เมื่อวันอังคารที่ 4 สิงหาคม 2569 จุฬาลงกรณ์มหาวิทยาลัย ร่วมกับ สมาคมธนาคารไทย จัดพิธีลงนามบันทึกข้อตกลงความร่วมมือด้านโครงการประกาศนียบัตรบัณฑิตการกำกับการปฏิบัติตามกฎเกณฑ์ ภาคสถาบันการเงิน (Compliance Academy) ณ ห้อง 111 อาคารมหาจุฬาลงกรณ์ จุฬาลงกรณ์มหาวิทยาลัย โดยมี รองศาสตราจารย์ ดร.ศุภศิษฏ์ ทวีแจ่มทรัพย์ คณบดีคณะนิติศาสตร์ ซึ่งได้รับมอบอำนาจจากอธิการบดี จุฬาลงกรณ์มหาวิทยาลัย และนายวรกฤต จารุวงศ์ภัค เลขาธิการสมาคมธนาคารไทย ร่วมลงนามในบันทึกข้อตกลงความร่วมมือ พร้อมด้วยคณะผู้บริหาร คณาจารย์ และบุคลากรจากทั้งสองหน่วยงานร่วมเป็นสักขีพยาน
ความร่วมมือในครั้งนี้มีวัตถุประสงค์เพื่อบูรณาการองค์ความรู้ทางวิชาการและประสบการณ์จากการปฏิบัติงานจริง อันจะนำไปสู่การพัฒนาบุคลากรด้านการกำกับการปฏิบัติตามกฎเกณฑ์ (Compliance) ให้มีความรู้ ความเชี่ยวชาญ และสอดคล้องกับมาตรฐานสากล โดยครอบคลุมประเด็นสำคัญ ได้แก่
🔹 การพัฒนาและถ่ายทอดองค์ความรู้ด้านแนวคิดสมัยใหม่ของการกำกับการปฏิบัติตามกฎเกณฑ์ (Compliance Function) สำหรับสถาบันการเงินและบริษัทจดทะเบียนในตลาดหลักทรัพย์
🔹 การส่งเสริมการทำงานร่วมกันระหว่างสายงานกำกับการปฏิบัติตามกฎเกณฑ์และหน่วยงานตรวจสอบภายใน ภายใต้กรอบ Three Lines of Defense
🔹 การร่วมพัฒนารายวิชาและหลักสูตร พร้อมคัดสรรผู้ทรงคุณวุฒิและผู้เชี่ยวชาญร่วมถ่ายทอดองค์ความรู้และประสบการณ์
🔹 การยกระดับศักยภาพบุคลากรด้าน Compliance ให้สอดคล้องกับมาตรฐานสากล บริบททางธุรกิจ และความซับซ้อนของผลิตภัณฑ์ทางการเงินในปัจจุบัน
ทั้งนี้ ทั้งสองหน่วยงานเชื่อมั่นว่า ความร่วมมือในครั้งนี้จะเป็นก้าวสำคัญในการวางรากฐานด้านการกำกับการปฏิบัติตามกฎเกณฑ์และการกำกับดูแลกิจการที่ดี (Good Governance) อันจะช่วยยกระดับศักยภาพของบุคลากรและสนับสนุนการพัฒนาภาคสถาบันการเงินของประเทศไทยให้เติบโตอย่างมั่นคงและยั่งยืน

Chulalongkorn University and the Thai Bankers’ Association have entered into a new academic collaboration to develop the Graduate Certificate Program in Compliance for Financial Institutions, or Compliance Academy.
The program will bring together the academic expertise of Chulalongkorn University and the practical experience of Thailand’s banking sector to strengthen professional education in compliance, governance, and financial regulation.
At a time when financial institutions face increasingly complex regulatory expectations, technological change, and evolving risk environments, compliance professionals play a central role in ensuring institutional integrity, public trust, and responsible financial-sector development.
Through this collaboration, the Compliance Academy will focus on:
🔹 developing modern compliance knowledge for financial institutions and listed companies
🔹 strengthening the connection between compliance, internal audit, and risk management under the Three Lines of Defence framework
🔹 designing courses that combine legal, regulatory, and practical perspectives
🔹 engaging academic experts, regulators, and industry practitioners in teaching and curriculum development
🔹 building professional capacity in line with international standards and Thailand’s financial-sector needs
The aim is to advance compliance education in Thailand and prepare professionals who can respond effectively to the legal, regulatory, and business challenges shaping the future of the financial sector.
The Memorandum of Understanding was signed on 4 August 2026 by Associate Professor Dr Suphasit Taweejamsup, Dean of the Faculty of Law, Chulalongkorn University, acting under the authorisation of the President of Chulalongkorn University, and Mr Vorakrit Charuwongphak, Secretary General of The Thai Bankers’ Association.
