臺北大學與海地共和國駐臺大使館簽署合作備忘錄 深化高等教育合作與人才培育交流
國立臺北大學於115年5月19日在三峽校區舉行合作備忘錄（Memorandum of Understanding, MOU）簽署儀式，由校長林道通與海地共和國駐中華民國（臺灣）特命全權大使Roudy Stanley Penn代表雙方簽署，正式建立合作夥伴關係。此合作為本校首度與外國駐臺使館簽署交流合作協議，不僅象徵國際合作版圖的重要拓展，也為臺灣與加勒比海友邦在高等教育、公共治理與人才培育領域開啟嶄新篇章。
此次簽署儀式由校長主持，並率領校內多位主管共同出席，包括國際事務長韋岱思、電機資訊學院院長楊棧雲、國際學院院長詹佳縈、社會科學學院院長林昭吟、國際事務處副國際事務長張容瑛、商學院院秘書林俊佑、人文學院院秘書鄭仲棠、華語中心教師楊孝柔，以及國際合作組組長陳克瀚。本次多位院級主管與行政同仁共同參與，展現本校對深化與海地共和國在高等教育、公共治理及人才培育等領域合作的高度重視與支持。
簽署儀式中，林道通校長表示，今天簽署的合作備忘錄是臺北大學與海地共和國深化合作的重要里程碑。未來雙方將在永續發展、人才培育及政策導向研究等領域展開合作，特別聚焦都市發展、治理、商業與永續等全球共同關注的重要議題。校長進一步表示，雙方合作已逐步展開，未來本校永續與創新國際學院相關教學與行政單位，將與海地夥伴進行線上交流，探討教育機會與合作方向。他也邀請各學院共同投入跨領域合作，並期待未來進一步推動學生交換、教師交流、雙聯學位及專業培訓課程等實質合作計畫。校長特別感謝潘恩大使長期致力促進雙方交流，並提及今年4月底海地大使館邀請本校參與臺灣與海地建交七十週年紀念活動，充分展現兩國深厚情誼。，今日的簽署不僅是一份協議的完成，更是長期夥伴關係的重要起點。
潘恩大使致詞時表示，今年4月21日到訪臺北大學時，雙方曾就教育、地方治理及公共政策等議題深入交換意見，而今日正式簽署合作備忘錄，象徵雙方已將討論成果轉化為具體行動。他指出，這份合作備忘錄不僅建立制度化合作基礎，更將成為推動務實合作的重要工具。海地十分重視地方治理能力的提升，希望借鏡臺灣地方政府在行政管理與社區發展方面的成功經驗，並與臺北大學共同規劃短期專業培訓課程，協助海地公務人員強化治理能力與公共服務效能。目前雙方已安排於6月8日召開線上會議，進一步討論課程內容、優先事項、經費安排與執行方式，以確保合作順利推動。
此次合作不僅彰顯本校積極拓展國際夥伴關係的成果，也體現本校透過高等教育促進全球永續發展與社會進步的使命。未來本校將持續深化與世界各國政府機構及高等教育夥伴之合作，培育具備全球視野與跨文化能力的優秀人才。
National Taipei University and the Embassy of the Republic of Haiti in Taiwan Sign Memorandum of Understanding to Strengthen Higher Education Cooperation and Talent Development
National Taipei University (NTPU) held a signing ceremony for a Memorandum of Understanding (MOU) at its Sanxia Campus on May 19, 2026. The agreement was signed by President Daw-Tung Lin of National Taipei University and H.E. Roudy Stanley Penn, Ambassador Extraordinary and Plenipotentiary of the Republic of Haiti to the Republic of China (Taiwan), formally establishing a partnership between the two institutions. This collaboration marks the University's first academic cooperation agreement with a foreign embassy in Taiwan. It not only represents a significant expansion of NTPU's international partnerships, but also opens a new chapter in higher education, public governance, and talent development between Taiwan and its Caribbean ally, Haiti.
The signing ceremony was hosted by President Lin and attended by several university administrators, including Dean of International Affairs Thijs Velema, Dean of the College of Electrical Engineering and Computer Science Chan-Yun Yang, Dean of the International College Chia-Ying Chan, Dean of the College of Social Sciences Chao-Yin Lin, Associate Vice President for International Affairs Jung-Ying Chang, Secretary of the College of Business Chun-Yu Lin, Secretary of the College of Humanities Chung-Tang Cheng, Chinese Language Center Instructor Hsiao-Jou Yang, and Director of the Division of International Cooperation Kenneth Han Chen. The participation of deans and administrative staff from across the University demonstrated NTPU's strong commitment to advancing cooperation with the Republic of Haiti in higher education, public governance, and talent development.
In his remarks, President Lin described the signing of the MOU as an important milestone in deepening cooperation between National Taipei University and the Republic of Haiti. He noted that future collaboration will focus on sustainable development, talent cultivation, and policy-oriented research, with particular emphasis on globally significant issues such as urban development, governance, business, and sustainability. President Lin further stated that cooperation has already begun to take shape. Relevant academic and administrative units within NTPU's International College for Sustainability Innovations will engage in online discussions with Haitian partners to explore educational opportunities and future directions for collaboration. He also invited all colleges to participate in interdisciplinary initiatives and expressed his hope to expand cooperation through student exchanges, faculty exchanges, dual degree programs, and professional training courses. President Lin expressed his appreciation to Ambassador Penn for his continued efforts to strengthen bilateral ties and recalled the University's participation in the celebration marking the 70th anniversary of diplomatic relations between Taiwan and Haiti, hosted by the Haitian Embassy in late April. He emphasized that the signing represents not only the completion of an agreement, but also the beginning of a long-term and meaningful partnership.
In his remarks, Ambassador Penn noted that during his visit to National Taipei University on April 21, both sides held in-depth discussions on education, local governance, and public policy. The formal signing of the MOU, he said, demonstrates that these fruitful discussions have now been transformed into concrete action. He emphasized that the agreement establishes an institutional foundation for practical cooperation and will serve as an important mechanism for implementing substantive projects. Ambassador Penn highlighted Haiti's strong interest in enhancing local governance capacity and expressed hope that Haiti can draw upon Taiwan's successful experience in local administration and community development. He also announced plans to jointly develop short-term professional training programs with NTPU to help Haitian public officials strengthen governance and public service effectiveness. The two parties have scheduled an online meeting on June 8 to discuss course content, priorities, funding arrangements, and implementation strategies to ensure the successful advancement of this collaboration.
This partnership highlights National Taipei University's ongoing efforts to expand its global network of partners and reflects the University's mission to promote sustainable development and social progress through higher education. Looking ahead, NTPU will continue to deepen cooperation with government institutions and higher education partners around the world, while cultivating talented individuals equipped with global perspectives and cross-cultural competencies.
