𝐂𝐂𝐋𝐆𝐒𝐏𝐃, 𝐎𝐔𝐋𝐂 𝐑𝐞𝐯𝐢𝐞𝐰 𝐏𝐮𝐫𝐚’𝐬 𝐏𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐅𝐨𝐨𝐝 𝐒𝐚𝐧𝐢𝐭𝐚𝐭𝐢𝐨𝐧 𝐂𝐨𝐝𝐞

The Center for Community and Local Governance Studies and Policy Development (CCLGSPD), headed by Director Vien Jamaica D. Samson, together with Mr. Aljon N. Lusong, conducted a policy development meeting on the proposed Sanitation Code on Food Establishments of the Municipality of Pura, Tarlac. The meeting was held at 8:00 a.m. at the Office of the University Legal Counsel (OULC) as part of the Center’s continuing assistance to the Local Government Unit (LGU) of Pura in developing the proposed ordinance.

The meeting was attended by Atty. Jayriz D. Dunga, Legal Assitant II. The discussion focused on the legal review of the draft ordinance submitted by the CCLGSPD. The review aimed to ensure that the proposed rules are consistent with existing laws, national policies, and the Code on Sanitation of the Philippines, while also identifying provisions that may need further changes or additional details. Through the legal guidance of the OULC, the CCLGSPD and LGU Pura seek to develop clear and workable rules that will improve sanitation standards and food safety among food establishments, helping protect the health and safety of the community.

Child Development Workers (CDWs) from the Municipalities of Paniqui and Anao, Tarlac, participated in the training session under Project START UP held on July 29, 2026, at the Old Sangguniang Bayan Hall in Anao, Tarlac, with Mr. John H. Lanuzo serving as the resource speaker.

During the session, Mr. Lanuzo discussed the topic, “Talk, Play, Learn: Making English Fun for Young Children,” which focused on practical, interactive, and learner-centered strategies for strengthening young children’s English language development. He emphasized that early childhood, particularly from ages 2 to 5, is a crucial period for language acquisition, highlighting the importance of providing children with meaningful opportunities to listen, speak, play, and communicate.

As part of the training, participants engaged in an activity where they created puppets using ordinary socks and materials. The activity demonstrated how simple and low-cost materials can be transformed into engaging instructional tools that promote storytelling, communication, creativity, and active participation among young learners.

The training also emphasized the value of integrating games and interactive learning experiences into English language instruction to make lessons more engaging, enjoyable, and meaningful for young children.

𝐂𝐀𝐑𝐄 𝐀𝐧𝐚𝐨 𝐔𝐩𝐝𝐚𝐭𝐞 |

The CCLGSPD, in partnership with the CASS Psychology and Human Services Department and the MSWDO Anao, held an anti-bullying seminar entitled "Stand Up. Speak Out. Empowering High School Students in Preventing Bullying" on July 29, 2026, in Anao, Tarlac.

Held under the CARE Program, the seminar gathered Grade 7 and Grade 8 students to help them understand what bullying is, recognize its different forms, and learn how to respond and seek help when faced with such situations. Resource speaker Dr. Jazmin Joy Dizon shared her expertise on student welfare and mental health, guiding discussions grounded in sound psychological principles and encouraging students to speak up and support one another.

Through this initiative, the CCLGSPD, CASS Psychology and Human Services Department, and MSWDO Anao reaffirmed their shared commitment to promoting student welfare and building safer, more compassionate school communities.

Child Development Workers (CDWs) from the Municipality of Sta. Ignacia, Tarlac took part in the first training session under Project START-PLUS (Advancing Capacity of Child Development Workers Across All Municipalities) on July 23, 2026, featuring Mr. John H. Lanuzo as the resource speaker.

During the session, Mr. Lanuzo presented the topic, "Talk, Play, Learn: Making English Fun for Young Children," which focused on practical, interactive, and learner-centered strategies for strengthening young children's English language development. He underscored the importance of creating a language-rich classroom environment and introduced Total Physical Response (TPR) as an engaging instructional approach that encourages active participation while improving language acquisition through movement and meaningful interaction.

The training likewise highlighted the benefits of incorporating games and creative, low-cost activities into language instruction to make learning more enjoyable and effective for young learners. One of the featured activities involved turning ordinary socks into puppets, providing children with an enjoyable way to communicate, express themselves, and participate in imaginative play. This hands-on strategy demonstrated how readily available materials can be transformed into valuable teaching tools that help build children's confidence particularly those who are shy while fostering creativity, self-expression, and meaningful language development.

𝐃𝐫. 𝐂𝐲𝐧𝐭𝐡𝐢𝐚 𝐆. 𝐐𝐮𝐢𝐚𝐦𝐛𝐚𝐨 𝐋𝐞𝐚𝐝𝐬 𝐄𝐂𝐂𝐃 𝐍𝐮𝐭𝐫𝐢𝐭𝐢𝐨𝐧 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐢𝐧 𝐏𝐮𝐫𝐚

In celebration of the 52nd Nutrition Month, the Municipality of Pura, Tarlac, conducted the seminar "Healthy Start, Bright Future: Nutrition for ECCD Learners" on July 23, 2026, at the Charlie O. Cojuangco Multi-Purpose Arena.

Dr. Cynthia G. Quiambao, Dean of the College of Education served as the resource speaker for the event. She discussed the importance of the first 1,000 days of life, age-appropriate nutritional requirements for children aged 0–5 years, the prevention of common forms of malnutrition, and the application of the Pinggang Pinoy guide in planning balanced meals.

Participants also took part in interactive learning activities, including the "Nutrition Detective" exercise, which reinforced key concepts in an engaging and enjoyable manner. The seminar further reinforce the shared responsibility of families, community workers, and local government units in fostering healthy eating habits.

The event was attended by parents of ECCD learners, Child Development Workers (CDWs), Teachers' Aides, and Barangay Nutrition Scholars (BNS) of the Municipality of Pura.

The CCLGSPD, in partnership with the CASS Psychology and Human Services Department, held a seminar titled "Matatag na Pamilya, Maalagang Pag-aaruga: Supporting Families Caring for Loved Ones with Mental Health Conditions" on July 22, 2026, in Anao, Tarlac, to strengthen the vital role families play in supporting loved ones living with mental health conditions.

Resource speaker Dr. Editha Q. Villavicencio, together with CASS Psychology and Human Services Department faculty members Khyla Nicole Guevarra, Arianne Gomez, and Camille Bognot, led participants through key topics including understanding mental illness, family support and recovery, effective communication, managing difficult behaviors and mental health crises, caregiver burden and self-care, and identifying available support systems.

To deepen learning, participants took part in interactive activities that translated these concepts into practical, everyday strategies for communication, caregiving, crisis response, and family support.

The Tarlac State University – Center for Community and Local Governance Studies and Policy Development (TSU-CCLGSPD) formally conducted the turnover of the Project START (Sustainable Training Assistance and Revitalized Teaching) Terminal Reports to its eight partner municipalities on July 16, 2026, marking the successful completion of the first phase of the project.

The turnover ceremony served as an avenue to officially present the comprehensive documentation of Project START's accomplishments, implementation highlights, best practices, research conducted, immediate output and impact, financial utilization, and recommendations gathered throughout the ex*****on of the project.

Since its implementation, Project START has provided a series of training workshops and technical assistance programs designed to strengthen the competencies of Child Development Workers in creating safe, inclusive, and developmentally appropriate learning environments. Through the partnership among TSU, local government units, and colleges, the project has contributed to the professional growth of CDWs while supporting the continuous improvement of ECCD service delivery in the participating municipalities.

MSWD Heads and Representatives from the municipalities of Anao, Gerona, Moncada, Paniqui, Pura, Ramos, San Manuel, and Victoria received their respective terminal reports during the activity.

The turnover of the terminal reports signifies not only the formal conclusion of the first phase of the Project START but also the continuation of the partnership between TSU and its partner municipalities. The documented experiences, lessons learned, and recommendations contained in the reports will serve as valuable reference materials for the partner Local Government Units (LGUs) and is expected to guide future initiatives and policy development toward achieving quality and responsive early childhood education in the municipalities.

On July 11, 2026, the third session of the Trauma-Informed Care Program for Children in Conflict with the Law (CICL) was conducted at the Old Sangguniang Bayan Hall, Anao, Tarlac under the CARE Program of the CCLGSPD, in partnership with the CASS Psychology and Human Services Department.

The session focused on helping the participants understand and manage their emotions, particularly anger. The participants engaged in an interactive activity that allowed them to identify situations that trigger anger and explore healthier ways of responding to and managing their emotions.

The session was facilitated by Dr. Nina Valentin and Ms. Angela Christine V. Pangilinan, who guided the participants throughout the activity and provided a safe and supportive environment for learning and self-expression.
