Partido State University-College of Fisheries and Marine Science (Sagñay Campus) regularly conducts its Monday Flag-Raising Ceremony in compliance with the provisions of the Philippine Flag and Heraldic Code of the Philippines (Republic Act No. 8491) and the guidelines prescribed under Civil Service Commission (CSC) Memorandum Circular No. 19, s. 2012 on the observance of flag ceremonies. This weekly activity reflects the University's steadfast commitment to promoting patriotism, unity, discipline, and civic responsibility among its officials, employees, students, and other stakeholders.

A ceremonial observance of honoring the Philippine flag and singing the national anthem, the flag-raising ceremony serves as an important platform for reaffirming the University's collective commitment to public service, integrity, accountability, and excellence in fulfilling its mandate. It also provides an opportunity to strengthen institutional solidarity, communicate key announcements, and inspire the University community to uphold the values of responsible citizenship and ethical governance.

The Civil Service Commission (CSC) has updated its Flexible Work Arrangement policy, providing clearer guidelines for the government's four-day compressed workweek.

The revisions offer agencies more scheduling flexibility to support employee well-being and office efficiency, without compromising continuous public service.

The resolution takes effect retroactively from 6 March 2026, aligning it with Office of the President Memorandum Circular No. 114 to ensure administrative consistency.

: The Department of Budget and Management (DBM) issued Circular Letter No. 2026-9 dated July 10, 2026, titled "Conduct of Orientation on the Guidelines for the Grant of the Performance-Based Bonus (PBB) for Fiscal Year (FY) 2024."

The Circular invites all concerned government agencies to participate in the online orientation for the grant of the FY 2024 PBB on July 16, 2026, from 9:00 AM to 12:00 PM.

Each participating agency is allowed to send only one (1) PBB Focal Person as their representative, who is required to complete the following steps before the orientation:

𝗔𝗰𝘁𝗶𝗼𝗻 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗱: 𝗣𝗧𝗙 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗦𝘂𝗿𝘃𝗲𝘆 𝗗𝘂𝗲 𝟳 𝗔𝘂𝗴𝘂𝘀𝘁

To facilitate compliance with the reporting requirements under the Philippine Tropical Fabrics (PTF) Law, the Civil Service Commission (CSC) has launched the online PTF Monitoring Tool (ptf.csc.gov.ph/login). This guided questionnaire allows agencies to easily report their implementation progress.

All government agencies are requested to accomplish and submit the online survey through this platform within the compliance window, which runs from 28 July to 7 August 2026.

To access the system, the agency’s Human Resource Management Officer or designated Integrated Government Human Resource System (IGHRS) focal person may log in to the PTF Monitoring Tool using the same username or email address registered in the IGHRS, along with the default password provided by the CSC.

For guidance on accessing and accomplishing the tool, agencies may coordinate with their respective CSC Regional or Field Office.

Through the Philippine Civil Service Modernization Project, the Civil Service Commission (CSC) is further elevating government human resource management (HRM) by reviewing, assessing, and enhancing existing systems and practices.

This initiative aims to strengthen meritocracy, implement competency-based and data-driven HRM, and accelerate digital transformation across the bureaucracy.

To facilitate these modernization efforts, all PRIME-HRM activities including accreditations, validations, assessments, reassessments, maturity determinations, and recognitions are temporarily deferred until further notice.
