Partido State University (ParSU) continues to advance institutional excellence and people-centered governance through a two-day Competency-Based Training on the Implementation of the Competency-Based Human Resource Management System (CBHRMS) conducted by the Civil Service Commission (CSC) on May 13–14, 2026, at the ParSU RDETraining Hall.
Titled “Gearing Towards a Competency-Based HR in the Civil Service: An Introduction to Competency Modelling and Profiling,” the activity gathered key officials, human resource practitioners, and personnel in a focused learning engagement aimed at strengthening competencies, aligning HR systems, and institutionalizing merit-based practices across university offices.

𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 𝐟𝐨𝐫 𝐍𝐨𝐧-𝐓𝐞𝐚𝐜𝐡𝐢𝐧𝐠 𝐏𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥

Today, May 12, 2026, the College of Fisheries and Marine Science (Sagñay Campus), through the Human Resource Management Unit and the General Administration and Support Services (GASS), successfully held an Orientation Meeting for all non-teaching personnel in the WetLab Training Hall.

The meeting focused on important topics, including Administrative Regulations, Organizational Structure, and Staff Designations. Participants also reviewed General Human Resources Guidelines and Policies, which encompassed rules on Leave, Absences, Tardiness, Undertime, and Overtime Services, ensuring that employees have a clear understanding and can comply with these regulations. Additionally, newly hired non-teaching personnel were introduced to the four pillars of the PRIME HRM, along with the associated processes and guidelines, to enhance their knowledge of the institution’s human resource management system.

This activity aimed to reinforce awareness of workplace responsibilities, professionalism, and accountability in providing efficient service to the school community.

Thank you to everyone who participated and contributed to a productive and meaningful meeting. Together, we continue to strive for excellence and service. 💙
