Following the Trump–Xi Beijing Summit, U.S.–China strategic rivalry is entering a new phase, with significant implications for regional security, economic resilience, technology competition, and the Taiwan Strait.

This English-language forum will bring together experts and scholars to discuss Taiwan’s security environment and strategic options amid intensifying great-power competition. The discussion will also draw on insights from the 2026 Taiwan Strait Security Tabletop Exercise, highlighting key observations and policy recommendations.

On April 15th and 16th, the Taiwan Center for Security Studies and the Institute of International Relations at National Chengchi University wrapped up the 2026 Tabletop Exercise — two of the most intense, eye-opening days of policy discussion we have had in a long time.

Convened in partnership with the Asia-Pacific Policy Research Association, the 21st Century Foundation, and the Chinese (Taiwan) Society of International Law, the exercise brought together experts and practitioners from government, academia, think tanks, and industry across seven thematic moves over two days — one of the most comprehensive cross-domain security exercises of its kind in Taiwan.

Here is a taste of what came up:

🛡️ Gray zone threats — blockades, drone attacks, and coast guard confrontations. How does Taiwan respond legally and militarily when the situation stays just below the threshold of open conflict?

⚡ Energy fragility — under a blockade scenario, Taiwan's natural gas reserves last just 11 days. The debate around nuclear energy and the 2050 net-zero commitment got heated.

💰 Economic resilience — capital flight, payment system disruption, and the eye-popping figure of USD 700 billion in overseas life insurance asset exposure. Taiwan's financial vulnerabilities under pressure are more complex than most people realize.

🏭 Semiconductor strategy — what happens if TSMC is pressured to move up to 40% of its advanced chip production to American soil? Does Taiwan's "Silicon Shield" weaken if the chips are no longer here?

The big takeaway: Taiwan does not face one big threat — it faces several serious ones hitting at the same time, and the way they compound each other is what makes the challenge so difficult.

The 2026 TTX is a two-day cross-domain tabletop exercise set in the year 2030, bringing together senior military officers, academics, former officials, and international experts to address a single core question: How can Taiwan construct an autonomous national security strategy amid great power rivalry?

The exercise unfolds across seven structured moves spanning two thematic focuses: PRC grey-zone coercion and deterrence on Day 1, and Taiwan's economic strategic autonomy on Day 2.
