𝗘𝗫𝗧𝗘𝗡𝗦𝗜𝗢𝗡 𝗨𝗣𝗗𝗔𝗧𝗘 | 𝗧𝗦𝗨 𝗔𝗡𝗗 𝗣𝗔𝗥𝗧𝗡𝗘𝗥 𝗔𝗚𝗘𝗡𝗖𝗜𝗘𝗦 𝗛𝗢𝗟𝗗 𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗠𝗢𝗔 𝗦𝗜𝗚𝗡𝗜𝗡𝗚 𝗙𝗢𝗥 𝗩𝗟𝗙𝗘𝗗 𝗣𝗥𝗢𝗝𝗘𝗖𝗧

The Tarlac State University (TSU), Department of Agrarian Reform (DAR), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), Pagbiagan Multi-Purpose Cooperative, and the Local Government Unit of San Manuel officially sealed their multi-sectoral partnership through a Memorandum of Agreement (MOA) signing for the Village-Level Farm-Focused Enterprise Development (VLFED) Project on July 29, 2026, in the Municipality of San Manuel.

TSU was represented by 𝗔𝘁𝘁𝘆. 𝗕𝗿𝗶𝗴𝗶𝗱𝗼 𝗖𝗼𝗿𝗽𝘂𝘇, 𝗘𝗻𝗴𝗿. 𝗥𝗲𝗻𝘇 𝗣𝗮𝘂𝗹 𝗤𝘂𝗶𝗮𝗺𝗯𝗮𝗼, 𝗘𝗻𝗴𝗿. 𝗦𝘁𝗲𝗽𝗵𝗲𝗻 𝗜𝗺𝗺𝗮𝗻𝘂𝗲𝗹 𝗚𝗮𝗹𝗮𝗻𝗴, and 𝗘𝗻𝗴𝗿. 𝗡𝗶𝗰𝗸 𝗥𝗮𝘆𝗺𝘂𝗻𝗱 𝗩𝗲𝗹𝗮𝘀𝗰𝗼. Through this extension initiative, TSU will assist the Pagbiagan Multi-Purpose Cooperative by establishing the necessary site, process, and regulatory design requirements for a new food processing facility adhering to cGMP and FDA–LTO standards. Additionally, the Expert Service Providers (ESPs) will draft a multi-disciplinary engineering layout—incorporating civil, electrical, mechanical, electronics, and industrial specifications—while supplying technical guidance and documentation to steer construction, utility setup, and regulatory approval.

Through this collaboration, the initiative aims to streamline the setup of the new processing facility for the Pagbiagan Multi-Purpose Cooperative, helping local farmers improve their operations and bring higher-quality products to the market.

Under the leadership of Electrical Engineering (EE) Department Head 𝗘𝗻𝗴𝗿. 𝗖𝗶𝗱 𝗟𝗮𝗽𝘂𝘇, and with assistance from the EE faculty—𝗘𝗻𝗴𝗿. 𝗔𝗿𝗻𝗼𝗹𝗱 𝗩𝗲𝗹𝗮𝘀𝗰𝗼, 𝗘𝗻𝗴𝗿. 𝗖𝗿𝗶𝘀𝗽𝗶𝗻 𝗙𝗹𝗼𝗿𝗮, 𝗘𝗻𝗴𝗿. 𝗟𝗼𝘂𝗶𝘀𝗲 𝗙𝗮𝘆𝗲 𝗚𝗮𝗹𝗮𝗻𝗴-𝗥𝗮𝗺𝗼𝘀, 𝗘𝗻𝗴𝗿. 𝗝𝗼𝗻𝗮𝘀 𝗘𝘀𝗴𝘂𝗲𝗿𝗿𝗮, and 𝗘𝗻𝗴𝗿. 𝗡𝗶𝗰𝗸 𝗥𝗮𝘆𝗺𝘂𝗻𝗱 𝗩𝗲𝗹𝗮𝘀𝗰𝗼—alongside Office of Facilities Development and Management (OFDM) representative 𝗠𝗿. 𝗩𝗶𝗿𝗴𝗶𝗹𝗶𝗼 𝗙𝗶𝗴𝘂𝗲𝗿𝗼𝗮, technical assistance was provided to the Gawad Kalinga Community in Tibagan, Tarlac.

Gawad Kalinga had recently reported operational issues and reduced system performance within the community. This project directly addressed those inefficiencies, specifically targeting the solar PV system at the Sibol Center and the community's hybrid wind-solar energy system.

The initiative commenced with a series of site visits and inspections of both systems, employing visual, electrical, and thermal scanning techniques to identify faults and irregularities. During the implementation phase, the team carried out preventive and corrective maintenance activities, which included troubleshooting and repairing defective components to restore optimal system performance. Finally, monitoring activities were conducted to verify the long-term functionality and efficiency of the systems. Ultimately, this extension project ensured the safe, reliable, and efficient operation of the renewable energy infrastructure.

𝗗𝗖𝗘 𝗧𝗨𝗥𝗡𝗦 𝗢𝗩𝗘𝗥 𝗥𝗢𝗢𝗙 𝗦𝗧𝗥𝗨𝗖𝗧𝗨𝗥𝗘 𝗗𝗘𝗦𝗜𝗚𝗡 𝗣𝗟𝗔𝗡𝗦 𝗧𝗢 𝗥𝗘𝗛𝗢𝗕𝗢𝗧𝗛 𝗖𝗛𝗜𝗟𝗗𝗥𝗘𝗡’𝗦 𝗛𝗢𝗠𝗘 - 𝗖𝗔𝗠𝗜𝗟𝗜𝗡𝗚, 𝗧𝗔𝗥𝗟𝗔𝗖

The Department of Civil Engineering (DCE) successfully designed and turned over the structural roofing plans for the kitchen and dining area of the Rehoboth Children’s Home Inc. (RCHI) on June 18, 2026, in Santa Maria, Camiling, Tarlac.

RCHI is a non-stock, non-profit non-governmental organization (NGO) that has been providing dedicated child welfare services since 1981. The foundation is currently led by Executive Director 𝗠𝘀. 𝗔𝗺𝗲𝗹𝗶𝗮 "𝗔𝗺𝘆" 𝗧𝘂𝗾𝘂𝗲𝗿𝗼.

To sustain its mission, RCHI addressed critical facility limitations that led to this project. The main residential house had faced severe roofing degradation from environmental exposure, requiring urgent engineering interventions to design a resilient roof structure with an optimized drainage system to safeguard the residents from harsh weather conditions.

The DCE faculty members—including 𝗘𝗻𝗴𝗿. 𝗥𝘆𝗮𝗻 𝗟𝗮𝘆𝘂𝗴, 𝗘𝗻𝗴𝗿. 𝗖𝗵𝗮𝗿𝗺𝗮𝗶𝗻𝗲 𝗖𝘇𝗲𝗻𝗶𝗻𝗶𝗮 𝗥𝗲𝗴𝘂𝗶𝗻𝗱𝗶𝗻, 𝗘𝗻𝗴𝗿. 𝗠𝗮. 𝗝𝗮𝗻 𝗡𝗶𝗰𝗸𝗼𝗹𝗲 𝗘𝘀𝘁𝗿𝗮𝗱𝗮, 𝗘𝗻𝗴𝗿. 𝗥𝗮𝗻𝗱𝘆 𝗣𝗼𝗹𝗶𝗰𝗮𝗿𝗽𝗶𝗼, 𝗘𝗻𝗴𝗿. 𝗘𝗱𝘄𝗶𝗻 𝗗𝗲𝗹𝗮 𝗩𝗲𝗴𝗮, 𝗘𝗻𝗴𝗿. 𝗞𝗮𝗿𝗹 𝗔𝗻𝗴𝗲𝗹𝗼 𝗖𝗹𝗮𝗿𝗲𝘁𝗲, 𝗘𝗻𝗴𝗿. 𝗢𝗿𝗹𝗮𝗻𝗱𝗼 𝗦𝗶𝗰𝗼, and 𝗘𝗻𝗴𝗿. 𝗕𝗼𝗻𝗷𝗼𝗲𝗯𝗲𝗲 𝗕𝗲𝗹𝗹𝗼— presented the plans to Ms. Tuquero. By modernizing the facility’s infrastructure, this completed project successfully secured a permanent, safe, and weather-resilient living environment for the children and staff of the RCHI.

The orientation for re-evaluated/reconsidered incoming first year students is scheduled on July 1, 2026, from 8:00am to 12:00 noon at the TSU Gymnasium.

Re-evaluated first year students are advised to be at the venue as early as 7:00am for the registration process and are required to bring the following in addition to the usual Admission Requirements:

-Printed TSU CAE Results
-Photocopy of one (1) valid ID or previous school ID

The Electrical and Electronics Engineering Department, spearheaded by 𝐄𝐧𝐠𝐫. 𝐂𝐫𝐢𝐬𝐩𝐢𝐧 𝐅𝐥𝐨𝐫𝐚 𝐚𝐥𝐨𝐧𝐠 𝐰𝐢𝐭𝐡 𝐄𝐧𝐠𝐫. 𝐌𝐚𝐫𝐤 𝐁𝐞𝐧𝐳 𝐒. 𝐏𝐢𝐧𝐞𝐝𝐚, 𝐄𝐧𝐠𝐫. 𝐍𝐢𝐜𝐤 𝐑𝐚𝐲𝐦𝐮𝐧𝐝 𝐓. 𝐕𝐞𝐥𝐚𝐬𝐜𝐨, 𝐄𝐧𝐠𝐫. 𝐃𝐨𝐧 𝐋𝐨𝐮𝐢𝐞 𝐒𝐚𝐧𝐯𝐢𝐜𝐭𝐨𝐫𝐞𝐬, and 𝐄𝐧𝐠𝐫. 𝐀𝐥𝐞𝐣𝐚𝐧𝐝𝐫𝐨 𝐂𝐚𝐫𝐚𝐧𝐭𝐨 conducted an onsite assessment of the seeder machine and held an initial meeting with the Department of Environment and Natural Resources - Provincial Environment and Natural Resources Office (DENR-PENRO). The evaluation was carried out on May 14, 2026, at the Modernized and Mechanized Forest Nursery (MMFN) in the Tarlac Recreational Park, San Jose.

Installed in 2016 to boost seedling production efficiency through mechanized dispensing, the machine remained operational until 2017. However, a gradual decline in performance and an inconsistent seed-dropping rate ultimately led to its shutdown, as the manual corrections required made the operation no longer cost-effective.

Through this collaborative effort, the department will deliver a comprehensive technical assessment report detailing the machine's current physical and operational status. The final output will evaluate its overall repairability, provide strategic recommendations for corrective measures, and include an estimated cost of rehabilitation if the project proves feasible.

Carl Aeron Rodriguez Gallardo ranks 2nd in the April 2026 Registered Electrical Engineer Licensure Examination (REELE), earning an impressive rating of 93.70%.

Moreover, TSU’s first-time takers in the REELE posted a 77.32% passing rate, contributing to an overall institutional passing rate of 70.64%, surpassing the national passing rate of 57.49%.

Meanwhile, first-time takers in the April 2026 Registered Master Electrician Licensure Examination (RMELE) achieved a 100% passing rate. The institutional passing rate stood at 20%, compared to the national passing rate of 55.90%.
