CIPES researchers are taking part in the 38th CHER Annual Conference, which began yesterday, 31 August 2026, in Catania, Italy.

During the conference, CIPES researchers are presenting work on quality, equity, student pathways, transitions into the labour market, and mobility in Higher Education.

CIPES members´ presentations yesterday were:

Entre os dias 25 e 28 de agosto de 2026, decorre, em Sofia, Bulgária, o 65th ERSA Congress: Global Challenges and Regional Responses in a Transition Era, que conta com a participação de investigadores do CIPES.

O investigador Ricardo Biscaia apresentou duas comunicações no âmbito do congresso, ambas dedicadas à mobilidade de diplomados do ensino superior.
A primeira, desenvolvida em coautoria com Diogo Ribeiro, intitulou-se: “The whether and where of graduate migration: Higher education graduates’ mobility determinants and the role of higher education as a retention factor”.

A segunda comunicação, realizada em coautoria com Ana Beatriz Rocha, intitulou-se: “Is it worth coming back? Wage returns of higher education graduates' mobility patterns”.

A investigadora do CIPES Carla Sá marcou também presença no congresso, com a apresentação, em coautoria com Carlos Moreira, da comunicação: “Family, school, and place: Explaining regional differences in student achievement in Portugal before and after COVID-19”.

Between 25 and 28 August 2026, the 65th ERSA Congress: Global Challenges and Regional Responses in a Transition Era is taking place in Sofia, Bulgaria, with the participation of researchers from CIPES.

CIPES researcher Ricardo Biscaia presented two papers at the congress, both focusing on the mobility of higher education graduates.
The first, co-authored with Diogo Ribeiro, was entitled: “The whether and where of graduate migration: Higher education graduates’ mobility determinants and the role of higher education as a retention factor”.

The second paper, co-authored with Ana Beatriz Rocha, was entitled: “Is it worth coming back? Wage returns of higher education graduates' mobility patterns”.

CIPES researcher Carla Sá also took part in the congress, presenting, together with Carlos Moreira, the paper: “Family, school, and place: Explaining regional differences in student achievement in Portugal before and after COVID-19”.

Foi com grande tristeza que recebemos a notícia do falecimento da nossa estimada colega, Rosemary Deem, que era também, desde 2024, consultora externa do nosso Centro. Manteve, ao longo dos anos, relações de trabalho e de amizade com os/as nossos/as investigadores/as.

Rosemary Deem desenvolveu uma carreira académica centrada no estudo das políticas do ensino superior, da liderança, governação e gestão das instituições de ensino superior, bem como da educação doutoral, das transformações nas finalidades e nos papéis das universidades, das organizações de serviço público, da liderança e da agência de mudança, das desigualdades nos contextos educativos e das conceções do bem público no ensino superior. A sua investigação mobilizou contributos da teoria organizacional, da teoria feminista, da análise de políticas públicas e das ciências sociais comparadas.

A sua ação como académica foi ampla e muito reconhecida. Foi membro de três UK Research Assessment Exercise Sub-Panels na área da Educação, em 1996, 2001 e 2008. Em 2006, tornou-se Academician da Academy of Social Sciences e, em 2009, Honorary Fellow da Society for Research into Higher Education. Em 2013, foi distinguida com a nomeação como OBE (Officer of the Order of the British Empire) na Queen’s Birthday Honours List e, em 2014, recebeu um Honorary DLitt da University of Leicester.

Desde 2013, foi co-editora da revista Higher Education, publicada pela Springer, e integrou o Peer Review College da European Science Foundation. Foi também co-convenor da Higher Education Network da European Educational Research Association. Entre 2015 e 2018, foi a primeira mulher a presidir ao UK Council for Graduate Education. Integrou ainda os Editorial Boards das revistas Higher Education Quarterly e Studies in Higher Education.

It was with great sadness that we learned of the passing of our esteemed colleague, Rosemary Deem, who had also served, since 2024, as an external adviser to our Centre. Over the years, she developed close professional and personal relationships with our researchers.

Rosemary Deem pursued a distinguished academic career focused on higher education policy, leadership, governance and management in higher education institutions, as well as doctoral education, changing conceptions of the purposes and roles of universities, public service organisations, leadership and change agency, inequalities in educational settings, and notions of the public good in higher education. Her research drew on organisational theory, feminist theory, policy analysis and comparative social science.

Her contribution as an academic was wide-ranging and highly regarded. She served as a member of three UK Research Assessment Exercise Sub-Panels for Education, in 1996, 2001 and 2008. In 2006, she became an Academician of the Academy of Social Sciences and, in 2009, an Honorary Fellow of the Society for Research into Higher Education. In 2013, she was appointed OBE (Officer of the Order of the British Empire) in the Queen’s Birthday Honours List, and in 2014 she was awarded an Honorary DLitt by the University of Leicester.

From 2013, she served as co-editor of the journal Higher Education, published by Springer, and was a member of the Peer Review College of the European Science Foundation. She also served as co-convenor of the Higher Education Network of the European Educational Research Association.

Between 2015 and 2018, she was the first woman to chair the UK Council for Graduate Education. She also served on the Editorial Boards of Higher Education Quarterly and Studies in Higher Education.

Os estudantes de doutoramento do CIPES, Estela Cunha e Jorge Pereira, participaram no 2nd European Universities Initiative Research and Practice Symposium, que decorreu nos dias 2 e 3 de julho de 2026, na WU Vienna University of Economics and Business, em Viena, Áustria.

Estela Cunha apresentou o artigo intitulado The Talk-Action Inconsistency of European University Alliances: The Case of Public Portuguese Universities, em coautoria com Margarida Pereira e Teresa Carvalho, e um póster, em coautoria com Nathan Carvalho e Maria João Pires da Rosa, intitulado Quality Assurance of Joint Programmes in European University Alliances: An Exploratory Analysis.

Jorge Pereira apresentou a sua proposta de doutoramento, a desenvolver no Centro de Investigação de Políticas do Ensino Superior (CIPES), intitulada Student Participation in European University Alliances' Governance.

Juan Francisco Carías, PhD is an assistant professor at the School of Applied Management, University of Navarra. He studied industrial management engineering at TECNUN, School of Engineering of the same university (2017) and obtained his PhD cm laude in applied engineering (2021) at the same school. The researcher conducted his doctoral thesis on the topic of cyber resilience management systems (forecasting, detection, response and evolution in the digital environment) in SMEs. After the PhD his main research interests focus on studying process improvements and management systems in service companies with a special focus on Higher Education Institutions.

O CIPES anuncia a publicação do Balanço Anual da Educação 2026, elaborado para a EDULOG, o think tank da Fundação Belmiro de Azevedo.

O estudo foi desenvolvido por uma equipa de investigação coordenada por Hugo Figueiredo e Carla Sá, contando ainda com a participação de Orlanda Tavares e Pedro Luís Silva, todos investigadores do CIPES.

Apresentado no passado dia 15 de junho, o relatório oferece uma análise aprofundada do sistema educativo português, destacando temas de grande relevância, como o aumento do número de alunos de nacionalidade estrangeira no ensino obrigatório e a quebra histórica de candidatos ao ensino superior registada em 2025/26.

A sessão de apresentação incluiu também um painel de debate dedicado à diminuição da procura no ensino superior, que contou com a participação de Pedro Teixeira, investigador do CIPES, da Professora Ana Balcão Reis e da deputada Ana Gabriela Cabilhas.

A publicação deste estudo representa mais um relevante contributo para o debate sobre as políticas educativas em Portugal.

CIPES announces the publication of the "Balanço Anual da Educação 2026", prepared for EDULOG, the think tank of the Belmiro de Azevedo Foundation.

The study was carried out by a research team coordinated by Hugo Figueiredo and Carla Sá, with the participation of Orlanda Tavares and Pedro Luís Silva, all researchers at CIPES.

Presented on 15 June, the report provides an in-depth analysis of the Portuguese education system, highlighting key issues such as the growing number of foreign-national students in compulsory education and the historic decline in applications to higher education recorded in the 2025/26 academic year.

The presentation session also included a panel discussion on the decline in demand for Higher Education, with the participation of Pedro Teixeira, CIPES researcher, Professor Ana Balcão Reis, and Member of Parliament Ana Gabriela Cabilhas.
The publication of this study represents another valuable contribution to the debate on education policies in Portugal.
