OFFICIAL STATEMENT OF THE CONGLOMERATION OF STUDENT ORGANIZATIONS (CSO) ON THE OFFICE OF STUDENT FORMATIONS AND AFFAIRS (OSFA)'S ESTABLISHMENT OF THE STUDENT REPRESENTATION COUNCIL (SRC)

The Conglomeration of Student Organizations (CSO) of the University of San Carlos (USC) stands firmly with student organizations, formations, associations, and other collectives in condemnation of the establishment of the Student Representation Council (SRC), initiated by the Office of Student Formations and Affairs (OSFA) last September 8, 2026, after holding a meeting with all registered organizations within the university.

The SRC is a consultative council that consists of six (6) representatives. These representatives should be voted upon by presidents of registered organizations, and the electoral process is limited to registered organizations and formations within the university.

The Conglomeration recognized this as a direct attack on genuine student representation and the right to organize. By allowing the SRC to exist within the bureaucratic hold of an office known for censoring and reprimanding organizations, the administration directly attacks and threatens the studentsโ€™ right to fully exercise their mandates.

CSO emphasized that the creation of the SRC and holding its elections was not properly consulted with the different organizations and formations within the university, as OSFA limits participation to registered organizations, especially in the conduct of the SRC elections. However, this makes us question: are student organizations beyond registration not considered legitimate?

As a conglomerate, the constituents of our body are not limited to registered organizations and formations; rather, the conglomeration has a large number of unregistered organizationsโ€”and these make up the entire constituents within the CSO. The OSFA disenfranchises the unregistered organizations by establishing the SRC and risks an academic institution functioning disenfranchising its student council.

The administration and its repressive apparatus, OSFA, blatantly trumpled the role of the conglomeration wherein both actorsโ€”the administration and OSFAโ€”did not consult the conglomeration upon enacting such a decision that directly violates a crucial part of university life. We emphasized in CSO that this is a direct insult and disrespect to our mandate that student organizations and formations themselves gave.

CSO emphasized that the rightful institution suited to advocate student concerns and grievances should be the Supreme Student Council (SSC) as the highest democratically elected council within the university. Therefore, the CSO demands:

1. To encourage all student formations and organizations to reject SRC and boycott the SRC elections facilitated and documented by OSFA;

2. To urgently hold the Supreme Student Council elections;

3. To uphold the studentsโ€™ right to elect their council through the railroading of student council elections;

4. To uphold genuine student representation and the right to organize.

The conglomeration sees this attack as part of the broader pattern within an education system that further represses the student body through different mechanisms. Thus, it is rightful to push for collective action against the repressive education system.

REJECT STUDENT REPRESENTATION COUNCIL NOW!
BOYCOTT SRC ELECTIONS!
HOLD THE SSC ELECTIONS NOW!
DEFEND GENUINE STUDENT REPRESENTATION!
UPHOLD RIGHT TO ORGANIZE!

The USC Supreme Student Council (SSC), alongside the Conglomeration of Student Organizations (CSO), has formally submitted a letter to the Office of the Vice President for Academic Affairs calling for urgent academic considerations in light of the transport strike on March 19โ€“20, 2026.

In the letter, the SSC and CSO emphasized that students should not be made to bear the burden of the ongoing oil price hikes, which continue to drive up the cost of daily commuting and place strain on both drivers and commuters alike. The letter emphasized the need for concrete measures such as shifting to online learning modalities, limiting face-to-face classes, and extending consideration to those who may be unable to travel. These calls center on safeguarding studentsโ€™ safety, accessibility to education, and overall well-being.

The upcoming transport strike, led by PISTON and supported by various sectors, is rooted in the worsening oil crisis and the continuous rise in fuel prices that have severely impacted drivers, operators, and the commuting public. Students, as daily commuters, are directly affected by rising costs and unstable access to transportation.

In this time, the Carolinians must stand with the call to prioritize people over profit and to recognize that safe and accessible education cannot be separated from the broader struggles of the masses.

Further updates will be released as soon as the University issues its official response.

In the worsening oil crisis due to the war being waged by the imperialist US, our best contribution as commuters and citizens, is to play an active role in the present struggle. This is an issue not only for the jeepney drivers and operators, but for all of us, who, everyday, must face the rising commute prices and that of all other expenses.

While oil prices have risen from P50, to now being P90 to P100 for gasoline, diesel, and kerosene, the big capitalists are using the crisis to gain even more money for themselves. In the corruption being sponsored by the government, the masses continue to bear the burden of VAT, excise tax, and the Oil Deregulation Law, which only serves to worsen our current state.

For this, we must be united in our call for the removal of the VAT and excise tax on oil, for the rollback of prices, and finally, to trash the Oil Deregulation Law; we also call for the nationalization of the oil industry so that it may serve the masses, and not the big foreigners nor the bureaucrat-capitalists, while we are being denied higher wages and lower prices for basic commodities. Lastly, we call for an end to the US war aggression which has cause the crisis we are facing right now.

Commuters, let us join the strike! Show the power of the commuter and jeepney driver united against the price hike, against the imperialist involvement, and for the genuine good of the masses!

The Conglomeration of Student Organizations (CSO) has formally sent a letter to the Supreme Student Council (SSC), addressed to SSC President Hon. Marianne Josephine Cates Cruz.

In the letter, the CSO raises several governance and transparency concerns observed in recent months, including issues related to council participation, internal accountability mechanisms, and developments affecting the institutional standing of the SSC.

These concerns are raised in fulfillment of the CSOโ€™s responsibility to represent the student organizations of the University of San Carlos and the students they serve. As the collective platform of student organizations, the Conglomeration believes that matters affecting student governance must be communicated clearly and transparently to the Carolinian community.

In light of the ongoing issues currently faced by Caroliniansโ€”from institutional challenges to broader student concernsโ€”the CSO believes that the SSC must also take this opportunity to reassess and realign its internal processes to ensure that it remains responsive, accountable, and effective in representing the student body.

The letter demands for several transparency and accountability measures from the Council, including the release of meeting records, consolidated attendance records of council officers, the publication of the Councilโ€™s financial statement, an update on the Task Force on IRP Compliance, and a governance recalibration plan for the remainder of the term.

The CSO has requested a response from the SSC on or before March 13, 2026.

The recent survey spearheaded by the Collegiate Councils gathered 1,287 respondents across all collegiate units. The Carolinian student body has expressed decisive rejection of the proposed 6.7% Tuition and Other Fees Increase (TOFI) for Academic Year 2026-2027.

The Supreme Student Council (SSC) and the Conglomeration of Student Organizations (CSO) while affirm that faculty and staff deserve just and competitive compensation, however, wage adjustments remain an institutional responsibility. They must not be financed through disproportionate financial extraction from students and their families, especially amid ongoing economic strain and post-disaster recovery.

Projected revenue from the proposed increase significantly exceeds the stated funding requirement. In the absence of comprehensive financial transparency and demonstrable improvements, any adjustments are neither proportionate nor justified.

Accordingly, the student councils formally uphold a 0% TOFI position.

The University of San Carlos (USC) administration has announced a proposed 6.7% Tuition and Other Fees Increase (TOFI) for the upcoming academic year. The proposal was presented during a consultation held on February 13 at 3:00 PM at the SAFAD Lobby, USC - Talamban Campus, with faculty salary adjustments cited as the primary basis for the increase.

In response, the USC Supreme Student Council, in collaboration with the Conglomeration of Student Organizations, will continue to stand firmly in the campaign against TOFI. Through USC Feeswatch, we will continue to gather and analyze data, scrutinize the proposal in full, and exhaust all available avenues to lobby the collective demands of the student body before the administration. We remain committed to pursuing every appropriate channel, through dialogue, documentation, and coordinated action, to safeguard student welfare.

We reiterate that a 6.7% increase is not a minimal adjustment. It directly raises the cost of remaining enrolled and adds pressure on families who are already making difficult financial decisions. For some students, this may mean deferring enrollment, reducing units, or reconsidering their ability to continue their education altogether. Proposals of this magnitude require careful scrutiny, complete financial transparency, and genuine participation from the sectors most affected.

While we continue to affirm the call for just wages for faculty, the resolution of this matter must not come at the expense of students. The responsibility to address institutional needs should not be transferred to those who are least able to absorb additional costs. We therefore urge the administration to conduct further consultations, to seriously consider student submissions, and to exhaust alternative measures that will prevent this increase from falling on the shoulders of the student body.

We call on all Carolinians to take part in this campaign!

Last February 2, 2026, the University of San Carlos (USC) Office of the President announced a dialogue regarding a proposed tuition increase, intentionally limiting participation to registered organizations only. This is a direct attack to student's right to organize and our fundamental right to quality and accessible education. Organizing is not merely the act of existing on paper, but rather the right to be recognized and heard in matters that directly affect us. By creating a โ€œregistrationโ€ barrier, the administration effectively chooses which students have rights and which do not, dismantling the collective bargaining power of the student body.

We, the USC Conglomeration of Student Organizations (CSO), denounce this attempt to fast-track a Tuition and Other Fees Increase (TOFI) while offering a "dialogue" that is nothing more than a token gesture after plans are already in motion. This process is inherently illegitimate because the administration has already hand-picked participants and fast-tracked announcementsโ€”even to CHEdโ€”before the dialogue occurred. Furthermore, since USC was granted autonomous status regarding TOFI by CHEd in 2024, a dangerous precedent has been set that threatens our ability to resist these hikes.

This situation reflects a broader commercialization of our education, where students are treated as consumers and schools are run like businesses which costs the accessible and quality learning. With the rising prices, low wages, and deepening social crisis, any tuition hike imposes an unbearable burden on families. Amidst the calamities that struck Cebu last yearโ€”the 6.9 magnitude earthquake followed by typhoon Tino and Uwanโ€”that left families economically exhausted, the administration still in plans with TOFI further showcasing the administrationโ€™s nature of operationโ€”an educational institution primarily functions as a profit-generating enterprise. This is not an isolated policy, time and time again we see how this tactic is part of a neoliberal framework that prioritizes profit over the welfare of the people.

The Conglomeration asserts the right to organize belongs to all. The CSO represents not only the registered organizations and formations, but the vast number of unregistered student organizations and formations that the administration now seeks to sideline. By excluding these groups and even the Supreme Student Council (SSC)โ€”the most democratically representative bodyโ€”the administration is engaging in student-level โ€œunion-bustingโ€. This refusal to organize legitimate, student-led organizations is a classic tactic to weaken collective power and push fee increases without resistance.

We assert our right to organize. Carolinians have the right to collectively speak, mobilize, and participate meaningfully in decisions that affect our very education. Attempts to limit this through rushed timelines and exclusive consultations only expose a fear of organized student power. We are not fighting to validate a token process, but rather we are fighting to transform it to a genuine, inclusive deliberation where all formations have the power to influence the outcome.

We Demand:

1. Immediate suspension to all proposed tuition and other fee increases.

2. Full transparency regarding university finances and all incurred feesโ€”the redundant, exorbitant, and dubious fees.

3. Genuine democratic participation of students in all decision-making processes.

4. Rescheduling of the dialogue to February 26-28 to ensure broad consultation and principled discussion now that University Days have concluded.

The Conglomeration extends this call to all student organizations, formations, and sectors to stand united in defense of accessible and quality education. Only through collective action we can assert our rights and advance the interests of the student body and the wider community.
