In conjunction with President Tharman Shanmugaratnam’s State Visit to the Arab Republic of Egypt, Civil Service College (CSC) was honoured to sign a Memorandum of Understanding (MOU) with the National Training Academy (NTA) of Egypt on 20 September 2025. The MOU provides a broad cooperation framework to explore and enhance cooperation in the training and development of government capability, through the exchange of knowledge and expertise in the fields of public sector leadership, governance, and administration. This MOU signifies a strengthening of bilateral ties between CSC and NTA in public sector capacity development.

The MOU signing took place at the Al Ittihadiya Palace between Mr Christopher Pragasam, Executive Director, Civil Service College International, Singapore, and Dr Solafa Goueli, Executive Director, NTA. The occasion was witnessed by the President of Singapore, Tharman Shanmugaratnam and the President of the Arab Republic of Egypt, Abdel Fattah Al-Sisi.

On 22 September 2025, Mr Christopher Pragasam, Executive Director, CSC International, CSC called on Dr Solafa Goueli, Executive Director, NTA. The two Directors had a meaningful discussion, and explored opportunities and implementation pathways for enhanced collaboration.

This partnership reflects CSC's continued commitment to fostering international collaboration in public sector excellence and capability development. We look forward to deepening our collaboration with Egypt in capacity building for government officials.

Civil Service College (CSC) is honoured to partner with SIM Academy to advance Systems Leadership & systems thinking capabilities in the public sector. On 26 May 2025, both institutions signed a Memorandum of Understanding (MOU) to deepen collaborative efforts that support leaders in stewarding organisational and systemic change.

The signing took place at SIM Management House, between Mr Han Neng Hsiu, Dean and CEO of CSC, and Mr Seong Kim Ho, CEO of SIMA. The occasion was witnessed by Mr Clarence Chia, Institute Director of Institute of Leadership & Organisation Development (ILOD), Civil Service College and Mr Thomas Lim, Dean of SIMA's Centre for Systems Leadership.

Through this partnership, the institutions will jointly develop learning programmes that combine CSC's expertise in Public Sector and Organisation Development with SIMA's capabilities in Systems Leadership. By collaborating on programme design, joint certification, and cross-sector dialogue, the partnership will offer public sector leaders richer and varied learning experiences—equipping them to lead adaptively and shape more resilient, future-ready public institutions.

This MOU is part of CSC's ongoing efforts to partner institutions of higher learning and expand our collective capacity to serve the evolving needs of public officers. We look forward to working closely with SIMA to bring this vision to life.

The Civil Service College (CSC) recently concluded its third run of The Singapore Synthesis Workshop Series, where 31 director-level public service leaders came together to explore Singapore's future directions.

Led by Mr Ravi Menon, Singapore's Ambassador for Climate Action and CSC’s Senior Fellow, participants engaged in thought-provoking discussions on making innovation, inclusion and sustainability Singapore's distinguishing features, and the values which will set Singapore apart as an inspiring nation. The programme also benefited from the valuable insights of distinguished public service leaders, including Director-General Benedict Chia (PMO-SG), Deputy Secretary Kenny Tan (MOM), Senior Vice President Melody Hong (EDB) and Divisional Director Zhuo Gangwei (MOM).

Together, the class reimagined their vision for Singapore, and reflected on their unique roles in shaping the nation's future through public service.

Leaders from across Singapore's public sector came together at the Digital Leaders Forum on 28 March 2025, jointly organised by Ministry of Digital Development and Information (MDDI), GovTech (Government Technology Agency of Singapore), Centre for Strategic Infocomm Technologies (CSIT) and Civil Service College (CSC). Thought-provoking conversations were the highlight of the recent post-Budget forum that Civil Service College co-organised with Ministry of Finance (Singapore) and Public Service Division Communications Cluster. Attendees had the opportunity to engage with Permanent Secretary (Finance), Mrs Tan Ching Yee, who shared valuable perspectives on the policy considerations behind Budget planning.

The session was an opportunity to deepen public officers’ understanding in complexities that shaped key decisions.
