It is with great sadness that we announce the passing of our beloved sis and a distinguished figure in Philippine legal education and public service, Prof. Myrna Santeco Feliciano.

A dedicated public servant, Sis Myrna served in the academe, the judiciary, and various public institutions throughout her career. Within the UP System, she served as Law Librarian of the UP College of Law, Officer-in-Charge of the UP Diliman Library, Director of the Institute of Judicial Administration, and Associate Dean of the UP College of Law.

Beyond the University, Sis Myrna continued her exemplary career as a consultant to the Supreme Court Committee on Family Courts and Juvenile Concerns, Executive Director of the MCLE Office, and Chairperson Emeritus of the Legal Writing, Research, and Methodology Department of the Philippine Judicial Academy. A steadfast advocate for women’s rights, Sis Myrna also served as the Commissioner of the National Commission on the Role of Filipino Women.

Guided by principle and marked by excellence, her far-reaching impact has been felt not only by lawyers and law students but by all those who have had the pleasure of working alongside her throughout the years. As we honor her life, we recognize the enduring legacy she leaves behind in the generations of legal professionals she mentored, the institutions she strengthened, and the advocacies she advanced.

We extend our deepest sympathies and prayers to her family, loved ones, colleagues, former students, and all those mourning her passing.

The Portia Library is UP Portia Sorority's annual advocacy project dedicated to providing children with access to reading materials and learning resources. It stands as a testament to the sorority’s commitment to lifelong learning and the pursuit of social justice through the empowerment of young minds.

In its fifth installment, the Portia Library team selected the Unang Hakbang Foundation as its beneficiary. Unang Hakbang is a nonprofit organization committed to supporting the learning and overall development of children from underserved communities.

Through the generous support of our sponsors, the Portia Library team was able to transform a small room into a warm and inviting learning space that nurtures children’s love for reading, unlocks their creativity, and inspires a lifelong passion for learning. In addition, a MacBook unit was provided to support the children in their research, digital learning and exploration of essential software skills that can help them grow and thrive from a young age.

Special thanks to The Storytelling Project for partnering with us during the official turnover of the library. The Storytelling Project is a Filipino nonprofit that promotes a love for reading where volunteers conduct storytelling sessions to transform reading from a daunting school chore into an enjoyable habit.

This May 1, we honor Filipino workers whose labor sustains our homes, our communities, and our nation, as we reaffirm the constitutionally guaranteed rights that protect and promote their welfare.

Among these is security of tenure, which ensures that, in cases of regular employment, an employer shall not terminate an employee except for a just cause or when authorized by law. Just causes include serious misconduct, willful disobedience, gross and habitual neglect of duties, fraud or willful breach of trust, commission of a crime or offense, and other analogous cases, while authorized causes include installation of labor-saving devices, retrenchment to prevent losses or down-sizing, redundancy, closure of business, and temporary closure or bona fide suspension of operations. Where an employee is unjustly dismissed, the law entitles them to reinstatement without loss of seniority rights and other privileges, full backwages inclusive of allowances, and other benefits or their monetary equivalent computed from the time compensation was withheld up to actual reinstatement.

Complementing this is due process, which requires the twin notice requirement: first, a notice detailing the acts or omissions charged, and second, a notice of the employer’s decision after due hearing. In between, the employee must be given ample opportunity to be heard and to defend themselves, with the assistance of a representative if desired.

Together, these safeguards ensure that no worker is dismissed arbitrarily.

As we commemorate Labor Day, may we be reminded that the dignity of labor goes beyond recognition—it calls for labor protection through fair wages, safe conditions, and security especially during uncertain times.

Mabuhay ang Manggagawang Pilipino!
