|| CSU RANKS TOP 6 NATIONWIDE IN APRIL 2026 ELECTRICAL ENGINEER LICENSURE EXAM; POSTS HIGH PASSING RATES

Cagayan State University (CSU) ranked sixth among top-performing schools in the April 2026 Electrical Engineer Licensure Examination administered by the Professional Regulation Commission.

CSU posted an 86.84% passing rate (33/38), exceeding the 57.49% national average. The University also produced 9 passers in the Registered Master Electricians Licensure Examination, with CSU Carig achieving 100% and CSU Aparri 83.33%.

To our successful examinees, may you continue to innovate and lead as Registered Electrical Engineers and Master Electricians, driving progress both within our region and across the nation. Congratulations!

|| CHED AWARDS 7 CERTIFICATES OF PROGRAM COMPLIANCE TO CSU DURING 100TH BOR MEETING

Cagayan State University (CSU) received seven (7) Certificates of Program Compliance (COPC) from the Commission on Higher Education (CHED) during its 100th Regular Board of Regents (BOR) Meeting held at the CHED Central Office.

The COPCs were formally awarded by CHED Chairperson and CSU BOR Chair Shirley C. Agrupis and received by CSU Officer-in-Charge President Arthur G. Ibanez.

Issued pursuant to Republic Act No. 7722, or the “Higher Education Act of 1994,” and by virtue of CHED en banc Resolutions No. 554-2025, 660-2025, and 661-2025, the COPCs certify that CSU meets the prescribed minimum requirements to offer the following academic programs effective Academic Year 2024–2025:

Andrews Campus:
•Doctor of Philosophy in Education major in Science Education
•Master of Science in Teaching major in Biology
•Master of Arts in Education major in Social Studies
•Master of Science in Teaching major in Chemistry

|| CSU STRENGTHENS HR SYSTEMS THROUGH ORAOHRA 2025 LECTURE-SEMINAR

Cagayan State University (CSU) successfully conducted the lecture-seminar on the Rules on Appointments, Human Resource Merit Promotion and Selection Board (HRMPSB) Functions, and Other Provisions of ORAOHRA 2025 on April 28, 2026, at the CSU Claude Andrews Convention Center.

The activity forms part of the University’s continuing efforts to align its human resource management systems with the policies, standards, and guidelines of the Civil Service Commission (CSC), particularly following the issuance of the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA).

A total of 70 participants composed of HRMPSB Chairpersons, Chief Administrative Officer, Human Resource Management Officers (HRMOs), HR staff, Campus Administrative Officers, and members of the HRMPSB attended the seminar.

In his message, CSU Officer-in-Charge President Dr. Arthur G. Ibanez emphasized the importance of updated HR policies, noting that the University has “many positions to fill” and must ensure that only the most qualified individuals are appointed.

Vice President for Administration Dr. Theresa B. Dimalanta highlighted that ORAOHRA 2025 is a critical instrument in building a merit-based and accountable bureaucracy, stressing that proper implementation of HR policies directly contributes to public trust and effective service delivery.

In her closing remarks, Vice President for Academic Affairs Dr. Mariden V. Cauilan described the seminar as an enlightening and productive experience, emphasizing that understanding the realities of management and administration leads to more effective and mature responses to institutional concerns.

Meanwhile, resource speakers from the Civil Service Commission (CSC) Cagayan – Batanes Field Office, led by Dir. Maria Noemi S. Bustamante assisted by Atty. Anna Karizza T. Villacete, facilitated the discussions.

Initiated by the Office of the Vice President for Administration and Finance led by Dr. Theresa B. Dimalanta and the Human Resource Management Office headed by Chief Ramon Henry Peregrino O. Kanapi, the lecture-seminar supports CSU’s institutional goal of achieving Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Level II accreditation by strengthening recruitment, selection, and placement systems.

|| CSU JOINS DBM R02 FY 2027 TECHNICAL BUDGET REVIEW, RANKS 2ND IN OVERALL PERFORMANCE

Cagayan State University (CSU), led by Officer-in-Charge President Arthur G. Ibanez, participated in the Fiscal Year (FY) 2027 Technical Budget Hearing for State Universities and Colleges (SUCs) in the region, conducted by the Department of Budget and Management Regional Office II via Zoom.

During the hearing, CSU presented its priority projects for FY 2027, particularly under its Higher Education and Research Programs. Discussions focused on the prioritization of these projects within the available fiscal space, taking into account their implementation readiness and other key considerations in the evaluation of Tier 2 budget proposals.

Meanwhile, CSU was also recognized for its performance, ranking second overall in the FY 2025 physical and financial performance evaluation. The recognition highlights the University’s consistent efforts in efficient fund utilization and effective program implementation.

|| CSU, UPLB PARTNER FOR DOST-FUNDED TAXONOMIC RESEARCH ON NATIVE TRUE HOPPERS

Cagayan State University (CSU) and the University of the Philippines Los Baños (UPLB) formalized a research partnership through a Memorandum of Agreement (MOA) to implement a DOST-funded project on the taxonomic assessment and exploration of native true hoppers (Auchenorrhyncha) for conservation and agriculture.

The agreement supports the project titled “TAXON Auchenorrhyncha: Taxonomic Assessment and Exploration of Native True Hoppers (Auchenorrhyncha) for Conservation and Agriculture,” funded by the Department of Science and Technology – National Research Council of the Philippines (DOST-NRCP).

UPLB will spearhead the project through its Institute of W**d Science, Entomology and Plant Pathology, while CSU Piat, through the College of Agriculture, will serve as a key collaborating institution and will facilitate field surveys, provide research spaces, and assist in specimen collection and regulatory compliance.

Set to run until October 2027, the project is expected to contribute to national research priorities in agriculture, environmental sustainability, and scientific innovation.

HAPPENING NOW || Cagayan State University – Research, Development, and Extension Office is conducting the 2026 Search for Best Undergraduate Thesis and Best Mentor Awards at the CSU Administration Conference Hall and via Zoom, April 27, 2026.

Accompanied by their research advisers, a total of 27 research papers from student-researchers across the University’s nine campuses are being presented under three categories: Experimental, Technological, and Social.

Serving as panel evaluators are Vice President Engr. Audy R. Quebral, Dr. Anderson G. Gonzales, and DOST Provincial Director Rocela Angelica B. Gorospe for the Experimental Category; Engr. Joey Mark Elchico (DICT), Dr. Florentina S. Dumlao, and Dr. Gilbert C. Magulod Jr. for the Technological Category; and Mr. Al V. Dela Cruz (NCSC), Dr. Josie Y.
