葉常青團長分享三十年援外經歷　拓展宜大師生國際視野

國立宜蘭大學國際事務處於10月1日舉辦「海外三十載：駐外經歷與史瓦帝尼技術團經驗談」專題講座，特別邀請曾任駐史瓦帝尼王國技術團團長的葉常青先生蒞校演講，與師生分享其三十年海外服務的寶貴歷程。
講座由前校長吳柏青親自牽線促成，並擔任引言人。他在開場時回顧，自己於2019年前往史瓦帝尼王國執行果蔬加工計畫評估期間與葉團長結識，並在其大力協助下成功招募史瓦帝尼學生來台就讀。吳前校長亦指出，葉團長長年深耕當地，對技術合作與人才培育貢獻卓著，是臺灣援外工作的典範。
講座中，葉常青團長以自身三十年的援外經驗為主軸，詳實闡述其在多國推動技術合作的歷程，並深入介紹史瓦帝尼技術團於農業推廣、教育訓練與跨文化交流等面向的實務成果與挑戰。他亦分享在國際合作中所遇見的多元文化與寶貴經歷，幫助同學們對援外工作與國際事務有更全面且深刻的理解。
葉團長勉勵同學勇於走出舒適圈，積極參與海外服務。他強調，援外不僅是深具意義的人生歷程，更能顯著提升語言能力、跨文化溝通與專業技術，對未來職涯發展助益良多。
本次講座同時列入臺灣國立大學系統名人講座之一，並開放線上參加，吸引眾多校內外師生關注與參與，不僅拓展了與會者的國際視野，也為有志投身海外服務的同學們種下啟發的種子。
Leader Chang-Ching Yeh Shares Three Decades of Overseas Service, Broadening NIU Students’ Global Vision

The Office of International Affairs at National Ilan University hosted a lecture on October 1 titled “Three Decades Abroad: Experiences from Overseas Service and the Eswatini Technical Mission.” The keynote speaker, Mr. Chang-Ching Yeh, former Chief of Taiwan’s Technical Mission in Eswatini, shared highlights of his thirty years of overseas service.

The event was facilitated by former NIU President Po-Ching Wu, who first met Mr. Yeh during a 2019 project in Eswatini and credited his strong support in recruiting Eswatini students to study in Taiwan. Dr. Wu praised Mr. Yeh’s long-standing contributions to technical cooperation and talent cultivation as exemplary in Taiwan’s foreign aid.

In his talk, Mr. Yeh introduced the mission’s achievements in agriculture, training, and cross-cultural exchange, while also sharing challenges and personal experiences from working abroad. He encouraged students to embrace overseas service as a way to gain meaningful life experiences, strengthen language and intercultural skills, and enhance career development.

The lecture, part of the Taiwan Comprehensive University System’s Distinguished Lecture Series, also offered online participation and drew wide attention from within and outside NIU, inspiring students to broaden their international outlook and consider careers in global service.

【國立宜蘭大學國際處舉辦2025秋季班國際學生入學輔導】
國立宜蘭大學國際事務處於9月17日舉辦「2025秋季班國際學生入學輔導」，熱情迎接來自日本、泰國、越南、巴基斯坦、印度及東帝汶等國的新生，並邀請學伴一同參與。
活動中，國際處向新生說明校園生活的重要資訊，包括《國際學生手冊》、醫療資源、緊急通報及簽證規定，協助同學快速掌握在台生活所需資源。新生們也進行自我介紹，現場氣氛熱絡融洽。為傳達「Light Your NIU Life」的寓意，國際處特別準備隨身手電筒，祝福大家在宜大開啟光明新程。
活動最後安排參訪金六結福德廟，帶領同學體驗台灣傳統祈福文化。許多新生表示，此次活動不僅加深了彼此交流，更帶來難忘的文化體驗，充分感受到宜蘭大學的關懷與支持。
OIA, NIU Welcomes New International Students with Fall 2025 Orientation
The Office of International Affairs at National Ilan University (NIU) hosted the Fall 2025 International Student Orientation on September 17, warmly welcoming new students from Japan, Thailand, Vietnam, Pakistan, India, and Timor-Leste, together with their NIU buddies.
During the event, students were introduced to essential information for campus and daily life, including the International Student Handbook, medical resources, emergency reporting, and visa regulations, helping them adapt smoothly to life in Taiwan. The orientation also featured self-introductions from the new students, creating a lively and engaging atmosphere. To symbolize the theme “Light Your NIU Life”, the Office of International Affairs prepared pocket flashlights as gifts, wishing everyone a bright new journey at NIU.
The program concluded with a visit to Jinliujie Fude Temple, where students experienced Taiwan’s traditional blessing culture. Many participants shared that the event not only enhanced interaction and friendship but also offered a memorable cultural experience, making them feel the warm support of the NIU community.

【國立宜蘭大學王金燦教授赴美參訪深化台美科技交流與國際合作】
國際事務處｜114年9月11日

國立宜蘭大學機械與機電工程學系特聘教授兼太空運算科技中心主任王金燦教授，與明志科技大學章哲寰教授於8月30日至9月6日赴美參訪，行程涵蓋紐約與大華府地區。在駐美科技組協助下，兩位教授聚焦科技合作、學術交流及文化探索，成果豐碩。
參訪期間，教授們走訪耶魯大學、天主教大學、馬里蘭大學及維吉尼亞理工大學，與美方學者就能源儲能、大數據分析、醫學影像等議題進行深入交流，開啟未來合作契機。同時拜會駐紐約辦事處與駐美代表處，強化台美科技發展與僑界連結。
9月6日，王教授於僑教中心發表「台灣淨零減碳的現況與未來」專題演講，解析台灣永續策略，並分享邊緣運算與無人機技術在智慧能源管理及環境監測上的應用潛力，獲僑界高度關注。
此次交流推動前瞻科技合作，強化國立宜蘭大學及台灣高教與美國頂尖大學的研究連結，深化國際影響力，為未來跨國合作奠定基礎。

Professor Chin-Tsan Wang of National Ilan University Visits the U.S. to Strengthen Taiwan-U.S. Scientific Exchange and International Collaboration

Professor Chin-Tsan Wang, Distinguished Professor and Director of the Space Computing Technology Center at National Ilan University, together with Professor Che-Huan Chang of Ming Chi University of Technology, visited the U.S. from August 30 to September 6. The visit, supported by the Science and Technology Division in Washington, D.C., focused on scientific cooperation, academic exchange, and cultural engagement, achieving fruitful outcomes.
The professors visited Yale University, The Catholic University of America, the University of Maryland, and Virginia Tech, holding in-depth discussions on energy storage, big data analytics, and medical imaging to explore collaboration opportunities. They also met with TECO New York and TECRO, strengthening Taiwan-U.S. ties in science and overseas community relations.
On September 6, Professor Wang delivered a keynote, “The Current Status and Future of Taiwan’s Net-Zero Carbon Emissions”, sharing Taiwan’s sustainability strategies and potential applications of edge computing and drones in smart energy and environmental monitoring, receiving strong interest from the Taiwanese expatriate community.
This exchange fosters innovation, enhances NIU’s global academic presence, and strengthens research collaborations with leading U.S. universities, laying a solid foundation for future partnerships.

【TEEP計畫促進國際人才交流，宜蘭大學成為外國青年深造首選】
教育部推動的「優秀外國青年來臺蹲點計畫（Taiwan Experience Education Program, TEEP）」持續展現國際吸引力。今年共有55所大專校院參與，推出514項特色計畫，涵蓋半導體、人工智慧、醫學、生物科技、綠能永續等我國重點產業與學術領域。透過短期研究與實務體驗，來自世界各地的青年不僅走進臺灣的實驗室與產業現場，更進一步理解臺灣高等教育的多元能量與產業鏈結。

自104年開辦以來，TEEP已經吸引來自超過40個國家、累計逾4,500餘名國際青年來臺。這些國際青年透過2至6個月的短期蹲點，與臺灣師生、產業共同進行專題研究、技術實作與文化交流，建立起跨國合作網絡。許多學員更在完成計畫後，選擇來臺攻讀學位，成為臺灣「攬才留才」的重要基礎。

宜蘭大學機械及機電系陳正虎教授協同胡志明工業大學教授及國內產業專家共同指導雙方大學學生研習無稀土高效率馬達技術，近年來更建立跨國移地教學口碑，已有6名越南學員宜蘭大學攻讀碩士班，另於越南舉辦APEC TEEP同學會，提供越南學生來臺學習及就業諮詢。此外，國立中正大學金屬3D列印與智慧製造實習，吸引歐美青年參與跨國研發，展現臺灣製造業與工程教育的深厚實力；高雄醫學大學則設計臨床研究與醫療實習，邀請來自馬來西亞與印度的青年投入醫療團隊，強化醫學專業與跨文化交流；臺灣科技大學、中山大學則在工程技術、海洋研究方面推出特色方案，均凸顯臺灣在多元領域的國際競爭力。

教育部推動TEEP計畫，已不僅是一項短期交流計畫，而是我國「國際人才培育」的前哨平臺。這些國際人才未來若選擇來臺攻讀學位、投入研究，甚至畢業後留在臺灣工作，將為我國產業發展與社會活力注入新的能量。

國際學生也分享心得。來自泰國Patsakorn Watcharapongphan(淡江大學TEEP學員)表示：「在臺灣的研究過程讓我不僅學到專業技能，更感受到臺灣的友善與多元文化，這讓我考慮繼續留在臺灣深造」。來自捷克Lucy(在東華大學TEEP學員)則指出：「與臺灣教授和同學一起完成專案的經驗，讓我看到臺灣在技術研發與教育上的實力，這對我未來的職涯很有幫助。」

展望未來，教育部將持續透過 TEEP 結合「攬才、留才」的國家重點政策，吸引更多優秀國際青年來臺深耕，並透過與產業的緊密合作，讓臺灣成為國際人才培育與匯聚的重要基地。

The Ministry of Education’s Taiwan Experience Education Program (TEEP) continues to welcome international students for hands-on research in key fields like semiconductors, AI, biotech, green energy, and medicine. In 2025, 55 universities offer 514 programs.

Since 2015, over 4,500 students from 40+ countries have joined TEEP, with many returning for graduate study or careers in Taiwan.

Patsakorn Watcharapongphan from Thailand, a TEEP student at Tamkang University, said the program helped him gain professional skills and experience Taiwan’s friendly, diverse culture—motivating him to stay for further study. Lucy from the Czech Republic, at National D**g Hwa University, said working with local professors showed Taiwan’s strength in research and education, benefiting her future career.

TEEP has become a key platform for developing global talent and linking education with industry.
