This is a strong research contribution and a proud moment for CACS, FSS, and NU.

This post reports on a claimed declaration of independence by the Government of Kawthoolei, announcing the establishment of the “Republic of Kawthoolei” along the Thai–Myanmar border. If substantiated, this development raises important questions for ethnic politics in Myanmar, ASEAN regional stability, and the issue of state recognition under international law.

We share this post for awareness and academic discussion. Verification and international responses remain crucial as the situation unfolds.

ด่วน!! ช็อกอาเซียน! ประกาศเอกราช สถาปนา ‘สาธารณรัฐกอทูเล’ ยุติการรอคอย 77 ปี

จับตาประวัติศาสตร์ชนชาติกะเหรี่ยง รัฐบาลกอทูเล (G.O.K.) ออกแถลงการณ์สถาปนารัฐเอกราชใหม่ ณ ฐานที่มั่นชายแดนไทย-เมียนมา ยุติการรอคอยกว่า 77 ปี ตั้ง “เนอดา เมียะ” นั่งประธานาธิบดีคนแรก พร้อมโชว์โครงสร้างบริหารครบชุด ชูนโยบายประชาธิปไตย-ตลาดเสรี
เมื่อวันที่ 6 ม.ค. รัฐบาลกอทูเล (Government of Kawthoolei – G.O.K.) ออกแถลงการณ์ประกาศเอกราชอย่างเป็นทางการจากรัฐเมียนมา พร้อมสถาปนา “สาธารณรัฐกอทูเล” เป็นรัฐเอกราชใหม่ โดยระบุว่าการดำเนินการดังกล่าว เป็นสิทธิอันชอบธรรมของชนชาวกะเหรี่ยง ภายใต้หลักกฎหมายระหว่างประเทศและสิทธิมนุษยชนสากล โดยประกาศ ณ ฐานที่มั่นแห่งหนึ่งชายแดนไทย-เมียนมา ตรงข้าม ต.หนองหลวง อ.อุ้มผาง จ.ตาก

แถลงการณ์ซึ่งเผยแพร่ในนามรัฐบาลสาธารณรัฐกอทูเล ระบุอ้างอิงถึงปฏิญญาสากลว่าด้วยสิทธิมนุษยชน รวมถึงอนุสัญญาระหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง (ICCPR) และอนุสัญญาว่าด้วยสิทธิทางเศรษฐกิจ สังคม และวัฒนธรรม (ICESCR) โดยชี้ว่าชนชาวกะเหรี่ยงในดินแดนกอทูเล ต้องเผชิญกับการกดขี่ ข่มเหง และการเลือกปฏิบัติในทุกมิติของชีวิตมาอย่างยาวนาน

รัฐบาลกอทูเล ระบุว่า ความขัดแย้งดังกล่าวเริ่มต้นตั้งแต่ปี ค.ศ. 1949 หนึ่งปีหลังจากเมียนมาได้รับเอกราชภายหลังสงครามโลกครั้งที่สอง และดำเนินต่อเนื่องยาวนานกว่า 77 ปี ภายใต้การปกครองของรัฐบาลทหารพม่า ซึ่งถูกกล่าวหาว่าใช้นโยบายที่ยึดถือแนวคิดความเหนือกว่าทางเชื้อชาติ และนำไปสู่ความรุนแรงในวงกว้าง รวมถึงการละเมิดสิทธิมนุษยชนอย่างเป็นระบบ

แถลงการณ์ยังระบุว่า สาธารณรัฐกอทูเลจะจัดตั้งระบบการปกครองบนหลักประชาธิปไตย เคารพเจตจำนงของประชาชน และยึดหลักนิติรัฐ ขณะที่ระบบเศรษฐกิจของรัฐใหม่จะตั้งอยู่บนพื้นฐานของเศรษฐกิจตลาดเสรี ปราศจากการผูกขาด และเปิดกว้างต่อความร่วมมือทางเศรษฐกิจกับนานาประเทศ

ในด้านนโยบายต่างประเทศ รัฐบาลกอทูเลประกาศยอมรับและเคารพกฎหมายและอนุสัญญาระหว่างประเทศที่มุ่งส่งเสริมสันติภาพ เสถียรภาพ และความสัมพันธ์ฉันมิตรระหว่างรัฐ พร้อมย้ำถึงความตั้งใจที่จะเป็นสมาชิกที่มีความรับผิดชอบของประชาคมโลก

นอกจากนี้ รัฐบาลกอทูเลได้ออกคำเรียกร้องต่อรัฐและองค์กรระหว่างประเทศที่ยึดมั่นในสันติภาพ ให้การสนับสนุนทั้งในด้านมนุษยธรรม การทูต และการเมือง รวมถึงการพิจารณาให้การรับรองสถานะของสาธารณรัฐกอทูเล ในเวทีระหว่างประเทศ

สำหรับโครงสร้างการบริหารประเทศ รัฐบาลสาธารณรัฐกอทูเล ประกาศรายชื่อคณะผู้นำชุดแรก ประกอบด้วย พล.อ.เนอดา เมียะ (ซอเนอดา เมียะ บุตรชายนายพลโบเมียะ อดีตประธานาธิบดี KNU สหภาพแห่งชาติกะเหรี่ยงอิสระ) ดำรงตำแหน่งประธานาธิบดี, ซอ ฮซาร์ เกย์ โป รองประธานาธิบดีคนที่ 1 และรักษาการรัฐมนตรีว่าการกระทรวงการต่างประเทศ, ซอ เดวิด ทาเคอร์พอว์ รองประธานาธิบดีคนที่ 2 และรักษาการรัฐมนตรีว่าการกระทรวงกิจการพันธมิตร, ซอ โพว์ ทูเลย์ นายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงกิจการศาสนา และ ซอ เดวิด ลอว์ดู รองนายกรัฐมนตรี และรักษาการรัฐมนตรีว่าการกระทรวงกลาโหม

นักวิเคราะห์ด้านการเมืองระหว่างประเทศมองว่า การประกาศเอกราชของกอทูเล เกิดขึ้นท่ามกลางสถานการณ์ความไม่แน่นอนทางการเมืองและความขัดแย้งภายในเมียนมา ซึ่งยังคงส่งผลต่อเสถียรภาพของภูมิภาคเอเชียตะวันออกเฉียงใต้ โดยประเด็นสำคัญที่นานาชาติจับตาคือการตอบสนองของรัฐบาลเมียนมา รวมถึงท่าทีของประเทศเพื่อนบ้านและองค์กรระหว่างประเทศต่อการรับรองรัฐเอกราชใหม่ภายใต้กฎหมายระหว่างประเทศ

ทั้งนี้ การประกาศดังกล่าวอาจกลายเป็นจุดเปลี่ยนสำคัญของภูมิรัฐศาสตร์ในภูมิภาค และอาจส่งผลต่อทิศทางความขัดแย้งชาติพันธุ์ในเมียนมาในระยะยาว ประกาศอิสรภาพและการสถาปนาสาธารณรัฐกอทูเล รัฐบาลสาธารณรัฐกอทูเล

รายงานข่าวแจ้งว่า ถือเป็นวันประวัติศาสตร์สำคัญของชนชาติกะเหรี่ยง เมื่อมีการประกาศแยกตัวเป็นอิสระ และสถาปนารัฐใหม่อย่างเป็นทางการในนาม “สาธารณรัฐกอทูเล (Government of Kawthoolei)” โดยมี นายพล (ซอ) เนอดา เมียะ ดำรงตำแหน่ง ประธานาธิบดีคนแรกของรัฐกอทูเล พร้อมคณะผู้นำฝ่ายบริหารและการเมือง แนวทางการจัดตั้งรัฐใหม่ของกอทูเล ประกอบด้วยนโยบายสำคัญ อาทิ การจัดทำบัตรประจำตัวประชาชนของชนชาติกะเหรี่ยง การจัดให้มีการเลือกตั้งสมาชิกสภาผู้แทนราษฎรทุก 4 ปี การวางโครงสร้างการปกครองและการบริหารประเทศเป็นลำดับขั้น ระยะสั้น-ระยะกลาง-ระยะยาว ตามความจำเป็นและสถานการณ์ การประกาศอิสรภาพของสาธารณรัฐกอทูเล
