NOTIFICATION
According to the Federal Law №274-ФЗ of 01.07.2021 every foreign citizen and stateless
person are OBLIGED to undergo the state dactyloscopic registration (fingerprints), photo
shooting and medical examination within 90 days from the moment of entry to the Russian
Federation starting from 29.12.2021.
What do foreign citizens need to do?
1 It is necessary to pass medical examination and obtain the following documents:
 HIV certificate (33 Volodarskogo street, Penza);
 Medical certificate confirming the absence of infectious diseases threatening
people’s well-being (33 Volodarskogo street, Penza);
 Medical certificate confirming/disconfirming the fact of narcotic or
psychotropic substance consumption without physician’s prescription by a
foreign citizen or a stateless person (7 Kalinina street).
2 Having obtained all the above-mentioned medical certificates a foreign citizen or a
stateless person MUST PERSONALLY ADDRESS to Penza regional branch of
Passport and Visa Service of the Ministry of the Interior Affairs of Russia (1
Kulakova street, Penza) and produce the said documents as well as a passport or
another identification document.
3 The officials of the Passport and Visa Service of the MIA of Russia perform the state
dactyloscopic registration (fingerprints), photo shooting and issue the corresponding
confirming document to a foreign citizen or a stateless person.

ATTENTION!
THE MEDICAL CERTIFICATES ARE VALID FOR 3 MONTHS.
In case the medical certificates are expired, foreign citizens and stateless persons
have to repeat the medical examination within 30 days and obtain new medical certificates
and once again produce the latter at the Passport and Visa Service of the MIA of Russia.

International students of Penza State University visited the Regional Social and Rehabilitation Center for Children and Young Disabled People

The event was organized by the Penza Regional Court, the Office of the Judicial Department in the Penza Region, Penza State University (the Institute of International Cooperation, as well as the Institute of Law) and the Penza regional branch of the Association of Lawyers of Russia.

As part of the event, the Rehabilitation center was visited by: Deputy Head of the city of Penza Ivan Krasnov, Head of the Law Enforcement Department of the Law Institute of PSU Nikolai Svechnikov, Vice-Rector for International Affairs of PSU Gleb Sintsov, events coordinator of the Department of Student Affairs, Office of International Education, Institute of International Cooperation Vladislav Svyatov, as well as international students of PSU: Valid Alshraedekh from Jordan and Medina Mudarisova from Kyrgyzstan.

Gleb Sintsov, Vice-Rector for International Affairs, who is in charge of this event, emphasized its importance: "Since 2010, we have been cooperating with the Regional Social and Rehabilitation Center for Children and Young Disabled People. Every year we give children a holiday and good mood. In this difficult period it is especially important to create a festive atmosphere for the young people of the center."

The representatives of the Institute of International Cooperation dressed like Father Frost and Snow Maiden presented the children with stationery: pencils, coloring books, albums, felt-tip pens, etc.

International students conducted "Lessons of Friendship" for schoolchildren in Penza

On Friday, December 24, international students of Penza State University took part in implementing «Lessons of Friendship» project, interactive and educational meetings with schoolchildren of the city. This time the students went to school no. 63 in Penza.

Bhatt Utkarsh (India), Walid Alshraedeh (Jordan) and Zou Shu (China) introduced the schoolchildren to history and symbols of their countries, told them about their national clothes, dishes and New Year traditions. The schoolchildren showed genuine interest and asked the students questions they were interested in.

The project, according to its organizers, pursues noble goals: “It is important for us to bring our values closer by developing mutual interests and joint affairs, to provide an opportunity to meet representatives of other nations and cultures, and to learn intercultural dialogue”.

Medina Mudarisova, a first year student from Kyrgyzstan, became a finalist of the youth talent contest "Freshman - 2021". This year, as well as in 2020, it was held in a distance format.

The title «Miss World. Folk Queen - 2021» goes to Lebanon

On Tuesday, December 21, Penza State University hosted the International Beauty Contest among international students “Miss World. Folk Queen - 2021". It was held in a mixed format with live streaming on YouTube. The organizer of the contest was the Department of Student Affairs of International Education Office, PSU. The final was attended by honorable guests, including partners of PSU: Dr. Bashir Samaha, Chairman of the National Arab-Russian Association, and Yuvraajsinh Solanki, Director of RusEdu Corporation. On behalf of Aleksandr Guliakov, Rector of PSU, the partners were awarded certificates of appreciation for their assistance in running the admission campaign-2021 and for fruitful strategic cooperation.

“It is a great honor for us that our partners have accepted the invitation to attend the Miss World. Folk Queen Contest. This event traditionally reveals the multifaceted beauty of the participants, the special national flavor, the culture of the countries where they came. From The task of the contest, which the Institute of International Cooperation considers to be the main one, is to create conditions for unlocking the potential of students, as well as for developing partnerships between Russia and foreign states. Beauty and art have been and still are international languages that do not require translation,” emphasized Gleb Sintsov.

Representatives of 6 countries took part in the contest: Egypt, Lebanon, India, China, Uzbekistan and Kyrgyzstan.

The girls had to go through several stages: a fashion show for getting acquainted, a business card contest, a fashion show in evening dresses and a synthesis performance “Dance of the World”.

PSU identified areas of cooperation with Al Ain University, UAE

On Thursday, December 16, Aleksandr Guliakov, Rector of PSU, had a videoconference with Dr. Ghaleb Awad El Refae, President of Al Ain University. The online meeting was also attended by Viktor Mekhanov, Vice-Rector for Academic Affairs of PSU, Gleb Sintsov, Vice-Rector for International Affairs of PSU, Aleksandr Mitroshin, Director of the Medical Institute, Olga Surina, Director of the Institute of Teacher Education, Vitaly Goshulyak, Director of the Institute of Law, Inessa Moiseeva, Dean of the Faculty of General Medicine, Head of the Department of General and Clinical Pharmacology, Lyudmila Fionova, Dean of the Faculty of Computer Science, Ekaterina Pecherskaya, Head of the Department of Information and Measuring Equipment and Metrology, Ekaterina Reva, Head of the Department of Journalism, Sergey Ivanchin, Head of the International Education Office, Adel Maqbol, Specialist in academic work at the Department of Student Affairs, Institute of International Cooperation.

During the negotiations, the universities gave brief presentations about the history of their formation, structure and the current level of development.

“For PSU, cooperation with you, your University is very attractive. Today's meeting confirms that we have many intersection points, we have a sufficient number of similar areas for training specialists, in which academic mobility, scientific and technical cooperation has good prospects. These are pharmacy, journalism, IT, legal and economic specialties. Thank you, colleagues, for your keen interest,” concluded Aleksandr Guliakov during the negotiations.

“I am very happy about our meeting, colleagues, and I thank its organizers. Nowadays, partnership and the desire for cooperation are really appreciated. In addition to the above-mentioned areas of work, I would also emphasize the study of languages and the mutual promotion of cultures. I know that the Russian-Arab Cultural Center has been created at PSU. It would be interesting for us to get acquainted with his activities and contribute to popularizing the Arabic language and culture in Russia, in particular, in Penza. Penza State University took part online in the One Belt One Road international forum

The One Belt One Road Forum of the Global Association of World Universities gathered its participants for the sixth time. This association was established in October 2015. in Donghuang City, Gansu Province. Nowadays, it includes 173 member universities, the functions of the General Secretariat are assigned to Lanzhou University, Gansu Province.

Rectors and vice-rectors of 70 universities from 23 countries of the world made reports at the Forum. Russia was represented by only two universities - Penza State University and Baikal State University.

“Cooperation between the Russian Federation and the People's Republic of China in the Humanities has acquired a systemic character and has begun to play no less a role than political or economic. Cooperation between educational institutions of the two countries has increased dramatically and reached a level unprecedented in the history of bilateral relations. This, among other things, was facilitated by the implementation of projects within the framework of the One Belt One Road concept, as well as the introduction of specific initiatives, such as government scholarships for education and training at the interstate level,” said G.V. Sintsov.

In his report, the Vice-Rector for International Affairs spoke about the history, results and prospects of cooperation with Chinese universities. The concept and results of the online marathon "Learn the Russian Language and Culture", held at PSU in 2020 and 2021 for schoolchildren and students of China, were also presented.

Let’s remember that Gansu Province and the Penza region have been twinned territories since May 2011.
PSU cooperates with the following universities in Gansu Province:

• Lanzhou University of Technology
The cooperation is carried out in different areas.

For example, in August 2015, 10 employees of the Office of Foreign Affairs of the Government of Gansu Province took an advanced training course under the programme “Russian for municipal employees” at PSU.

More than 20 PSU graduates continued their studies at the universities of Lanzhou and took master’s degree programmes or post-graduate courses.

In cooperation with Lanzhou City University, PSU is implementing a master's degree programme "World Economy and International Relations". More than 40 people have already received their diplomas and are working in China.

“Cooperation with Chinese universities remains a priority for the international activities of PSU. New forms of cooperation are being introduced, the study of the Russian language and culture is being popularized among Chinese youth, new joint projects are being planned," summed up G.V. Sintsov.

The II stage of the International Students Forum "Russia made us friends" finished in Ethnomir

Penza State University was represented at the Forum by Ekaterina Syagaylo, Head of the Department of Student Affairs, International Education Office, Institute of International Cooperation, and Murun Ganbaatar a student from Mongolia. The Forum was organized by the Association of International Students of Russia together with the Peoples' Friendship University of Russia with the support of the Ministry of Science and Higher Education of the Russian Federation. The event was attended by 50 foreign students from 32 countries of the world, representing 30 universities from 27 regions of the Russian Federation.

The main aim of the Forum is to develop the leadership potential of international students, to strengthen educational, scientific and cultural cooperation between higher educational institutions of Russia.

The Forum program consisted of various workshops, lectures and meetings. At the opening, the President of the Peoples' Friendship University Vladimir Filippov, Head of the ETNOMIR project Ruslan Bayramov, Vice-Rector for student work at the Peoples' Friendship University Sergei Bazavluk and others made speeches to international students.

“Participation in these forums is of great importance for the development of internal internalization of the university, and also helps representatives of the Association of International Students of the Penza Region to find friends from different universities of the Russian Federation and from all over the world,” said Ekaterina Syagaylo.

Within the framework of the Forum, the participants attended a seminar on the topic "Teamwork: features of communication and setting goals", an online meeting with a representative of the Russkiy Mir Foundation dedicated to the Foundation's grant program, a conversation with the Peoples' Friendship University construction team on the topic "Volunteering as an effective method of adaptation of foreign students», as well as workshops "Home and family amulets dolls","Siberian rosette","Painting on wood» and «Hamsa».

Igor Pronin, Professor of PSU, presented his research at the authoritative international conference "Nano Today"

On November 16-18, 2021, the VII conference "Nano Today" was held online. The event was organized by Nano Today journal, GBA National Institute for Nanotechnological Innovation (China), National Center for Nanoscience and Technology (NCNST, China) and Elsevier in partnership with Materials Today. The conference, being one of the most authoritative international events in the field of nanotechnology, brought together the best specialists who presented cutting-edge findings in the field of interdisciplinary research of nanomaterials and nanodevices.

Igor Pronin, Doctor of Engineering Sciences, Professor of the Department of Nano- and Microelectronic, PSU, made a report on the topic "Low-temperature sol-gel synthesis of nanostructured semiconductor films of zinc oxide for flexible electronics".

The presented research was carried out by a scientific collaboration including Penza State University (Igor Averin, Head of the Department of Nano- and Microelectronics, Andrey Karmanov, Associate Professor, Nadezhda Yakushova, Senior Lecturer), St. Petersburg State University (Professor Aleksey Komolov), St. Petersburg State Electrotechnical University LETI” (Professor Vyacheslav Moshnikov).

“Flexible electronics is one of the most dynamically developing areas of nano- and microelectronics. Today, its market is about $50 billion and its rapid growth is predicted. Flexible electronic devices, including color displays, are much lighter, cheaper, and more practical than traditional products. Our research group has developed approaches to the formation of nanostructured coatings based on zinc oxide on flexible substrates with a low melting point, which paves the way for manufacturing flexible sensor devices, including gas sensors and biosensors,” explained Professor Igor Pronin.

Based on the results of the conference, a collection of abstracts was published; it is planned to be indexed by the Nano Today journal.

The winners of the international contest Green Campus - Green City were awarded certificates

Aleksandr Guliakov, Rector of Penza State University, awarded certificates to the winners of the Green Campus - Green City international contest during a meeting of University administration on Tuesday, November 30. The contest was held in 2021 within the framework of cooperation between Penza State University and Flensburg University of Applied Sciences.
The final of the contest took place within the framework of the VIII Penza-Flensburg Congress.

The jury consisting of Prof. Antje Labes (Germany), Prof. Claudia Werner (Germany), research assistant Martina Carstensen (Germany), Prof. Rajesh Saiju (Germany), associate professor Sergey Golobokov (Russia), Prof. Andrey Kuzmin (Russia) identified three winning projects among student teams of Penza State University:

Aqua module for cultivating Spirulina (authors: M. Sotnikov, D. Kozhevnikov, D. Soldatova; scientific supervisor: S. Medvedeva)
Gym power supply system with energy-saving exercise equipment (author: K. Stepanova; scientific supervisor: T. Brostilova)

Aleksandr Guliakov thanked the students and their supervisors for their active research work, and also wished them successful implementation of their project ideas.

The Federal Foreign Office supported the competitive application of PSU and the Flensburg University of Applied Sciences and allocated a grant for implementing the winning projects. As part of the grant, each team will receive 2,000 euros for implementing their project idea. In addition, PSU will receive 5,000 euros for preparing (including translating into German and English) and publishing a collection of projects by Penza State University students who have taken part in environmental contests held by PSU together with the Flensburg University of Applied Sciences over the past three years.
