The term "cadet" arose in France, where it was applied to younger sons of the nobility who gained commissioned rank after being attached for a time without pay to active army units. In the Reserve Officers' Training Corps, the Corps of Cadets are classified into two based on their ROTC ; the Basic ROTC student-cadets and three school years for Advance ROTC cadet-officers. The student-cadets train for a shorter period of time than the cadet-officers.

ROTC student-cadets and cadet-officers attend college like other students, but also receive basic military training and officer training from the branch of service that handles their school's ROTC unit. The cadets participate in regular ROTC instruction during the school year; and extended training activities during the summer, such as the ROTC Summer Camp Training (RSCT) and the Advance ROTC Academic Phase Training (ARAPT).

In 1912, the Reserve Officers' Training Corps (ROTC) was established.

The first ROTC unit was born with the establishment of the Department of Military Science and Tactics at the University of the Philippines in July 3, 1922. And it only became mandatory after 13 years when President Manuel Quezon signed Commonwealth Act 1, also known as the National Defense Act of 1935.

It was disbanded and demobilized after the World War II since the country could not afford to keep a large military force without depleting its resources. But later restored in 1967 as a mandatory program by President Ferdinand Marcos, who was a product of ROTC class 1937 with Executive Order 59.

Since the National Service Training Program Act of 2001 was passed, said program was no longer a mandatory but an optional program for the college students.

President Ferdinand "Bongbong" Marcos Jr. announced in his first SONA today that the ROTC program will be mandatory for Grades 11 and 12 in all public and private schools.
