🔍 วารสารไทยไปถึงไหนแล้วบนเวทีนานาชาติ?

📚 วารสารวิชาการอาจดูเป็นเรื่องไกลตัวสำหรับคนทั่วไป แต่ในระบบวิทยาศาสตร์ วิจัยและนวัตกรรม (ววน.) วารสารถือเป็นหนึ่งในกลไกสำคัญที่ทำให้องค์ความรู้ได้รับการตรวจสอบ เผยแพร่ และต่อยอดสู่การใช้ประโยชน์ในวงกว้าง ทั้งในแวดวงวิชาการ ภาคนโยบาย ภาคธุรกิจ และสังคม
👉 ข้อมูลล่าสุดจาก SCImago Journal Rank (SJR) 2025 ณ วันที่ 2 มิถุนายน 2569 สะท้อนให้เห็นว่า วารสารวิชาการของไทยยังคงมีพัฒนาการอย่างต่อเนื่องบนเวทีนานาชาติ โดยปัจจุบัน ประเทศไทยมีวารสารที่ได้รับการจัดอันดับใน SCImago Journal Rank (SJR) จำนวน 103 วารสาร โดยในจำนวนนี้มี 101 วารสารที่ได้รับการจัดอันดับในระดับ Quartile (Q1–Q4) และมีวารสารไทยที่อยู่ในระดับ Q1 จำนวน 8 วารสาร
ตัวเลขดังกล่าวสะท้อนว่า วารสารไทยสามารถสร้างพื้นที่ของตนเองในระบบการสื่อสารทางวิชาการระดับโลกได้แล้ว และมีบทบาทในการเผยแพร่องค์ความรู้จากประเทศไทยสู่ประชาคมวิชาการนานาชาติ
อย่างไรก็ตาม คำถามสำคัญไม่ได้อยู่ที่จำนวนวารสารเพียงอย่างเดียว แต่คือเราจะทำอย่างไรให้วารสารไทยมีคุณภาพสูงขึ้น มีความน่าเชื่อถือมากขึ้น และช่วยให้งานวิจัยไทยถูกอ่าน ถูกอ้างอิง และถูกนำไปใช้ประโยชน์ได้มากขึ้น
ทั้งนี้ การพิจารณาระดับ Quartile ควรทำด้วยความเข้าใจ เนื่องจาก Quartile ของ SJR เป็นการเปรียบเทียบวารสารภายในแต่ละสาขาวิชา ไม่ใช่การจัดอันดับวารสารทุกสาขาในตารางเดียวกัน ดังนั้น ข้อมูลดังกล่าวจึงเหมาะสำหรับใช้สะท้อนสถานะและทิศทางการพัฒนาวารสารไทย มากกว่าการนำมาเปรียบเทียบระหว่างสาขาโดยตรง
อีกประเด็นที่น่าสนใจคือเรื่องการเปิดกว้างในการเข้าถึงองค์ความรู้ (Open Access)
จากวารสารไทยจำนวนทั้งหมด 101 วารสารที่ได้รับการจัดอันดับใน SJR 2025 พบว่า มีวารสารประเภท Open Access จำนวน 28 วารสาร หรือประมาณ 1 ใน 4 ของวารสารไทยทั้งหมดในฐานข้อมูลนี้
Open Access เป็นกลไกสำคัญที่ช่วยให้ความรู้จากงานวิจัยเข้าถึงผู้ใช้ประโยชน์ได้กว้างขึ้น ไม่ว่าจะเป็นนักวิจัยรุ่นใหม่ อาจารย์ นักศึกษา ผู้กำหนดนโยบาย ภาคเอกชน หรือผู้ปฏิบัติงานในภาคส่วนต่าง ๆ โดยไม่ถูกจำกัดด้วยเงื่อนไขการเข้าถึงฐานข้อมูลเชิงพาณิชย์
ในจำนวนดังกล่าว มีวารสารแบบ Diamond Open Access จำนวน 14 วารสาร ซึ่งเป็นรูปแบบที่ทั้งผู้อ่านสามารถเข้าถึงบทความได้โดยไม่มีค่าใช้จ่าย และผู้เขียนไม่ต้องเสียค่าธรรมเนียมการตีพิมพ์บทความ (Article Processing Charge: APC)
วารสารในรูปแบบ Diamond Open Access จึงได้รับความสนใจมากขึ้นในหลายประเทศ เนื่องจากช่วยลดอุปสรรคด้านต้นทุนทั้งฝั่งผู้ผลิตและผู้ใช้ความรู้ พร้อมสนับสนุนหลักการที่ว่าองค์ความรู้ควรเข้าถึงได้อย่างเท่าเทียม
อย่างไรก็ตาม ในกลุ่มวารสารไทยแบบ Diamond Open Access มีเพียง 1 วารสารเท่านั้นที่อยู่ในระดับ Q1 สะท้อนให้เห็นถึงโจทย์สำคัญของระบบวารสารไทยในระยะต่อไป คือการยกระดับคุณภาพวารสารควบคู่ไปกับการขยายการเข้าถึงองค์ความรู้
โจทย์ของประเทศไทยจึงไม่ใช่เพียงการเพิ่มจำนวนวารสารในอันดับที่สูงขึ้น แต่คือการสร้างระบบสนับสนุนที่ทำให้วารสารไทยสามารถรักษาคุณภาพทางวิชาการ ความน่าเชื่อถือ และความยั่งยืนของการดำเนินงานได้ในระยะยาว
ความก้าวหน้าของวารสารไทยที่ปรากฏใน SJR สะท้อนการทำงานร่วมกันของหลายภาคส่วน ในส่วนของ สกสว. ได้มีการสนับสนุนการพัฒนาคุณภาพวารสารไทยอย่างต่อเนื่องผ่านโครงการวิจัยที่ดำเนินการโดยศูนย์ดัชนีการอ้างอิงวารสารไทย (Thai-Journal Citation Index Centre: TCI) โดยมุ่งพัฒนาศักยภาพวารสารไทยในด้านคุณภาพกระบวนการบรรณาธิการ การประเมินบทความโดยผู้ทรงคุณวุฒิ (peer review) การส่งเสริมจริยธรรมและจรรยาบรรณการตีพิมพ์ มาตรฐานการจัดการข้อมูลบทความ และการเตรียมความพร้อมเพื่อเข้าสู่ฐานข้อมูลวารสารระดับนานาชาติ อาทิ Scopus
🚩 Thailand RISE Fund โดย สกสว. ตระหนักว่าการพัฒนาวารสารวิชาการไทยถือเป็นส่วนหนึ่งของการเสริมสร้างความเข้มแข็งให้ระบบวิทยาศาสตร์ วิจัยและนวัตกรรมของประเทศ เพราะวารสารไม่ใช่เพียงปลายทางของงานวิจัย แต่เป็นโครงสร้างพื้นฐานด้านองค์ความรู้ที่ช่วยให้ผลงานวิจัยได้รับการตรวจสอบ เผยแพร่ และสร้างผลกระทบต่อสังคมได้อย่างเป็นรูปธรรม
เมื่อวารสารไทยมีคุณภาพสูงขึ้น และประชาชนสามารถเข้าถึงองค์ความรู้ได้มากขึ้น งานวิจัยไทยก็มีโอกาสเดินทางไปได้ไกลขึ้น ทั้งในด้านการยอมรับระดับนานาชาติ การใช้ประโยชน์เชิงนโยบาย และการสร้างคุณค่าต่อเศรษฐกิจและสังคมของประเทศ เพราะท้ายที่สุดแล้ว การเข้าถึงองค์ความรู้ที่มีคุณภาพไม่ใช่ประโยชน์เฉพาะของนักวิจัยหรือมหาวิทยาลัยเท่านั้น แต่เป็นพื้นฐานสำคัญของการพัฒนานโยบาย เศรษฐกิจ และคุณภาพชีวิตของสังคมโดยรวม

🔍 How far have Thai academic journals come on the international stage?
📍Thailand RISE Fund, supported by Thailand Science Research and Innovation (TSRI), takes a closer look at the latest SJR 2025 rankings and the challenge of making Thai research more accessible.
Academic journals may seem remote from everyday life, but they play a vital role in the research ecosystem. They are where new knowledge is reviewed, validated, published and shared, helping research findings reach policymakers, businesses, educators and wider society.
The latest data from the SCImago Journal Rank (SJR) 2025, as of 2 June 2026, suggest that Thai journals continue to strengthen their presence internationally.
Thailand currently has 103 journals listed in SJR, of which 101 are assigned to a Quartile ranking (Q1–Q4). Eight Thai journals are ranked in the top quartile, or Q1, within their respective subject areas.
These figures indicate that Thai journals have established a place within the global scholarly publishing landscape and are helping to bring research produced in Thailand to an international audience.
However, the key question is not simply how many journals appear in international rankings. It is how Thailand can continue to improve journal quality, strengthen credibility and increase the likelihood that Thai research is read, cited and applied in practice.
It is also important to understand what Quartile rankings represent. In SJR, journals are compared within their own subject disciplines rather than across all fields. As a result, Quartile rankings are best viewed as indicators of performance and development within a discipline, rather than direct comparisons between different academic fields.
> The rise of Open Access
One of the most notable trends among Thai journals is the growth of Open Access publishing, which allows research findings to be read without subscription barriers.
Among the 101 Thai journals ranked in SJR, 28 are Open Access journals, representing roughly a quarter of the total.
Open Access can help research reach a much wider audience, including students, early-career researchers, policymakers, businesses and practitioners who may not have access to commercial academic databases.
Of those 28 journals, 14 operate under the Diamond Open Access model, meaning that articles are free both to read and to publish. Readers pay no subscription fees, while authors are not charged article processing fees.
The model has attracted increasing international attention because it reduces financial barriers on both sides of the publishing process and supports the principle that knowledge should be accessible to all.
Yet challenges remain. Only one Thai Diamond Open Access journal currently holds a Q1 ranking, highlighting the need to improve journal quality while simultaneously expanding public access to research.
> Beyond rankings
Thailand's challenge is therefore not simply to increase the number of highly ranked journals. It is to build a sustainable system that supports academic quality, editorial standards, credibility and long-term development.
The progress reflected in SJR rankings has been supported by the efforts of multiple organisations. TSRI has continuously supported the development of Thai academic journals through research projects carried out by the Thai-Journal Citation Index Centre (TCI). These initiatives focus on strengthening editorial processes, peer review standards, publication ethics, research data management and preparedness for inclusion in international databases such as Scopus.
Thailand RISE Fund views the development of academic journals as part of a broader effort to strengthen the country's science, research and innovation ecosystem. Journals are not simply publication outlets; they are knowledge infrastructures that help ensure research is scrutinised, disseminated and translated into real-world impact.
As Thai journals continue to improve and research becomes more widely accessible, Thai scholarship has greater opportunities to gain international recognition, inform public policy and contribute to economic and social development.
Ultimately, access to high-quality knowledge benefits not only researchers and universities, but society as a whole.
