RESUMPTION OF FACE-TO-FACE CLASSES

In view of improving weather conditions, please be informed that regular face-to-face classes at all levels across the university shall officially resume tomorrow, August 22, 2026.

CONTINUED ONLINE CLASSES, WFH ARRANGEMENT FOR AUGUST 20, 2026

Tarlac State University will shift to online learning modality at all levels and adopt a work-from-home (WFH) arrangement on August 20, 2026, following Memorandum Circular No. 131 issued by Malacañang Palace, which calls for alternative work arrangements in government offices and alternative learning modes in public and private schools across select areas of Luzon.

Faculty members are expected to utilize synchronous and/or asynchronous modalities, as appropriate, while providing students with learning tasks, activities, and instructional materials to support continued learning.

Meanwhile, essential frontline services such as:
• Civil Security Unit (CSU);
• Medical Services Unit (MSU);
• Office of Management Information Systems (OMIS);
• Facilities Development and Management Office (FDMO);
• Facilities Maintenance Unit (FMU);
• Janitorial and Grounds Services Unit (JGSU);
• Pollution Control & Safety Unit (PCSU); and the
• Motorpool Unit personnel
are exempt from WFH arrangement and are expected to physically report to the university.

Moreover, deans, directors, and heads of offices are given the discretion to implement a full WFH arrangement or adopt a skeletal workforce schedule, with careful consideration given to the individual situations and safety of their personnel.

CONTINUED ONLINE CLASSES, SKELETAL WORKFORCE FOR AUGUST 19, 2026

Tarlac State University will shift to online learning modality and skeletal work arrangement on August 19, 2026, following Memorandum Circular No. 129 issued by Malacañang Palace. The directive calls for alternative work arrangements in government offices and alternative learning modes in public and private schools across select areas of Luzon.

Faculty members are expected to utilize synchronous and/or asynchronous modalities, as appropriate, while providing students with learning tasks, activities, and instructional materials to support continued learning.

Meanwhile, essential frontline services such as:
• Civil Security Unit (CSU);
• Medical Services Unit (MSU);
• Office of Management Information Systems (OMIS);
• Facilities Development and Management Office (FDMO);
• Facilities Maintenance Unit (FMU);
• Janitorial and Grounds Services Unit (JGSU);
• Pollution Control & Safety Unit (PCSU);
• Office of Admission and Registration (OAR); and
• Cashiering Unit personnel
are exempt from the work-from-home (WFH) arrangement and are expected to physically report to the university, based on TSU Administrative Order No. 57, s. 2026.

Moreover, all members of the administrative council together with their department and unit heads that are not affected by the continuous rain, as well as the teaching and non-teaching personnel involved in preparations for the CHED RQAT are also expected to report onsite.

To ensure continuous service delivery, office transactions shall be conducted online. All personnel under the WFH arrangement are expected to monitor and act on their online transactions promptly, so that no request, document, or communication is left unattended and no disruption or delay to standard operations occurs.

CONTINUED ONLINE CLASSES, SKELETAL WORKFORCE FOR AUGUST 18, 2026

In compliance with Memorandum Circular No. 128 issued by Malacañang Palace, which orders the implementation of alternative work arrangement for government offices and alternative learning mode at all levels in public and private schools in select areas of Luzon, TSU will shift to online learning modality and skeletal work arrangement on August 18, 2026.

Faculty members shall utilize synchronous and/or asynchronous modalities as appropriate, and shall provide learning tasks, activities, and instructional materials that allow students to continue learning.

Meanwhile, personnel involved in preparations for the CHED RQAT, as well as those performing vital, health, safety, and emergency-response services, are exempt from the work-from-home (WFH) arrangement and are expected to physically report to the university.

To ensure continuous service delivery, office transactions shall be conducted online. Following the suspension of face-to-face classes in all levels by the City Government of Tarlac due to the continuous rainfall brought about by the Enhanced Southwest Monsoon (Habagat), TSU will shift to online learning modality on August 17, 2026, to ensure the safety and wellbeing of all students.

Faculty members shall utilize synchronous and/or asynchronous modalities as appropriate, and shall provide learning tasks, activities, and instructional materials that allow students to continue learning.

The University shall also take into account students affected by power interruptions, unstable internet connectivity, flooding, or other weather-related conditions, and faculty members are expected to exercise appropriate flexibility in the implementation and completion of learning tasks.

In view of the heavy rainfall brought by the enhanced Southwest Monsoon (Habagat) and the resulting flooding in various areas of the province, classes at all levels in TSU shall be conducted online (synchronous or asynchronous) on August 14, 2026 starting 1:00PM

To ensure learning continuity, faculty members are given the flexibility to carry out their classes via synchronous or asynchronous modalities based on what is most appropriate for their courses. Everyone is strongly encouraged to stay home and prioritize safety.
