CAPSU Strengthens Coconut Research and Sustainability Through Strategic Policy Formulation for the Coconut Breeding Trial Unit

The commitment of the Capiz State University toward sustainable coconut research and development was further reinforced through a strategic meeting spearheaded by Dr. Leo Andrew B. Biclar - VP for Research Development and Extension, together with key university officials and center directors aimed at formulating comprehensive management policies for the Coconut Breeding Trial Unit (CBTU).

The policy consultation gathered prominent university leaders including Dr. Rodyard B. Madiclum - CAPSU Burias Campus Administrator; Dr. Stephanie S. Pimentel - University Director for Research; Dr. Marife R. Hilapad - Director for Food Research Development Center; Engr. Monalyn L. Oloroso - Director for Machinery, Agricultural, Technology and Engineering; and Prof. Roger L. Berganio - Director for Coconut Research Development Center. The meeting underscored the University’s collaborative approach in ensuring the long-term sustainability, operational efficiency, and research productivity of the Coconut Breeding Trial Unit.

During the meeting, the team discussed the specific roles and responsibilities of the CAPSU Burias Campus, the Coconut Hybridization Project, and the Coconut Research and Development Center in ensuring effective plantation operations, research implementation, production management, and coordination for the operations of the Coconut Breeding Trial Unit.

A significant agreement reached during the discussion was the allocation of 100% of the proceeds from coconut production to be plowed back into the CBTU as a sustainability measure. The fund will support maintenance, rehabilitation, replanting, research activities, technology application, capacity building, and other necessary improvements for the coconut plantation.

The initiative reflects CAPSU’s continuing commitment to sustainable coconut research, innovation, and agricultural development.

CAPSU Researchers Present GIS-Based Tool to Revolutionize Rice Production in Capiz

Faculty researchers from Capiz State University (CAPSU), led by the University President Dr. Efren L. Linan, and faculty members Dr. Elman Torres and Dr. Ryan T. Sarimong, recently presented a strategic project proposal for a "GIS-Based Decision Support Tool." The presentation gathered representatives from CAPSU and Department of Agriculture Region VI Office to discuss a data-driven approach to rice production planning and intervention in the Province of Capiz.

Central to the proposal is the development of the Rice Capiz Mobile App, a GIS-based decision support tool intended to support rice production planning and intervention allocation in the Province of Capiz. Dr. Elman Torres detailed how this tool will provide high-tech thematic mapping to help local leaders, planners, and agricultural technicians perform feasibility analyses for smarter farming interventions.

The project aims to map out irrigated and rainfed areas, identify the best locations for Solar-Powered Irrigation Systems (SPIS), and assess suitability for agricultural mechanization. By integrating these land suitability models into a single, user-friendly mobile application, the initiative provides farmers and local government units with precise data to maximize crop yields and manage resources efficiently.

Present during the event were Dr. Stephanie S. Pimentel, University Research Director, and Prof. Jocelyn S. Legaspi, University Extension Director, who both expressed support for the university’s continuing efforts to strengthen research-driven and community-centered agricultural innovation.

Through this initiative, Capiz State University continues to lead in promoting sustainable, science-based, and technology-driven agricultural development that directly benefits local communities and the farming sector in Capiz.

Driving Impact and Innovation: Highlights from the 1st Quarterly RDE Monitoring 2026

The 1st Quarterly Monitoring of RDE Programs, R and D Centers, and Externally Funded Projects held on April 28 to 29, 2026 via Zoom brought together campuses and centers in a shared effort to review progress and strengthen collaboration.

The activity opened with a message from the Vice President for RDE Dr. Leo Andrew B. Biclar, emphasizing accountability, innovation, and alignment of efforts toward meaningful impact.

Campus presentations followed, beginning with Roxas City Main Campus and continuing through Pontevedra, Burias, Pilar, Tapaz, Dayao, Sigma, and Mambusao. Each showcased accomplishments in research, intellectual property, and extension, reflecting strong engagement with community needs.

Updates from the R and D Centers highlighted key developments across disciplines, from social science and livestock to food technology, fisheries, crop science, coconut research, and agricultural engineering, demonstrating a unified commitment to advancement and service.

On Day 2, project leaders presented externally funded programs, underscoring the institution’s growing partnerships and measurable outcomes. On the open forum, the Research Director, Dr. Stephanie S. Pimentel; IPMO Director, Prof. French A. Dampog; and, Extension Director, Prof. Jocelyn S. Legaspi; served as evaluators in ensuring that the targets of the projects were achieved based on the timeline and deliverables.

The event concluded with a closing message from the Extension Director, Prof. Jocelyn S. Legaspi; reinforcing the importance of translating research into real world benefits.

Overall, the monitoring served as a vital platform for reflection, alignment, and continued pursuit of excellence in research, development, and extension.

AMOMA Stakeholders Unite for Community Centered Development at CAPSU

On April 28, 2026, leaders, partner agencies, and institutional representatives gathered at the Capiz State University Central Board Room for the AMOMA Stakeholders Meeting, aimed at strengthening collaborative efforts for community development and social upliftment.

AMOMA, or “Aton Mangunguma, Mangingisda kag Mamumugon Organisahon Manggad nga dapat Amligan,” reflects a shared commitment to support farmers, fisherfolk, and laborers. The meeting served as a platform for stakeholders to discuss relevant projects and activities that directly benefit the community.

The program opened with welcome remarks from PLTCOL Ricardo B Jomuad, Jr., DPD for Administration, followed by the AMOMA Project Update presented by PLTCOL Lumyaen D Lidawan, Force Commander, 1st CPMFC. An open forum led by Ms. Mary Chris Medina of DILP DOLE allowed participants to exchange ideas and strengthen partnerships for community based initiatives.

Representing CAPSU University President, Dr. Efren L. Linan, the closing messages were delivered by Dr. Leo Andrew B. Biclar, the Vice President for Research Development and Extension; Dr. Annalie G. Campos, the Vice President for Academic Affairs; and, Atty. Toche Vic B. Doce, the Officer in Charge for the Office of the Vice President of Administration and Finance, alongside Dir. Vizur Ty Gaitano, Provincial Director of the Civil Service Commission Capiz. Their words highlighted the importance of sustaining strong institutional partnerships and reaffirmed their commitment to programs that promote social development and public service.

The meeting stood as a testament to the power of unity and collective action, paving the way for meaningful programs and activities that aim to uplift the lives of those most in need.

CAPSU Showcases AI Innovation at RDC VI First Quarter Council Meeting in Boracay

BORACAY ISLAND, AKLAN — The Regional Development Council VI (RDC VI) convened its First Quarter Full Council Meeting for Calendar Year 2026 on March 20 at the Isla Function Hall of Paradise Garden Resort Hotel and Convention Center, bringing together key leaders, policymakers, and academic institutions across Western Visayas to advance the region’s development agenda.

Capiz State University (CAPSU) actively participated in the gathering, led by University President Dr. Efren L. Linan. He was joined by Vice President for Research Development and Extension, Dr. Leo Andrew B. Biclar; OIC-Director for MATEC, Engr. Monalyn L. Oloroso; Project Technical Aide, Mr. John Bert J. Mariano; RDE Staff, Ms. Beverly L. Bigor and Mr. Jerry F. Fusin.

A major focus of the meeting was the AI Regional Development Action Plan, which aims to integrate artificial intelligence into key sectors such as agriculture, governance, and education. The initiative reflects Western Visayas’ commitment to embracing digital transformation to drive inclusive and sustainable growth.

Highlighting CAPSU’s contribution, Engr. Oloroso led the exhibit of PaLAI: An AI-Based Grain Purity Analyzer. The technology drew significant interest for its potential to improve agricultural quality control and productivity, showcasing the university’s role in developing practical, research-driven innovations for the region.

Senator Risa Hontiveros, the keynote speaker, delivered a compelling message on inclusive development and responsible innovation, urging stakeholders to ensure that technological advancements benefit all communities. Meanwhile, DOST Secretary Renato U. Solidum Jr. attended the event and personally visited the exhibits, signaling strong national support for regional science and technology initiatives.

The meeting was also attended by the Governors of Aklan and Iloilo, along with various congressmen, mayors, and leaders of academic institutions, reinforcing a unified approach to regional progress.

The RDC VI council meeting underscored the importance of collaboration and innovation in shaping Western Visayas’ future, with CAPSU emerging as a key contributor to the region’s growing AI-driven development landscape.

On March 13, 2026, four distinguished faculty members of Capiz State University (CAPSU) were officially inducted as associate members of the National Research Council of the Philippines (NRCP) during the 2026 Annual Scientific Conference (ASC) and the 93rd General Membership Assembly (GMA) held at the Philippine International Convention Center in Pasay City.

With the theme “Transdisciplinary Capacity Building and Ethical Research Towards a Progressive, Unified, and SDG-Driven Nation,” the event gathered leading researchers, scientific leaders, and scholars from across the country to strengthen collaboration and advance scientific excellence.

The newly inducted CAPSU associate members are:
• Dr. Salvacion J. Legaspi – VP for EAL
• Dr. Emely J. Escala – LRDC Director
• Dr. Elman C. Torres – BSABE Program Chair
• Dr. Warren S. Celoso – Associate Professor V

Their induction marks a significant milestone for CAPSU as it continues to expand its research engagement and strengthen scholarly collaboration at the national level.

Also in attendance were several CAPSU officials who are already associate members of NRCP, including Dr. Efren L. Linan, CAPSU President; Dr. Leo Andrew B. Biclar, VP for RDE; Dr. Stephanie S. Pimentel, University Research Director; Dr. Maria Aurora G. Victoriano, Program Chair- BEL, Mambusao Satellite College; Dr. Cherryl Ann Gicana, Program Chair of COEAS, Pontevedra Campus; and Dr. Jereline De Pablo, Sea Teacher Coordinator and EAL Chairperson.

Adding to the university’s accomplishments, two research studies from CAPSU were featured in the non-competing category of the 2026 ASC and 93rd GMA Poster Exhibit and Competition:

• “Stories of the Sea: Documenting Traditional Knowledge and Practices in Coastal Stewardship through a Community-Based Participatory Approach” by Dr. Leo Andrew B. Biclar
• “Fishery Waste Utilization and Management in Capiz, Philippines: Feed Potential for Livestock and Agriculture” by Dr. Emely J. Escala, Dr. Stephanie S. Pimentel, and Dr. Louis Placido F. Lachica

The inclusion of these studies highlights CAPSU’s strong commitment to advancing research that supports sustainable development, promotes resource innovation, and preserves indigenous knowledge systems through inclusive and community-based scientific inquiry.
