The 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2026 was successfully conducted on March 12, 2026 at the Surigao del Norte State University (SNSU) Gymnasium, bringing together students, faculty, staff, and partner agencies in a unified effort to strengthen disaster preparedness and emergency response capabilities within the university community.

The activity was facilitated in partnership with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and the Bureau of Fire Protection (BFP) Caraga, with Dr. Romel Corbeta Dela Cruz, UDRRM Focal Person, serving as the Incident Commander. The program officially commenced with a prayer through a multimedia presentation, followed by the singing of the Philippine National Anthem, fostering unity and collective responsibility among participants.

In his Opening Remarks, Dr. Romel Corbeta Dela Cruz emphasized the importance of proactive disaster preparedness, particularly in communities vulnerable to seismic hazards. The morning session continued with a series of informative orientations led by safety professionals and partner agencies, bridging theoretical knowledge with practical disaster-response skills.

Key orientation topics were presented by the following resource speakers:

To conclude the orientation, Dr. Romel Corbeta Dela Cruz provided a briefing and simulation orientation to ensure that all participants clearly understood the procedures for the upcoming drill and that the activity would be conducted in an organized and safe manner.

During the afternoon simulation, the entire university community actively participated in a full-scale earthquake drill. As the alarm sounded across the campus, participants immediately performed the โ€œDuck, Cover, and Holdโ€ technique before proceeding in an orderly manner toward designated evacuation areas. The drill aimed to transform awareness into action and reinforce the correct response during an actual earthquake emergency.

Under the leadership of Incident Commander Dr. Romel Corbeta Dela Cruz, the UDRRM Responders executed a tactical scenario involving a simulated magnitude 8 earthquake accompanied by a fire incident. The exercise tested coordination, communication, and response efficiency among responders while following established safety protocols and the Incident Command System.

The simulation also included a medical emergency response scenario, where responders managed ten simulated casualties. According to the scenario report, eight individuals were classified as critically injured, while two were considered urgent cases requiring immediate stabilization and transport. Response teams conducted proper triage and demonstrated effective rescue and medical response procedures under simulated high-pressure conditions.

Through this activity, students, faculty, and staff gained valuable hands-on experience in disaster response, further strengthening SNSUโ€™s commitment to building a prepared, resilient, and safety-conscious university community.

Kickoff Ceremony of Fire Prevention Month 2026

On March 1, 2026, Surigao Del Norte State University (SNSU) actively participated in the Kickoff Ceremony of Fire Prevention Month 2026 held at the Surigao City Central Fire Station, Surigao City. The activity was spearheaded by the Bureau of Fire Protection (BFP) โ€“ Surigao del Norte in line with the nationwide observance of Fire Prevention Month with the theme, โ€œSa Pag-iwas sa Sunog, Hindi Ka Nag-iisa.โ€

Representing the University were Dr. Romel C. De La Cruz, SNSU DRRMC Focal Person, together with the Student Responders of the University. Their presence demonstrated SNSUโ€™s continued commitment to disaster preparedness, emergency response, and community safety advocacy.

The ceremony formally opened the month-long campaign aimed at strengthening public awareness on fire safety, prevention, and preparedness. Representatives from various government agencies, educational institutions, and partner stakeholders attended the event to demonstrate unity and collective responsibility in promoting fire safety within the community.

During the program, fire officials emphasized the importance of proactive fire prevention measures, safety consciousness, and strong community cooperation in reducing fire-related incidents. The activity highlighted the shared commitment of institutions and organizations in safeguarding lives, properties, and the environment through continuous education and preparedness initiatives.

The participation of Dr. De La Cruz and the Student Responders reflects SNSUโ€™s active involvement in supporting local government efforts in disaster risk reduction and management. Their attendance further strengthens the partnership between the University and the Bureau of Fire Protection in promoting a culture of safety, vigilance, and preparedness among students and the wider community.

In recognition of its active participation and support, SNSU was awarded a Certificate of Appreciation by the Bureau of Fire Protection. The recognition affirms the Universityโ€™s valuable contribution to strengthening fire prevention awareness and enhancing community resilience.

Overall, the activity was successful in reinforcing inter-agency collaboration and in promoting the importance of fire safety as a shared responsibility of every citizen.

Day 3 began with the engaging and interactive โ€œRescue Exhibition Showdown,โ€ an activity designed to strengthen teamwork and communication among participants. This was followed by insightful lectures on the Role of Hospitals in Mass Casualty Management and Surge Capacity, which provided a deeper understanding of how healthcare facilities prepare for and respond to large-scale emergencies.

In the afternoon, participants took part in a Zumba session to re-energize and promote wellness before proceeding to the Tabletop Exercise. During this exercise, participants applied their acquired knowledge to a simulated Mass Casualty Incident (MCI) scenario, demonstrating strategic thinking, coordination, and leadership. Each group presented its response plans and received constructive feedback from the instructors to further strengthen their preparedness.

The day concluded at 4:00 PM, leaving participants motivated, inspired, and better equipped to respond effectively in times of crisis.

Day 2 of the Mass Casualty Management Responders Training at Surigao del Norte State University was another day of learning, practice, and hands-on experience. The day began with a quick recap of Day 1, followed by a fun icebreaker activity to energize everyone and set a lively tone for the sessions ahead.

The morning session focused on Radio Communication, highlighting the importance of clear and effective communication during emergencies. Participants then put their learning into action through a Radio Communication Exercise, practicing real-life communication protocols essential for coordinated response.

Next, Mr. Darren Morales, RN discussed โ€œThe 3Ts: Triage, Treatment, and Transportโ€, teaching participants how to prioritize casualties, provide immediate care, and safely transport patients to medical facilities.

The afternoon featured the Moving Exam for the Single Triage Exercise, a hands-on simulation of real-life mass casualty scenarios. Each group applied their knowledge and skills, demonstrating teamwork, coordination, and practical problem-solving. Afterward, participants reflected on their experiences, shared insights, and discussed lessons learned.

The training concluded at 4:00 PM, leaving everyone more confident and better prepared to respond effectively during emergencies. The program started with Dr. Dela Cruz, who welcomed participants and emphasized the importance of being prepared and working together during critical situations. Dr. Miras and the team from the Provincial Health Office (PHO) shared practical lessons on casualty management, the Incident Command System (ICS), and other essential emergency response strategies. When Typhoon Tino struck on November 3, 2025, the SNSU grounds became more than just an evacuation site, it became a symbol of unity, compassion, and resilience. Led by Mr. Romel C. Dela Cruz and his 32 dedicated responders, the team sheltered 228 individuals (around 40 families), ensuring safety, warmth, and hope amid the stormโ€™s fury. Their courage and coordination turned a night of fear into one of care and community spirit.
