Bohol Island State University Main Campus, through the University Human Resource Management Office (UHRMO), successfully conducted the Executive Forum on the Performance Management System (PMS): Presentation and Dissemination of the Four Stages PMS Manual.
The forum served as a venue for the presentation, discussion, validation, and dissemination of the newly crafted Four Stages PMS Manual, which was developed from the outputs of the Writeshop on the Performance Management Process: The Four Stages of the PMS Cycle held on March 25โ26, 2026, at Panda Tea Garden Suites, Tagbilaran City.
The activity was participated in by key University officials and personnel, including the Vice Presidents, Campus Directors, University Directors, Administrative Officers, Planning Officers, HRMO personnel, and members of the PMS working and technical teams.
Dr. Rowell G. Olaivar, University HRM Director, hosted and chaired the entire forum. He thoroughly presented and discussed the PMS Manual page by page, including the process flow, notes, documented information generated, references, PMS Calendar, documentary interfaces, and the newly crafted Monitoring and Coaching Form. His discussion emphasized that the manual now presents a clearer, more complete PMS process, outlining the sequence of actions, the responsible persons, and the documents involved at each step.
The newly crafted manual highlights the four complete stages of the PMS cycle:
1. Performance Planning and Commitment
2. Performance Monitoring and Coaching
3. Performance Review and Evaluation
4. Performance Rewarding and Development Planning
The forum also emphasized the major shift from the previous PMS documentation, which focused primarily on Performance Appraisal, to a more comprehensive, process-based manual covering the entire PMS cycle. The enhanced manual now includes clearer workflows, defined roles and responsibilities, standardized forms and templates, documentary interfaces, the PMS Calendar, and the Monitoring and Coaching Form to support consistent implementation, documentation, and PRIME-HRM readiness.
Dr. Arceli M. Hernando, Vice President for Administration and Finance, congratulated the working team, technical team, and all personnel involved for the successful conduct of the forum and for their efforts in completing the PMS Manual. She recognized the collaboration, commitment, and support of the offices and individuals who contributed to the development, refinement, and presentation of the manual.
The forum was attended by University officials and key personnel, including Dr. Arceli M. Hernando, VP for Administration and Finance; Ms. Nanelyn D. Wate, JD, SAO Admin; Dr. Jean F. Nebrea, Campus Director, Main Campus; Dr. Proceso M. Castil, Campus Director, Bilar Campus; Dr. Luzminda G. Machete, Campus Director, Candijay Campus; Dr. Marietta M. Macalolot, Campus Director, Balilihan Campus; Dr. Roxanne P. Altea, Campus Director, Calape Campus; and Dr. Denvincent A. Ruiz, Campus Director, Clarin Campus, and other officials were represented by their Administrative Officers V/IV (HRMO II).
Also present were Dr. Benjamin N. Omamalin, University Director of Instruction; Bona Dea L. Padron, Director of Planning & Strategic Foresight; Donald O. Caga, Planning and Strategic Foresight Director, Candijay; Jessica B. Jimenez, Planning Officer I; Ruben C. Lorejo, MPA, Administrative Officer IV; Jerome V. Encarquez, LPT, Administrative Officer II; and Jayve T. Cabaรฑero, Training Specialist I.
After the comprehensive presentation, Dr. Rowell G. Olaivar called for the approval of the PMS System Procedures Manual. The motion for approval was moved by Dr. Luzminda G. Machete, Campus Director of Candijay Campus. It was duly seconded by Dr. Jean F. Nebrea, Campus Director of the Main Campus. There being no objections raised, the body approved the PMS System Procedures Manual.
The successful conduct of the Executive Forum marks another important milestone in strengthening BISUโs Performance Management System. It supports a common understanding of the PMS process, promotes institutional alignment across campuses, and reinforces the Universityโs readiness for implementation, documentation, and PRIME-HRM compliance.
Finally, the activity concluded with a photo opportunity among University officials, campus directors, members of the working team, technical team, and participants.
