19 and May 29, let us grieve and struggle alongside the people for justice and accountability.

Sa gitna ng krisis at kaguluhan sa bulwagan ng Senado, lalong lantad ang katotohanan na kapag kapwa naghaharing-uri ang sangkot, nagkakaisa silang protektahan ang isa’t isa habang pinapasan ng mamamayan ang gutom, takot, at kahirapan.

Habang tinatakasan ni Bato Dela Rosa ang krisis, habang hindi pa nalitis si Sara Duterte, habang walang pananagutan mula kay Marcos Jr., habang nagpapatuloy ang malalang korapsyon, pasismo, at karahasang dinanas ng sambayanan ang mga Iskolar ng Bayan, lalo lamang inilulubog ang bayan sa isang sistemang bulok at mapaniil.

Ngayon ang panahon ng pagtindig. Hindi tayo mananahimik habang ginagawang palabas ang hustisya at laruan ang buhay ng mamamayan.

Iskolar ng Bayan, labanan ang bulok na sistema! Kumilos na para sa hustisya at pananagutan!

TO ALL COUNCILS AND ISKOLARS NG BAYAN FROM ACROSS THE UP SYSTEM,

Warm militant greetings!

Tonight, May 13, rapid developments unfolded surrounding the ICC warrant of arrest against Senator Bato Dela Rosa for crimes against humanity linked to the Duterte regime’s bloody war on drugs. Reports of gunshots allegedly fired inside the Senate by suspected NBI operatives caused panic and lockdowns within the building, while DILG Secretary Jonvic Remulla later clarified that he was there not to arrest Dela Rosa, but to ensure the protection of the senators. Simultaneously, developments regarding the impeachment proceedings against Sara Duterte also surfaced amid the commotion.

This is a crucial moment for our student councils and the entire student movement. At a time when fellow Iskolars, Alyssa and Maureen, have been killed. When Marcos Jr. and Sara continue their political infighting without accountability. When those responsible for state violence remain protected by the very institutions that claim to uphold justice, we cannot afford silence. The crisis unfolding before us exposes the rottenness of a system where power protects itself while the Filipino people suffer under corruption, impunity, fascism, and political theatrics.

The Senate, which should stand as a hall of justice and accountability, has instead become a stage for elite interests and shameless abuse of power. The ruling class continues to reveal where its loyalties truly lie—and it is clearly not with the Filipino people they swore to serve.

In this regard, the UP Office of the Student Regent urges all student councils across the UP System to conduct a systemwide day of action tomorrow, May 14, and the following days to come, through indignation rallies, protest actions, and propaganda initiatives within your respective campuses.

From Cordillera to Mindanao, we call on all Iskolars ng Bayan to stand together and consolidate the broadest alliances possible among student formations, faculty members, workers, and the wider community. In moments of national crisis, neutrality only serves those in power. It is our responsibility to resist, to expose, and to fight alongside the people for justice and accountability.

Let the mass movement once again shake not only the Senate, but every institution that enables corruption, fascism, and state violence—from the halls of Congress to Malacañang itself. Let our collective voice demand the conviction of Sara Duterte, the imprisonment of Bato Dela Rosa, the impeachment of Marcos Jr., and justice for all victims of fascism and extrajudicial killings.

We will not endure in silence. We will not stand by while the powerful play games with the lives of the Filipino people.
