🌏 ERI Joins China–Southeast Asia Civil Society Workshop on Decarbonization and Energy Transition in Beijing
On 13 October 2026, the Energy Research Institute (ERI), Chulalongkorn University, took part in the workshop "Connecting Civil Society Actors in Decarbonization and Energy Transition: Challenges and Opportunities for NGOs in China and Southeast Asia" in Beijing, jointly organized by the Embassy of the Federal Republic of Germany in Beijing and SynTao Green Finance. The workshop brought together NGO representatives, climate experts and civil society stakeholders from China and Southeast Asia to identify synergies, strengthen regional networking and support concrete measures to cut CO₂ emissions and promote sustainable energy.
Ms. Jana Ludwig, Climate Counselor at the German Embassy in Beijing, opened the workshop, and Mr. ZHANG Sheng, Partner at SynTao Co., Ltd., moderated the day. Three keynote speeches followed. Ms. WANG Xiangyi, Vice Chair and Secretary General of the China Association for NGO Cooperation (CANGO), spoke on China's climate policy framework and the role of civil society, and climate expert Ms. YAO Zhe discussed how Chinese and Southeast Asian NGOs can jointly contribute to climate mitigation in the region.
🎤 Dr. Weerin Wangjiraniran, Deputy Director of ERI, delivered **Keynote on "From Policy to Practice: The Role of Local Coalitions and Civil Society in Thailand's Energy & Climate Action."
Dr. Weerin outlined how Thailand has brought its net-zero target forward by 15 years, from 2065 to 2050, while its Climate Change Act moves toward enactment. With high dependence on energy imports and exposure to geopolitical risk, distributed energy and an active civil society are becoming essential to Thailand's energy resilience. Structural challenges remain, including top-down resource allocation and a concentrated energy market, yet local actors are already taking the lead. In Khon Kaen, local businesses are co-funding a mass transit system; in Yasothon, community volunteers drive household waste separation and share carbon-credit revenue with the community; in Hat Yai, black soldier fly larvae turn organic waste into high-value products; and the Saraburi Sandbox brings the public, private, academic and people sectors together to turn national NDC targets into action on the ground. These examples show how communities, local governments, businesses and universities can work together to deliver on national climate goals. He also shared how ERI engages young people on energy and climate through board games such as The Power Jungle and Carbon Venture.
After the keynotes, participants joined a World Café on the role of NGOs in the next phase of climate action, followed by an ecosystem mapping session to identify barriers, key actors and points where NGOs can make a real difference. The day concluded with group action planning on priority areas for joint action and first steps for the next three to six months. This was the first of two workshops, with the second to be held in Bangkok.
Our sincere thanks to the German Embassy in Beijing and SynTao Green Finance for the opportunity to share Thailand's experience on this regional platform 🙏
