Forty-two (42) members of the University of Saint Louis Tuguegarao (USLT) management team gathered today at the Bulwagang Teodulfo Domingo for the Strategic Development Plan (SDP) Evaluation Orientation, a crucial step in aligning institutional goals with emerging trends in higher education.

The orientation provided a platform for university units to revisit past accomplishments and reflect on lessons learned. By focusing on proactive and responsive planning, the session aimed to ensure the university remains adaptable to the evolving challenges of the academic landscape.

Dr. Marie Jean N. Mendezabal, Senior Director for Strategic Management, Quality Assurance, and Accreditation (SMQAA), opened the event by presenting the Strategic Development Roadmap for October 2025 to June 2026. She emphasized the importance of rigorous participation and challenged unit heads to ensure that evaluation results are "credible, meaningful, and useful" for future institutional decision-making.

Providing the technical framework for the evaluation, Vice President for Academics Dr. Luisa B. Aquino detailed the scope and components of the SDP assessment. Her presentation covered evaluation tools, strategic achievements, operational performance, and institutional branding, offering a comprehensive guide on identifying gaps and formulating recommendations for the way forward.

University President Rev. Fr. Macwayne N. Maniwang, CICM, PhD, shared his vision for the universityโ€™s future, urging leaders to set "attainable and realistic targets" based on available resources. He reminded the team that the Institutional Development Plan is a collective dream rooted in a love for the university, rather than a project dependent on a single leader.

"Excellence must be dynamic, not static," Fr. Maniwang stated. He called on the management team to treat USLT as their "home," acting as stewards dedicated to beautifying and making the institution the best it can be.

In the closing remarks, Dr. Venus I. Guyos, Assistant Director of SMQAA, expressed gratitude for the participants' commitment to data completion. In a lighthearted concluding note, she remarked that while the saying "Past is Past" might apply to personal relationships, it does not apply to academic leadership.

"The past should be seen, reflected, and evaluated, as itโ€™s the very first step in winning the future," Dr. Guyos said. She concluded with a prayer for the longevity of the teamโ€™s service, hoping that those present for this planning stage would remain to see the plan's full implementation through 2031.

The management team is scheduled to reconvene on February 16, 2026, for the next phase of the process, which will focus on presenting the formal evaluation results and conducting a comprehensive SWOT Analysis.

Eleven unit heads from the Administration and President clusters gathered at the Bulwagang Teodulfo Domingo on January 20, 2026, to present their Midyear Accomplishment Reports, highlighting the vital role of support services in the university's operational success.

The half-day session, marked by a balance of serious strategic deliberations and moments of comic relief that lightened the atmosphere, served as a platform for the universityโ€™s "unsung heroes." These support offices work tirelessly behind the scenes to ensure the seamless ex*****on of institutional events and daily activities.

Dr. Marie Rose P. Mora, Vice President for Administration, opened the session by emphasizing the strategic roadmap set forth by the University President. While acknowledging the unpredictability of administrative operations, she encouraged the heads to remain agile, noting that while things may not always go as planned, the priority remains reaching targets through strategic means. She further challenged the leaders to be brave enough to navigate the university's roadmap without fearing necessary detours or diversions, while setting a firm goal of 100% project completion by the end of the academic year.

The reporting group demonstrated its impact as the university's backbone by showcasing how its diverse functions sustain the institution. Technological efficiency and personnel management are upheld by the digital transformation and HR teams, while the motorpool, security, and purchasing offices ensure a safe and well-resourced physical campus. Simultaneously, the combined efforts of the student affairs, sports, arts, and communications units drive holistic student growth and maintain the universityโ€™s strong public identity and alumni connections.

The event, which successfully synchronized the efforts of the different support units, was facilitated by the Strategy Management, Quality Assurance, and Accreditation (SMQAA) Office.

Dr. Mora concluded the session by expressing her deep gratitude for the collective efforts of these units, noting that their contributions are the foundation upon which the university's academic and institutional achievements are built.

Twenty-four (24) academic leaders of the University presented their Midyear Accomplishment Reports (MAR) during a formal review held at the Bulwagang Teodulfo Domingo on January 19, 2026, reinforcing the critical role of department heads in steering academic excellence and institutional direction.

Facilitated by the Strategic Management and Quality Assurance and Accreditation (SMQAA) Office, the activity served as a platform for department heads to assess accomplishments, align remaining plans for the academic year, and ensure that quality Catholic education continues to be a distinctive service extended to all Louisian college students.

Vice President for Academics, Dr. Luisa B. Aquino opened the session by checking on the well-being of the department heads, particularly those who had just returned from a Leadership Development Program in Baguio. Acknowledging the realities of โ€œMonday blues,โ€ Dr. Aquino emphasized the importance of mutual care and professionalism within the academic community.

In line with institutional quality initiatives, Dr. Aquino introduced the academic dashboard, a centralized digital repository designed for the seamless archiving and retrieval of academic documents and reports. The system is intended to support accreditation requirements, leadership transitions, and other institutional needs through efficient and organized data management.

During the activity, Dr. Aquino expressed her gratitude to the department heads for their dedication and hard work, commending their commitment amid multiple academic responsibilities. She further challenged them to continuously innovate, stressing that the success and sustainability of the Universityโ€™s academic programs largely depend on their leadership, creativity, and strategic initiatives at the departmental level.

The presentation of reports was enriched by the presence of academic deans, who, alongside Dr. Aquino, provided insights and constructive comments aimed at strengthening plans and initiatives yet to be implemented. In her opening remarks, Vice President for Academics, Dr. Luisa B. Aquino, framed the activity as an assessment exercise, likening the session to a classroom setting where she assumed the role of a teacher and the academic unit heads served as students on evaluation day. She expressed her gratitude to the unit heads for their work and emphasized the importance of sustaining passion and quality performance while exercising initiative and professional autonomy in carrying out their responsibilities. Positioned as a โ€œquick checkpointโ€ and a โ€œhalftime huddle,โ€ the activity provided a strategic pause for university leadership to assess gains, reflect on lessons learned, and evaluate progress against established commitments. Each presentation highlighted milestones of progress, teamwork, and purpose, reinforcing institutional alignment as managers prepare for a stronger second-half performance.

In her opening remarks, Dr. Luisa B. Aquino, Vice President for Academics, emphasized the value of reflective practice and strategic recalibration, underscoring that sustained collaboration remains essential to staying on course toward shared academic goals. In her closing message, Dr. Emily T. The University of Saint Louis Tuguegarao (USLT) is currently conducting an Internal Audit of twenty-eight (28) support offices from September 24 to 30, 2025.

The audit aims to evaluate the adequacy of the documented Educational Organization Management System (EOMS) and ensure compliance with relevant legal and institutional policies.

Forty-five (45) internal auditors are working with the non-academic units to identify areas of conformity, highlight opportunities for improvement, and provide guidance to help offices refine their processes.

Through this initiative, USLT demonstrates its commitment to maintaining effective management systems and supporting continuous improvement across the university.

Proceeding Today: The Department Heads and Faculty of Electrical Engineering (EE) and Civil Engineering (CE) are participating in the Outcomes-Based Education (OBE) Syllabus Workshop organized by the Strategic Management Quality Assurance and Accreditation (SMQAA).

This whole-day activity is dedicated to refining and updating the course syllabi of the two programs.

It also ensures the constructive alignment of the EE and CE Program Educational Objectives (PEOs) with the expected student outcomes.
