About FMDS

The Faculty of Management and Development Studies (FMDS) is one of the three faculties of studies of the University of the Philippines Open University (UPOU). It was established in 2004 when the then Faculties of Health Sciences and of Management Studies, both established in 1995, were merged. As a collective of various disciplines spanning from the health to the environment to manage

ment and to the development fields, it deals with policy, program and development concerns related to environment and natural resources management, land valuation, research and development, nursing, international health, social work and public management. These thematic areas have become the teaching, research, extension and public service areas of the FMDS over time. The Values We Live By

One year of community, collaboration, and local enterprise! 🥳🎉

OUgnayan Wednesdays celebrates its first anniversary this May 2026—marking a year of empowering local merchants, supporting grassroots initiatives, and creating meaningful connections within and beyond the UPOU community. 🌱

Since its launch on 14 May 2025, OUgnayan Wednesdays has grown into a vibrant weekly gathering where local businesses, community organizations, and university stakeholders come together to showcase products, advocacies, and sustainability-driven initiatives. From university events and conferences to participating in Feria Laguna, the initiative continues to strengthen community engagement and inclusive development.

More than a marketplace, OUgnayan Wednesdays has become a shared space for collaboration, learning, and supporting local livelihoods aligned with sustainable and community-centered growth.

Food for survival during disasters may be closer than we think

This International Biodiversity Month, we feature a study by Patricia Anne G. Nazareno, Ricardo Bagarinao, Inocencio Buot Jr., and Cindy G. Ochavillo, that highlights how wild edible plants in Ormoc City can support food security during disasters through accessible, nutrient-rich local food sources.

Dr. Bagarinao is a Professor at the Faculty of Education and Assistant to the Chancellor for Sustainability at the UP Open University. Dr. Buot is a retired professor from the UP Los Baños and former dean of the UPOU Faculty of Management and Development Studies.

ASEAN is on track to become the world’s 4th largest economy—but how prepared is the region for what lies ahead?

Join us for 𝑳𝒆𝒕'𝒔 𝑻𝒂𝒍𝒌 𝒊𝒕 𝑶𝒗𝒆𝒓 as we explore the ASEAN Economic Community (AEC) 2025–2030 and its pathways toward becoming one of the world’s largest economic blocs.

As part of the ASEAN Studies Lecture Series (ASLS), this session will examine the evolving trajectory of the AEC, including trade integration, regional production networks, and the expanding digital economy. The discussion will also reflect on the structural and policy challenges shaping ASEAN’s development—ranging from regulatory divergence to uneven growth and coordination constraints across Member States.

What does it take to build a research-driven future for local governance? It starts here.
Today@UPOU: The University of the Philippines Open University (UPOU), in collaboration with the Department of the Interior and Local Government (DILG) - Local Government Academy (LGA), conducted a 2-day Training-Workshop for LGA R&D stakeholders from April 28 to 29, 2026 at the CCDL, UPOU Headquarters in Los Baños.
This initiative is part of the Strategic Planning of Research & Development and Innovation for Nationwide Training of LGA (SPRINT-LGA) Project, which aims to strengthen the foundation of research-driven governance and innovation.
The training is spearheaded by Dr. Leo Mendel D. Rosario, SPRINT-LGA Project Leader and Diploma in and Master of Research & Development Management (D/MR&DM) Program Chair of FMDS. This event focuses on designing a comprehensive R&D Management System to support the effective implementation of LGA’s research agenda, roadmap, and strategic priorities.
Participants are also guided on the purpose and application of the LGA R&D Strategic Plan and Research Agenda in shaping research directions, developing projects, and producing policy-relevant outputs.
