Details Background. The Government of Uganda has secured funding from the International Development Association (IDA) to finance various activities under the Regional Communications Infrastructure Program (RCIP). The Regional Communication Infrastructure Program (RCIP) Uganda will complement existing country ICT and e-government Infrastructure initiatives by helping boost the already existing e-government infrastructure and bridge the financing and technical gaps. The project will be implemented by the National Information Technology Authority-Uganda (NITA-U). The beneficiaries will be the Ministry of Information Communications Technology (MoICT) and Public Procurement and Disposal of Public assets Authority (PPDA). Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 (Revised July 2014) and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011 (Revised July 2014). The National Information Technology Authority-Uganda (NITA-U) therefore wishes to recruit a Procurement Specialist, who will assist the Procurement and Disposal Unit in providing technical support to the RCIP Project by managing the procurement activities of Goods, Works, and Services under the project in line with World Bank Policies and Guidelines. Objective of the Assignment. The objective of this assignment is to ensure timely implementation of the procurement process in accordance with the procurement plan, particularly to ensure that adequate and quality goods, services and works are acquired competitively, transparently and economically. The selected consultant is expected to play a key coordination role between all stakeholders in the procurement cycle. Reporting. The Procurement Specialist will report to the Procurement Manager (Head, Procurement & Disposal Unit) of the National Information Technology Authority-Uganda (NITA-U) on functional deliverables and to RCIP Program Manager administratively. Responsibilities and Tasks. The Procurement Specialist will implement a cost effective procurement management system for the project, including procurement plans in accordance with the World Bank Rules and Procedures. The duties and functions of the Procurement Specialist will include, but not limited to: Coordination functions for all the procurement activities under the Project. Prepare, review, adjust (where applicable) and monitor the implementation of the Project procurement plan. Ensure timely preparation/updating, and submissions of the project Procurement plans for review and approval of the World Bank. Ensure that procurement procedures prescribed in the Project Implementation Manual are followed. Verify that Procurement requests are in accordance to the approved Procurement Plan. Work closely with User departments to ensure that Terms of Reference or technical specifications are obtained timely from relevant Technical Departments and Beneficiaries. In consultation with User Departments, prepare bidding documents for acquisition of goods, works and non-consulting services, and the REOI and RFP for consulting services. Arranging for publishing of specific procurement notices/ invitation for bids and, Request for Expression of Interest, In consultation with User Departments, prepare bidding documents for acquisition of goods, works and non-consulting services, and the REOI and RFP for consulting services. Take a lead in the bidding and selection processing of contracts under the project, including organising pre-bid or pre-proposal meetings, providing clarifications, coordinating the Receipt of bids/proposals, leading and participating in the opening of bids/proposals/expressions of interest Prepare and circulate to all User Directorates and contracts committee members the schedule for pre-bid meetings, pre-proposal meetings, and deadline for submission respectively, to ensure adequate planning for participation Ensure that clearance/No-objection(s) from World Bank are obtained if required Participate in Evaluation of Expression of Interest, Quotations, bids and Proposals for contracts under the project Prepare and make submissions of evaluation reports to the Contracts Committee. Coordinate/make arrangements and participate in Contract negotiations for consultancy services and technical discussions for goods and Works where applicable to provide technical guidance. Prepare draft contract for Contracts Committee and IDA review, and clearance of the Attorney General and ensuring timely signing of contracts Mentor colleagues and support capacity building by sharing knowledge on applicable procurement procedures Preparation of Procurement progress reports at a minimum on monthly basis, highlighting among others the progress on processing various contracts, constraints met and any other issues that require Management attention; Participate in Contract monitoring and administration by ensuring that Technical Departments prepare monthly contract management reports to inform PDU and NITA-U Management whether contracts are efficiently managed, monitored and will be completed timely To enhance the efficiency and effectiveness of the Procurement Data Management system and in particular set up a filing and record keeping system that ensures that procurement records are easily retrievable and available for procurement audits; Maintain complete procurement files and records including all correspondence related to procurement activities; seek legal advice where appropriate. Prepare procurement inputs to quarterly FMR progress reports. Monitor and track contracts being processed, identify constraints/challenges/issues especially deviations from agreed procurement schedules and seek to resolve issues in a timely manner in appropriate consultation with Management. Facilitate the Post Procurement Reviews (PPR) exercise, and follow up implementation of PPR recommendations Prepare and update the Procurement/Contract Register (List of all procurement contracts awarded) Report immediately to the Executive Director, NITA-U any noted fraud and corruption or governance issues with Procurement staff, Bidders and Consultants. Any other duties that may be assigned by his/her Superiors from time to time in furtherance of the above responsibilities Qualifications and Competences. Educational Qualifications: Must possess a degree in Procurement, Law, Business Administration, Economics, Engineering or other related courses Must possess a post graduate degree in Procurement, Economics, Business Administration, Project Planning and Management, Engineering or other related courses from a reputable University. A professional qualification in procurement will be an added advantage. Relevant Experience: A demonstrated track record of at least 6 years of strong general experience in procurement services in a large, busy environment with a minimum of 3 years working under the World Bank financed projects. Good oral and written communication skills. Should be fluent in English. Previous experience in processing high value contracts subject to international competition is added advantages. Proven integrity and confidentiality in handling public resources and in executing duties. Working knowledge of the PPDA procurement rules and procedures. A high level of interpersonal and management skills and ability to work with teams in the organization at all levels. Must be able to work under pressure and tight deadlines Computer knowledge and skills in MS Word, Excel, internet/email and any other applications used in the procurement function is a mandatory requirement. Duration of Assignment The assignment shall be for a period of three (3) years renewable subject to satisfactory performance. Other Required Skills and Competences Communications: Very good communication skills (spoken and written), including the ability to communicate effectively with diverse audiences on environmental related matters, good negotiation skills and to prepare a variety of written documents, contracts, reports, etc. in a clear, concise style. Teamwork: Very good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Integrity: Must be a person of proven honesty and does not tolerate corruption and unethical behaviours in all its forms and manifestations. Innovation: Must be a person with ability to seek new ways of doing things efficiently to deliver value to our customers. Customer Centricity: Must be a person who strives to satisfy customers and clients. Should be able to understand what the customer wants and delivering it flawlessly. Quality: Must be a person who thinks of quality and continuous improvement in his/her work.
