The CBA Commission on Elections hereby releases Resolution No. 03-2026, which serves as the official clarification of the intent, legal basis, and application of Resolution No. 02-2026 concerning candidates running unopposed.
The Resolution clarifies that an unopposed candidate shall be declared elected only upon obtaining at least 50% + 1 of all registered and eligible CBA voters. It further establishes that Resolution No. 02-2026 serves as a supplementary electoral measure for circumstances involving unopposed candidacies that are not expressly addressed by the existing Constitution and By-Laws and Implementing Rules and Regulations.
The CBA COMELEC further clarifies that Resolution No. 02-2026 does not amend, repeal, supersede, or invalidate any provision of the existing Constitution and By-Laws or the Implementing Rules and Regulations. It is intended solely to provide a uniform basis for the determination, canvassing, and proclamation of unopposed candidates.
The Commission reiterates its commitment to an electoral process guided by transparency, impartiality, credibility, and democratic representation.
