|| CSU BUILDS ON AWARD-WINNING PROJECT MIND WITH LAUNCH OF BLOOM MENTAL HEALTH PROGRAM
In partnership with the Emotional Reset Center, Cagayan State University is expanding its mental health initiatives through BLOOM: Whole-School Mental Health Program, launched on October 13, 2026, at the Claude Andrews Convention Center.
The initiative builds on the University’s continuing efforts to promote mental health, inclusion, and diversity, following the successful implementation of Project MIND—Mental Health, Inclusivity, and Nurturing Diversity—which placed first in the Student Support and Engagement category of the World University Rankings for Innovation (WURI) 2025.
In his inspirational message, Cagayan State University Officer-in-Charge President Dr. Arthur G. Ibañez acknowledged the foundation laid by the University’s earlier mental health initiatives under the leadership of former president Dr. Urdujah G. Alvarado and emphasized the need to broaden support across the CSU community.
“BLOOM expands our reach,” Dr. Ibañez said, explaining that mental well-being concerns the entire university community, including students, faculty members, and administrative personnel.
He stressed that academic performance, research productivity, licensure examination results, and institutional recognition must be accompanied by compassion and attention to the well-being of the people who make these achievements possible.
The program’s five components are BLOOM RESET 10 Imperatives, Project DAVID, ADAPTS Mental Health Assessments, RESET Clinic Coaching Access, and the Faculty and Administrative Personnel Mental Health Coaching Series.
These initiatives include learning management system onboarding for student-participants, access to the RESET Clinic Coaching link for employees, and live coaching sessions to be conducted by the Emotional Reset Center.
The program is designed to increase mental health awareness, strengthen stress-management and coping skills, promote self-care and work-life balance, encourage healthy interpersonal relationships, and improve access to appropriate mental health support.
Dr. Ibañez likewise expressed gratitude to the Emotional Reset Center for continuing its partnership with the University and helping translate its commitment to mental health into practical support.
Through BLOOM, Cagayan State University seeks to further institutionalize a culture of care where students and employees receive understanding, encouragement, and appropriate support as they learn, teach, and serve.
Organized by the University Guidance Office, the launch brought together university and campus officials including VPAA Dr. Mariden V. Cauilan and VPAF Dr. Theresa B. Dimalanta; CEO Terence Alfred Roberto A. Tejada (Andrews), CEO Ma. Haidee A. Mabborang (Solana-Lara); and Emotional Reset Center resource person Dr. Brenda Fortune, who joined through Zoom. Guidance personnel, campus GAD focal persons, HRMO staff, and students with specific needs from across Cagayan State University’s campuses also attended the BLOOM launching.
