本學系創立於民國89年，是南臺灣快速成長的公共事務相關學系。過去承辦不少重要的全國性學術活動，其中包括2004年台灣政治學年會暨學術研討會及2007年中國政治學年會暨學術研討會、2008年「國際政治經濟與電腦模擬研究途徑」學術研討會。本系實習課程是全國的首創，獲得93年度教育部委託台灣評鑑學會來校評鑑委員的肯定並通過96年度大學系所評鑑，成為第一批通過該評鑑之公共事務系所。在上述良好基礎上，本系於2007年成立研究所。
