DILG Region 12 โ€“ Tacurong City Field Office, SKSU College of Lawโ€“CLEP, and Barangay Upper Katungal officially signed a tripartite MOA on December 3, 2025, during SKSUโ€™s 35th Founding Anniversary.

The partnership aims to strengthen the Lupong Tagapamayapa and enhance the overall delivery of the Katarungang Pambarangay in Tacurong City.

Representatives led by RD Atty. Rochelle D. Mahinay-Sero, Dr. Samson L. Molao, and PB Joey P. Columbres highlighted the importance of collaboration in uplifting communities.

The event was gracefully represented by SKSU College of Law Associate Dean, Atty. Sandra Mae Bonrustro. Moreover, DILG Sultan Kudarat Provincial Director Margarita H. Baynosa thanked SKSU for its legal support and reaffirmed DILGโ€™s commitment to building a just, inclusive, and peaceful community.

A tripartite Memorandum of Agreement (MOA) was formally forged between the Department of the Interior and Local Government (DILG) 12 โ€“ Tacurong City Field Office, Sultan Kudarat State University (SKSU) College of Law โ€“ through its Clinical Legal Education Program (CLEP), and Barangay Upper Katungal of the City of Tacurong, Province of Sultan Kudarat.

The MOA signing was held earlier today โ€“ 3rd of December 2025 โ€“ during the celebration of SKSUโ€™s 35th Founding Anniversary at SKSU Access Campus, Barangay Don Enrique JC Montilla, City of Tacurong.

Department of the Interior and Local Government XII was represented by RD Rochelle D. Mahinay-Sero, CESE; SKSU COL - CLEP was represented by Dr. Samson L. Molao, EdD, SKSU University President, and Barangay Barangay UPPER Katungal was represented by Punong Barangay Joey P. Columbres.

In his opening message, Dr. Molao stressed on the importance of collaborative efforts in uplifting our communities. Stating that no partner entity is above another, he impressed on the necessity to pool resources to ensure that โ€œlahat tayo ay aangatโ€.

On its pioneering stage, this partnership aims to strengthen capacities of members of Lupong Tagapamayapa in order to scale up and build stronger KP institutions in every barangay of Tacurong City โ€“ beginning the said mission with Barangay Upper Katungal.

One of the key takeaways of the City Awards Committee during the Calibration Meeting for CY 2025 Lupong Tagapamayapa Incentives Awards (LTIA) is the resounding call that the dispensation of barangay justice system is everyoneโ€™s business โ€“ much more of those actors and stakeholders surrounding the very operation of Katarungang Pambarangay on a daily basis.

Representing DILG 12 Regional Director Atty. Rochelle D. Mahinay-Sero, CESE, DILG Sultan Kudarat Provincial Director Margarita H. Baynosa, MPA conveyed her gratitude to SKSU COL-CLEP for opening its doors for sharing its time and legal knowledge in order to help raise the bar in the dispensation of barangay justice system.

PD Baynosa also relayed the pledge of the Department to work hand-in-hand with partners โ€“ with all passion and enthusiasm โ€“ helping Barangay Upper Katungal fulfill its mandates under the Local Government Code of 1991 and ultimately fostering a just, inclusive, and harmonious community.
