Subject: Important Announcement for the Students having awarded with Laptops and accessories under the Prime Minister’s Laptop Scheme


Dear

The Higher Education Commission once again congratulate all talented students who have been awarded with laptops under the Prime Minister’s Laptop Scheme. It is believed that the laptop along with accessories will significantly benefit the students, and bring a positive change and a paradigm shift in the higher education, and will ultimately benefit the country in its socio-economic development.

These laptops are being distributed to the students in strict compliance to the approved policy and criteria for eligibility and distribution as stipulated at http://www.hec.gov.pk/laptops. Though in most cases, the policies and criteria are adhered to by the universities as well as students, however it has been learnt that occasionally there has been significant violation of the policy and criteria.

Moreover, a large number of complaints from universities and students have been received to HEC alleging that few students, who are known to be employed either in public sector or private sector organizations, have received the laptops while declaring themselves as “Not-Employed” during the process of Validation. Similarly, there has been incidences where students who have availed a laptop in past from federal or provincial governments, have received a laptop under this scheme as well, which is again in violation of the policy and criteria. Such students have also signed a solemn declaration at the time of receiving of laptops, claiming that they have not availed such facility in the past. This is indeed an immoral act on part of students and is a violation of eligibility criteria which is well defined and communicated to students.

The Higher Education Commission and the Project Steering Committee have taken a strong notice of such malpractices by few of the students, and have advised the Project Team to implement their decisions in this context. HEC therefore decides to take following strict actions against the students who are found guilty of such malpractice and do not return laptops and accessories within the given time despite of this warning;

1. Laptops shall be recovered from the students and/ or equal amount of penalty.
2. Registration/ Enrolment shall be cancelled by the respective university/ institute.
3. Employed shall be informed of the immoral character of such students.

It has been further decided that in order to ensure its implementation, an independent Monitoring and Evaluation Committee will be constituted to visit all universities/ institute as to see and verify if the laptops distribution has been in accordance to the policy defined for this scheme. Also HEC shall approach to Federal Board of Revenue (FBR) for verification against CNIC of those students who have been issued with laptops, as to check if they were employed at the time of laptop distribution and making Income Tax contribution accordingly.

You are therefore advised to re-check your position with respect to, i) Employment status at the time of receiving of laptop and accessories, and ii) Having availed a Laptop from any Federal or Provincial Government schemes. In case, either of the situation is applicable to you, please be advised to return the issued laptop and accessories immediately to your university’s focal person and not later than the Monday the December 15, 2014. Please ask for a System Generated Acknowledgement Receipt from the Focal Person on return of laptop and accessories as issued to you.

PhD Written Comprehensive Examination

Reference clause 11.3 of Rules and Regulations (Degree programme) 2008. Written Comprehensive Examination of PhD students is going to be arranged in October, 2014 for major Paper-I, II and Minor Paper-III.

All Advisors of PhD programme are requested to process cases of those PhD students who have completed their course requirements as per rules and are ready to appear in the Written Comprehensive Examination. It is important to note that the concerned advisor should submit panel of examiners for major paper-I, II and minor paper-III alongwith student's course work proforma and copy of DMC to reach the undersigned on or before 20-10-2014 through Directorate of Advanced Studies and Research.

Online applications are invited on prescribed forms for admission to B.Sc. (Hons) Agri. B. Sc. (Hons) Biotechnology, Doctor of Veterinary Medicine (DVM), BBA (Hons), BS(CS) & BS(IT) degree programs on open merit/reserved seats of various categories and Self-Sustaining Basis in Main Campus Peshawar and B. Sc. (Hons) Agri. BBA (Hons) & BS (CS) in Amir Muhammad Khan Campus Mardan.

Candidates applying for different degree programs should fill independent admission forms.
Candidates should specify reserved quota and self-finance / Non subsidized rate in the open merit admission form. Apply will be considered for open, reserved and self-finance accordingly.
All the candidates must submit hard copy of the admission form along with the required documents, nomination letter (if any) in the Directorate of Teaching on or before 19-09-2014.
All the applicants shall download bank receipt from the university website and deposit Rs.1000/- (Non- Refundable & once for all ) in any branch of Habib Bank Limited, Pakistan.
Hardcopy of application forms complete in all respect with original bank receipt must reach on or before September 19, 2014 to Directorate of Teaching, UAP Peshawar.
Candidates applying for multiple categories on open merit will be required to appear once before the admission Committee.
Candidates applying for admission to BSc (Hons) Agriculture, BBA (Hons), BS (CS) degree programs for main campus Peshawar will also be considered for Amir Muhammad Khan Campus, Mardan.
Combined merit list will be displayed for admission to BSc (Hons) Agriculture, BBA (Hons), BS (CS) degree Programs first for main campus Peshawar and then Amir Muhammad Khan Campus, Mardan.

Special Make Up Examination for Outgoing Students

It is notified for the information of those outgoing students, who are having failed subjects of Fall Semesters only that a special make up examination in 03 subjects of Fall Semesters is being arranged in August, 2014.

All interested students are required to apply only for 03 subjects of Fall Semester to clear their degree up to 25-07-2014. Students of the Agriculture, DVM and Biotechnology shall submit their application along with Rs.1000/- per subject to concerned teachers. The IBMS students shall submit their application form along with Rs.1000/- per subject to sectional heads.

Note:

All chairmen/Head of Departments are requested to arrange Make up exams up to 30th August, 2014 and submit the result to the Secrecy Examination Section by 10-9-2014.
Two attested passport size photographs and copy of DMC showing fail subjects of Fall Semesters must be attached with the exam Form\application.
