📜 The first official SONA was delivered by 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐌𝐚𝐧𝐮𝐞𝐥 𝐋. 𝐐𝐮𝐞𝐳𝐨𝐧 in 𝟏𝟗𝟑𝟔, after it was institutionalized under the 1935 Constitution. The Philippine SONA was inspired by the 𝗦𝘁𝗮𝘁𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗨𝗻𝗶𝗼𝗻 𝗔𝗱𝗱𝗿𝗲𝘀𝘀 of the United States.

📜 Here's another interesting fact: In 1950, 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭 𝐄𝐥𝐩𝐢𝐝𝐢𝐨 𝐐𝐮𝐢𝐫𝐢𝐧𝐨 delivered his SONA while recovering at 𝐉𝐨𝐡𝐧𝐬 𝐇𝐨𝐩𝐤𝐢𝐧𝐬 𝐇𝐨𝐬𝐩𝐢𝐭𝐚𝐥 in the United States. His address was broadcast via radio, making it one of the most unique SONAs in Philippine history.

The ancestral domain of the Aeta’s in Sitio Tibag, Subic, Zambales, is being used as a dumpsite. This extends beyond environmental degradation but also a problem regarding their human rights, their cultural preservation, and social justice.

Their land and water sources became contaminated when the Subic local government used part of their land as a supposed temporary dumpsite back in 2019. 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗣𝗲𝗼𝗽𝗹𝗲𝘀 𝗵𝗮𝘃𝗲 𝗹𝗼𝗻𝗴 𝘀𝗲𝗿𝘃𝗲𝗱 𝗮𝘀 𝘀𝘁𝗲𝘄𝗮𝗿𝗱𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗲𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁, 𝗮𝗻𝗱 𝘁𝗵𝗲𝗶𝗿 𝗮𝗻𝗰𝗲𝘀𝘁𝗿𝗮𝗹 𝗱𝗼𝗺𝗮𝗶𝗻𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝗺𝗲𝗿𝗲𝗹𝘆 𝗽𝗶𝗲𝗰𝗲𝘀 𝗼𝗳 𝗹𝗮𝗻𝗱 𝗯𝘂𝘁 𝗹𝗶𝘃𝗶𝗻𝗴 𝘀𝗽𝗮𝗰𝗲𝘀 𝘁𝗵𝗮𝘁 𝗲𝗺𝗯𝗼𝗱𝘆 𝘁𝗵𝗲𝗶𝗿 𝗵𝗶𝘀𝘁𝗼𝗿𝘆, 𝗶𝗱𝗲𝗻𝘁𝗶𝘁𝘆, 𝗰𝘂𝗹𝘁𝘂𝗿𝗲, 𝗮𝗻𝗱 𝗹𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱. The protection of these lands is guaranteed under the 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗣𝗲𝗼𝗽𝗹𝗲𝘀' 𝗥𝗶𝗴𝗵𝘁𝘀 𝗔𝗰𝘁 (𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 8371), while the 𝗘𝗰𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗦𝗼𝗹𝗶𝗱 𝗪𝗮𝘀𝘁𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗔𝗰𝘁 𝗼𝗳 2000 (𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 9003) prohibits the operation of open dumpsites.

We call upon the concerned government agencies and local government units to ensure a transparent investigation, hold those responsible accountable for any violations of environmental and indigenous rights laws, and to prioritize the rehabilitation of the affected area.

The Social Science Organization stands with the Aeta community in calling for justice, accountability, and environmental protection.
