4 .The relevance of agenda:
4.1 Brazil, Russia, India, China, South Africa is a union of five countries with developing economies, a group with enormous political and economic potential. Meetings of representatives of the BRICS countries have allowed to exchange views on issues, which require attention, find an approach to search solutions to e
xisting problems. Current aim is the progressive development of BRICS and its transformation into a full-length mechanism of current and long-term coordination on a wide range of main issues of the world economy and politics and the formation of the international landscape, corresponding to the new challenges and opportunities.
4.2 BRICS is a partnership of a new type, which is an embodiment of the idea of inter-civilizational union of developing countries. Participating countries have complementary economy, productive cooperation of which could lead to a conceptually new formation of cooperation, which will be based not only on the political will of the leaders, but also have an economic basis.
4.3 Contribution to the formation of partnership is made by young leaders, by young public figures, scientists, businessmen, diplomats and experts from all the countries of BRICS . Their meetings are substantive, constructive and have specific nature. They prepare proposals for cooperation in the political, financial, economic, cultural, military - technical, scientific and educational spheres.
4.4 The organization requires progressive development, researching new strategies and ideas, formulation of proposals for the further cooperation.
5. The purpose of the meeting:
5.1. The maintenance of the process of convergence and strengthening of
cooperation of the BRICS countries by creation of support of integration processes
among young activists, the opinion leaders in political, entrepreneurial, scientific,
educational areas of life.
6. Goals:
6.1 To reveal the actual opportunities and the challenges of the BRICS
countries and to prepare specific proposals for both the solution of arising
problems and achievement of the new purposes;
6.2. To consider the main spheres of cooperation of the BRICS countries
(economic, political, cultural, scientific, etc.) and to determine the areas having
potential for cooperation;
6.3 To strengthen youth cooperation and international communications of the
BRICS countries’ students, and to continue to develop scientific contacts of
leading higher education institutions of the participating countries;
6.4 To form a fixed network for communication maintenance between young
leaders and leaders of the participating countries for ensuring implementation of
the decisions adopted during the Forum.
6.5 To adopt a joint resolution on emerging issues of the countries of BRICS;
6.6. To report the resolution and an aggregate complex of offers and ideas to
leaders, specialists, heads of the relevant departments, the governments of the
BRICS countries.
6.7 To implement the tasks specified in the Statement 30 of the Concept of the
participation of the Russian Federation in BRICS indicated by the Russian

7 Target audience:
7.1 young leaders, leaders of the political organizations, entrepreneurs, young
scientists and diplomats;
7.2 representatives of public authorities;
7.3 leading Russian and foreign experts and scientists;
7.4 representatives of small, medium and large business;
7.5 representatives of the mass media.
8. Ideology of the Conference:
The Concept of participation of the Russian Federation in BRICS was signed by President Putin on March 21, 2013. One of the strategic objectives of the Concept is the development of privileged bilateral relations with the partners of the Russian Federation, what will allow engaging the advantages of complementary opportunities for the cooperation with other BRICS countries in various fields. Nowadays, the association of these five states takes a unique place in the global economy and represents the largest market in the world. The BRICS states possess unique natural resources, developed industrial facilities; they have professional human resources and produce nearly 30 per cent of the world GDP. The economic cooperation of the participating countries in various spheres and the harmony of their interests are gaining particular meaning. A long-term and stable development needs to be secured politically, economically and conceptually. Besides, the popularization of the long-term development idea needs forming a younger generation of leaders-supporters of the idea of cooperation within the scope of the BRICS grouping. The creation of a discussion platform for an exchange of ideas about the BRICS issues will promote bringing young leaders of the association together; propel the cooperation to the next level; basing on this platform devise a “think tank” that will come up with proposals in order to fight against challenges which participating countries are facing. Elaboration and publication of the Moscow Youth declaration which will contain the event participants' proposals and ideas aimed at the long-term development of the grouping is an important aspect of the event. The event will allow putting into practice that part of the concept of participation of the Russian Federation in the BRICS grouping which concerns “the cooperation in the cultural, educational and sports fields, international and regional exchanges and promoting non-governmental organizations contacts”. Moreover, the Forum will let young leaders research the economic and political processes which take place in the BRICS states. Basic principles of the organization of the Forum are as follows:
• Transparency – lack of limits preventing from the participation in the discussion and the access to its results;
• Relevance – the choice of the conference agenda was made on the ground of setting the priority for the problems preventing or, on the contrary, promoting the solution to the objectives of the grouping;
• Efficiency – the orientation to practical proposals and decisions in the political, financial and economic, cultural, scientific, educational fields (the recommendations of the participants made after extensive discussions should be of practical nature as far as possible, including matters of the strategic planning). The Forum is to result in elaboration of the Moscow Youth declaration that will contain specific proposals which will be reported to the BRICS grouping, to the authorities of the participating states, to scientists and other experts related to the BRICS affairs.
9. Organization of the Forum:
International BRICS Young Leaders Forum is held within one workday and embraces congress element. The organization of the Forum implies discussions in the context of the four thematic panels:
1) BRICS states in the world arena: the cooperation within the scope of global interests.
2) The role of the fuel and energy complex and the military industrial sector in multilateral cooperation among BRICS countries.
3) Economic cooperation within the BRICS member countries: trade, business and investment.
4) Collaboration and cooperation of the BRICS countries on culture, education and youth policy.
10. Expected results:
10.1 forming the community of young leaders from the BRICS countries who are interested in the development of the association;
10.2 elaborating of the specific proposals for long-term development of the association;
10.3 increasing of the potential of the Russian Federation’s “soft power” among the member states.
