New ASOG Publication! 🦅

The research paper entitled “Navigating Geopolitics and Geoeconomics: Challenges and Opportunities for the Philippines” was recently featured in the Asia Pacific Issues, a policy-oriented publication series produced by the East-West Center. The East–West Center is a U.S.-based research, education, and dialogue institution that promotes understanding and cooperation among the peoples and countries of Asia, the Pacific, and the United States.

In the paper, the authors outline a derisking strategy for the Philippines as the country navigates both economic opportunities and geopolitical risks in light of great power competition in the region. The paper is developed by Dr. Ronald U. Mendoza, former Dean and Senior Research Fellow at ASOG, and Ms. Gaby Mendoza, APC Research Associate and Program Coordinator. An earlier version was presented at the 20th International Convention of the East Asian Economic Association.

The Ateneo School of Government, through its Executive Education Program, concluded its two-day course on Strategic Leadership for Reliable and Accountable Governance on 27 to 28 November 2025.

The course gathered leaders and practitioners from local government units, national agencies, government-owned and controlled corporations, the private sector, and the academe for an intensive learning experience on critical thinking, high reliability organization principles, and Completed Staff Work (CSW).

The Ateneo School of Government through its Executive Education Program culminated its Strategic Communications for Public Sector Leaders training course from 20 to 21 November 2025.

Representatives from the Local Government Units of Baliwag (Bulacan), Tarlac City, Isabela City (Basilan), Muntinlupa City, Pasig City; the Provincial and Municipal Governments of Magalang (Pampanga), Cabagan (Isabela), and Candelaria (Quezon Province) participated in the course. As well as attendees from national government agencies of Governance Commission for GOCCs (GCG), Department of Education, Social Housing Finance Corporation. The course was also participated by representatives from the Philippine Accrediting Association of Schools, Colleges and Universities; Aboitiz Power Corporation, and MWM Terminals, Inc.

Is local government sliding into irrelevance?

The policy note interrogates this claim by looking into health spending across local government units. Findings surface both the invisibility and inefficiency of local health spending, rooted in structural fragmentation that prevents optimal use of available health resources. Three ways forward are proposed to align, digitalize, and localize health financing systems, aimed to ensure that health financing translates into equitable gains for the Filipino people.

QUEZON CITY – Former defense officials, human rights advocates, academics, civil society leaders, and international partners pushed for strengthened accountability mechanisms and a long-term national strategy in security governance during a forum organized by the Ateneo School of Government (ASoG) held last November 13.

At the Security Sector Reform (SSR) in the Philippines: Assessment and Way Forward forum, ASoG Professorial Lecturer retired RAdm. Rommel Jude Ong emphasized that SSR must be understood as a political and social process rather than a purely technical undertaking.

“Security Sector Reform is about building institutions that protect our people with professionalism, accountability, and respect for human dignity,” Ong said. “Successful reforms require political continuity, sustained oversight, and the collective will to ensure that security institutions remain firmly rooted in democratic principles.”

DCAF – Geneva Centre for Security Sector Governance Head of Asia-Pacific Unit Dr. Albrecht Schnabel described the forum as timely because of global uncertainties such as cyber threats and geopolitical tensions that require security institutions to remain adaptable.

“In a rapidly changing world, even experts must learn to become students again. Trust and accountability are the foundations of effective security governance,” he said.

The forum brought together representatives from the Anti-Terrorism Council Program Management Center (ATC-PMC), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), PNP Academy (PNPA), National Security Council (NSC), National Intelligence Coordinating Agency (NICA), Philippine Public Safety College (PPSC), Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), Ateneo Human Rights Center, The Asia Foundation, Friedrich Ebert Stiftung (FES), Stratbase Albert Del Rosario Institute (Stratbase ADRi), the British Embassy Manila, DCAF – Geneva Centre for Security Sector Governance, the Ateneo de Manila University Dr. Rosita G. Leong School of Social Sciences (RGLSOSS), and the Philippine Transmarine Carriers Group.

The Quezon City Local Government (QCG), together with the Ateneo School of Government (ASoG), through the Executive Education Program, conducted a training course on Developing a Results-Oriented Monitoring & Evaluation System held from November 18 to 19, 2025, at the Quezon City Hall.

The two-day training workshop provided Quezon City officials and personnel with essential knowledge and practical tools in program monitoring, impact assessment, and results-oriented governance.

16 Iloilo LGUs Strengthen Smoke-Free and Vape-Free Ordinances through ASOG Executive Course Culmination

On 21 November 2025, the Ateneo School of Government (ASOG), through the Ateneo Policy Center (APC) and the Executive Education Program, and in collaboration with the Provincial Government of Iloilo (PGI) and Transcending Institutions and Communities, Inc. (Transcend), conducted the culmination program and graduation ceremony for the second cohort of the Leadership and Governance in To***co Control Executive Course at Diversion 21 Hotel, Iloilo City.

The executive course culminated with a series of productive plenary presentations wherein representatives from 16 participating local government units (LGU) from Iloilo shared their progress, plans, and achievements with their proposed smoke- and vape-free ordinances, in compliance with the World Health Organization (WHO) Framework Convention on To***co Control (FCTC), Executive Order No. 26, Republic Act No. 11900, and other related to***co control laws. The graduation ceremony for the Iloilo cohort was held in the afternoon, right after the plenary presentations were finished.

Out of the 16 LGUs, one LGU has successfully passed their newly proposed ordinance, 13 LGUs have approved their newly proposed and/or amended ordinances at the first and/or second readings, while two LGUs are about to file theirs.

The Ateneo School of Government through its Executive Education Program concluded its Public Policy Development and Analysis training program on 12-14 November 2025, bringing together professionals from local government units (LGUs), national government agencies (NGAs), and the private sector who engaged with government stakeholders.

Participants from Municipality of Mariveles, Bataan; Bangko Sentral ng Pilipinas; Department of Justice – Office for Alternative Dispute Resolution; Department of Agrarian Reform; Office of the President – Office of the Deputy Executive Secretary for Legal Affairs; and Aboitiz Power Corporation joined the program, reflecting the growing recognition that impactful policy work requires collaboration across sectors.

QUEZON CITY – Last October 29, Lone District of Dinagat Islands Representative Kaka Bag-ao urged women leaders to lead with both intellect and integrity, similar to the late Lone District of Batanes Representative Henedina Razon-Abad.

Speaking before faculty members, students, civil society representatives, and fellow public servants at the launch of the Henedina Razon-Abad Memorial Lecture on Women Leaders in Public Service, she paid tribute to the former lawmaker and founding dean of Ateneo School of Government (ASoG) as a moral compass in politics and a living example of how power can serve.

“Ma’am Dina believed that governance is stewardship, not ownership. She built institutions, not ego projects. Her moral authority came from consistency and restraint,” Bag-ao said. “Her brilliance was matched by her humanity, and her strength was rooted in compassion.”

She described Dean Abad’s legacy as one that continues to guide many reform-minded leaders in government. “She was a strategist and a conscience, a mentor who showed that leadership can be firm yet kind, principled yet humble.”

Organized by ASoG, this annual lecture series is designed to celebrate and promote discussions around the roles and contributions of women in the public sector, to inspire future generations of leaders, and to foster an understanding of the unique challenges and opportunities that women in government face.
