🇹🇼🇪🇺 謝志偉大使投書歐盟媒體 Euractiv：歐洲也應讀讀台灣的「小橘書」
本處謝志偉大使近日投書歐盟英文媒體 Euractiv，以台灣推動全民防衛準備、出版「小橘書」為引，分享台灣面對中國混合型威脅與灰色地帶脅迫的經驗。
謝大使指出，台灣長期面對來自中國的軍事、資訊及法律等多面向壓力，促使我們將「韌性」視為整個社會的共同責任。從強化關鍵基礎設施備援、因應外國資訊操弄與干預，到結合政府、民間與專業社群的力量，台灣已累積豐富的實務經驗。
台灣的「小橘書」在編寫過程中參酌了歐洲的民防經驗；如今，謝大使也呼籲，面對民主國家共同面臨的混合型威脅，台歐之間應從單向借鏡走向雙向交流，讓彼此的經驗共同提升民主社會的韌性。

Ambassador Shieh contributed an opinion piece to the EU English-language media outlet Euractiv. Using Taiwan’s promotion of national defence preparedness and the publication of the ‘Little Orange Book’ as a starting point, he shared Taiwan’s experiences in dealing with hybrid threats and grey-zone coercion.
"Europe has provided Taiwan with valuable inspiration on civil preparedness. Taiwan, in turn, has accumulated practical lessons about responding to sustained grey-zone pressure while preserving democratic openness. Whether the topic is protecting critical infrastructure, countering FIMI, strengthening legal resilience, or maintaining public confidence during prolonged coercion, there is considerable scope for genuine two-way exchange."
