Built4People Transition Strategy and Future Funding Priorities: RETIME at the CINEA Cluster Meeting and B4P Stakeholders Forum

Organised by the European Commission, held on 6 October 2026 at CINEA in Brussels, the CINEA Cluster Meeting brought together EU-funded projects to exchange knowledge, showcase innovative solutions, and discuss policy developments shaping Europe’s built environment. Discussions explored how project results and innovations could contribute to the strategic action pathways of the Built4People (B4P) Partnership, as well as how project outcomes could help inform policymaking and priorities for the next Multiannual Financial Framework (MFF, 2028–2034).

On 7 October 2026, organised by the European Commission, CINEA, ECTP and ENCORD, the B4P Stakeholders Forum provided a further opportunity to exchange perspectives on key European priorities, including sustainable building renovation, climate neutrality, digital innovation, and stronger collaboration between research, industry, and other stakeholders. During this event, the Resilience of the Built Environment (RBE) Cluster was presented by Niall Buckley (IES). The cluster aims to strengthen collaboration and drive innovation across 7 EU-funded projects by fostering connections between projects and stakeholders working towards a more resilient and sustainable Europe. Read the RBE Cluster Joint Manifesto.

RETIME’s participation in both events highlights the value of cross-sectorial collaboration in accelerating the transition towards a more sustainable, resilient, and people-centred built environment.

From 28 September to 2 October 2026, a group of students from Portugal, Mozambique, Serbia, and Italy participated in the DI-REH (Digital Twin Reinterpretation of Historical Patterns) workshop, coordinated by two researchers from ISTAR-Iscte, Stefania Stellacci and Graziella Del Duca, and Muhammed Çuha (from Mardin Artuklu University, Turkey).
Using the portal of Igreja de Nossa Senhora da Conceição Velha in Lisbon as a case study, participants explored historical architectural ornaments in depth, investigating their geometry, cultural significance, and craftsmanship, and experimenting with innovative ways to reinterpret them through digital design and CNC fabrication at Vitruvius Fablab.
We transformed historical motifs into contemporary physical prototypes, fostering dialogue between traditional stone craftsmanship and digital technologies. DI-REH highlights the potential of innovative methods to reactivate traditional knowledge and support new approaches to heritage studies and cultural production.

The workshop was developed in connection with Muhammed Çuha’s Erasmus+ Staff Mobility for Teaching at the University of Porto and organised through a collaboration between ISTAR-Iscte and Vitruvius FabLab.
This activity was partially supported by national funds through Fundação para a Ciência e a Tecnologia, I.P. (FCT), ISTAR-Iscte Pluriannual Projects UID/04466/2025 (https://doi.org/10.54499/UID/04466/2025).

How can digital technologies help us make better decisions for more sustainable, resilient, and low-carbon buildings?

Taking place online from 11:00 to 13:00 CEST, the webinar will explore Building Information Modelling (BIM), Geographic Information Systems (GIS), sustainability classification, life-cycle assessment (LCA), and integrated digital workflows.

The event will bring these approaches into focus to examine their potential contribution to more sustainable buildings and climate-informed decision-making. The programme will also include discussion and an open Q&A, offering participants an opportunity to exchange perspectives, share experiences, and ask questions.

The webinar is open to everyone, with particular relevance for architects, engineers, construction professionals, building owners and managers, public decision-makers, urban planners, and students in architecture, urban planning, and engineering.

Resilience of the Built Environment Cluster Webinar:
Sharing Results and Exploring New Activities

Around 120 project partners, including researchers, technical experts, and EU representatives, from across the EU-funded projects of the cluster Resilience of the Built Environment joined the online webinar “Resilience of the Built Environment Cluster: Sharing Results and Exploring New Activities” on 15 September 2026.
Organised by representatives of the three members of cluster projects, Stefania Stellacci (RETIME), Iryna Novak (MULTICLIMACT), and Megha Kaveri (CARMINE), the webinar demonstrated the value of working across projects to share experiences, connect expertise, and create new opportunities for collaboration.
Representatives from CARMINE, CLIMRES, MINORITY REPORT, MULTICARE, MULTICLIMACT and RETIME showcased upcoming research outputs, digital tools, methods, across different pilot sites, while exploring opportunities for knowledge sharing, reuse of results, and collaboration across cluster projects. Key milestones and the roadmap for future joint activities were shown, identifying opportunities for cross-project research, peer review, data and knowledge sharing, and other collaborative actions within existing project plans.
The webinar built on the cluster’s joint work since its official launch in October 2025, marked by the adoption of a Joint Manifesto. Since then, the cluster has strengthened collaboration through thematic sessions and policy discussions at New European Bauhaus Festival 2026, European Urban Resilience Forum 2026 and the European Innovation for sustainability summit, through an on-site workshop organised at Sustainable Places SP25, and through the preparation of joint co-authored publications.

The strong participation highlighted the value of connecting expertise across European projects and further strengthened the cluster as a platform for collaboration, knowledge exchange, and innovation towards a more resilient built environment.
