|| CSU PARTNERS WITH DOLE R02 TO STREAMLINE JOB PLACEMENT FOR STUDENTS AND ALUMNI

Cagayan State University and the Department of Labor and Employment Region 02 (DOLE R02) are strengthening pathways from higher education to employment through an agreement establishing the Cagayan State University–Job Placement Office (CSU-JPO).

The partnership, formalized through a Memorandum of Agreement, brings together DOLE R02, represented by Regional Director Imelda E. Romanillos and Cagayan State University, represented by Officer-In-Charge University President Dr. Arthur G. Ibañez.

The CSU-JPO will form part of the National Employment Facilitation Service Network (NEFSN) and will provide non-fee charging employment facilitation and related services for CSU students, graduates, and alumni.

Among the services to be provided are employment testing, job referral, placement, career development support, and other related employment assistance. The office will also establish and maintain a Labor Market Information database and coordinate with government agencies, employers, business and industry associations, the academe, and other organizations in sourcing job opportunities and identifying emerging workforce requirements.

The CSU-JPO will initially be housed at the CSU Alumni Affairs Office in Andrews Campus and may eventually be linked to satellite hubs in other CSU campuses, allowing employment facilitation services to reach more members of the University community.

The CSU-JPO will likewise help disseminate DOLE programs and services and submit reports on its operations in accordance with the applicable rules and guidelines governing the Public Employment Service Office framework.

Through the partnership, CSU and DOLE R02 seek to strengthen the University's employment support system and help ensure that students and graduates are better connected to opportunities in the labor market.

|| DILG R02 TAPS CSU EXPERTISE TO BUILD DIGITAL ECOSYSTEM FOR LOCAL GOVERNANCE DATA

Cagayan State University is set to extend its information technology and systems development expertise to the Department of the Interior and Local Government Region 02 (DILG R02) in a digitalization initiative designed to transform the way Seal of Good Local Governance (SGLG) data are managed, analyzed, and reported.

The partnership was formalized through a Memorandum of Agreement (MOA) signed on August 13, 2026, at the DILG Regional Office 02 in Tuguegarao City, with DILG R02 Regional Director Agnes A. De Leon and CSU Officer-in-Charge University President Arthur G. Ibañez signing for their respective institutions.

The initiative will digitize SGLG databases from previous assessment years and develop a cloud-based data pipeline capable of integrating multiple sources of data collection, analytics, visualization, and automated reporting.

The envisioned system will provide a single digital ecosystem through which authorized government agencies, local government units, and state universities and colleges in Region 02 can access, analyze, visualize, and generate reports from regional data needed for governance and operations. It will likewise establish mechanisms for joint planning, resource mobilization, monitoring, documentation, and evaluation between the two institutions.

The project will be implemented by Cagayan State University-Carig Campus through its College of Information and Computing Sciences, which has been recognized for its experience in digitalization, including information systems, data analytics, process automation, and the development of digital tools and dashboards.

The partnership builds on the existing relationship between DILG R02 and Cagayan State University through the Local Governance Regional Resource Center, where CSU is represented in the Multi-Stakeholder Advisory Council.

|| CSU ENGAGES FIVE LAL-LO BARANGAYS IN CAMPUS LAND BOUNDARY VALIDATION

LAL-LO, Cagayan — Cagayan State University strengthened its dialogue with surrounding communities through a meeting focused on the presentation and validation of the identified land boundaries of the CSU Lal-lo Campus, August 10, 2026.

The activity gathered constituents and representatives from Barangays Paranum, Dalaya, Sta. Maria, San Mariano, and Magapit to discuss the University's landholdings and address matters concerning their location, extent, and boundaries.

Using maps of the identified lot boundaries, Cagayan State University presented the areas comprising the Lal-lo Campus and provided community members an opportunity to examine the University's properties in relation to the surrounding barangays. The presentation also allowed participants to raise observations and seek clarification on boundary-related concerns.

Officer-In-Charge President Dr. Arthur G. Ibañez led the Cagayan State University delegation, joined by Lal-lo Campus Executive Officer Dr. James Cabildo, Atty. Arjay L. Pando, Lead Lawyer for the Lal-lo Land Holdings and University Records Officer, and Engr. Matthew Miguel H. Custodio, University LUDIP Focal Person.

The discussion also included the MOAs covering the DBP Project and the National Greening Program (NGP) Project, particularly the areas covered by these agreements and their relationship to Cagayan State University's landholdings and land management activities.

For Cagayan State University, the meeting served not only as a venue for presenting property information but also as an opportunity to strengthen coordination with communities surrounding the campus.

The activity highlighted the importance of open communication and proper validation in addressing land-related concerns. Through dialogue with the concerned barangays, Cagayan State University seeks to promote a shared understanding of its properties while ensuring that its landholdings are properly documented, managed, and protected.

The initiative is part of the Cagayan State University's continuing efforts to strengthen its property records and support informed, long-term land use and development planning for the CSU Lal-lo Campus.
