FOREWORD
According to the constitution of the Republic of Uganda (1995, as amended); the National objectives and Directive principles of state policy IX provides that in order to facilitate rapid and equitable development, the state shall encourage private initiatives and self-reliance. Also, National objectives and Directive principles of state policy XIV provides that the state shall endeavor to fulfill the fundamental rights of all Ugandans to social justice and economic development and shall, in particular ensure that; all developmental efforts are directed at ensuring the maximum social, culture well-being of the people and access to education as well as other social amenities.
To consolidate the above constitutional provisions, the directors of Shoreline Foundation School saw it as imperative to empower the rural children as a keystone concept in trying to achieve a sustained knowledge base and subsequently attain a self sustaining and reliable future generation.
The founding of Shoreline Foundation School (SFS) is a stop gap to inadequate foundation education to the children in the rural shoreline community of Wambete and its surroundings. The school provides foundation/early childhood and primary education to the rural children to enables them compete favorably with their counterparts in the urban areas at primary and secondary levels.
It is against this background that the management of the school appeals to the community and other stakeholders such as government and other development partners to support the initiatives of Shoreline Foundation School in empowering the rural and poor children to access the much required early childhood education for a favorable academic competition in the contemporary world.

FOUNDERS’ PROFILES
Shoreline Foundation School was founded by distinguished people of good integrity with a rich experience and ability in managing several government and private projects to their success; the same that is applied to diligently manage the school to successfully achieve its objectives. They are:-
CAPT EDRISA NAPEERA
He is 36 yrs old, a born of Wambete village, Busakira subcounty, Mayuge district from the family of Mr. Saidi Kironde. He holds a Postgraduate Certificate in International Finance and Logistics from the Defense Institute of Security Assistance Management, Ohio, USA; PG Dip in Petroleum Supply Technology and Management from PLA Logistical Engineering University, Chongqing, China; and a Bachelor degree in procurement and logistics management from Kyambogo University, Uganda. He has also undertaken comprehensive studies in peace, security and conflict management from various military academies in Uganda and abroad; which include the School of Infantry at Jinja Military Academy (SOI-JMA), Uganda Military Academy-Kabamba (UMAK), UPDF College of Logistics and Engineering (COLE) and the Humanitarian Peace Support School (HPSS), Nairobi.

He is 39 yrs old, a born of Igundha village, Imanhilo S/county, Mayuge district from the family of Omulangira Nadiope Mutekanga. He holds a Diploma in Health Services Management from the International Health Sciences University, Uganda. He has also undertaken comprehensive studies in peace, security and conflict management from various military academies in Uganda and abroad.

SCHOOL OVERVIEW
Shoreline Foundation School was founded in 2014 and it is located at Wambete “B” village, Busakirsa sub-county, Mayuge district in Busoga sub-region; eastern Uganda. It was named after the shores of L. Victoria on which it is located. Its founding was an initiative to enhance the standards of education; and also make early childhood education accessible and affordable to the children in the rural and remote shoreline community of Wambete and the surrounding villages/communities in its neighborhood.
The major aim of founding the school is to provide accessible and affordable foundation education to the children in the rural communities to enable them to academically compete favorably with their counterparts in urban schools at all levels of education.
The school has two sections of learning i.e. the Nursery and Primary sections.
The Nursery Section caters for children between the age of 03 and 05years covering Baby, Middle and Top classes. The school has specialists to look after those children and guide them through elementary learning skills in order to prepare them for the Primary section. The section has playing instruments such as dolls, swinging facilities, skipping kits etc to entice children to love learning.
The Primary section is where the children are introduced to the real learning. In the meantime, the section comprises of four classes i.e. P1, P2, P3 and P4. It admits children from the age of 06 years upwards. It teaching is handled by specially trained and experienced teachers in primary education who are qualified from recognized institutions.
In general, the school operates on a term basis of three terms a year. Parents are allowed to pay the fees in atleast 02 installments each term. This allows the parents some ample time to look for money to pay for their children’s fees as well as cater for other domestic requirements.
VISION
To provide accessible, affordable and quality foundation education to children in the rural shoreline community of Wambete and its surroundings.
MISSION STATEMENT
Shoreline Foundation School is a rural based private Nursery and Primary school with a mission of extending quality foundation education service to the rural children. This is achieved by providing a good learning environment by a well trained and skilled teaching staff as well as a distinguished management; and the mutual bond between parents, teachers and management.
OBJECTIVES
a. To provide quality and affordable early childhood education to rural children.
b. To extend the services of early childhood education to the rural setting.
c. To uplift education standards especially at primary level in the rural areas.
d. To help the rural community at the lake shores to appreciate the value of education.
e. To work towards enhancing the socio-economic standards of the rural shoreline communities through education
LEGAL FORM
As a beginning, the school has acquired an operation permit from the district authorities that officially allows it to operate. However, plans are underway to fully register the school with the Ministry of Education and Sports (MoE&S) and also pay all the relevant taxes for it to operate legally without any interruption.
MANAGEMENT
The school is managed by three bodies i.e. the Board of Directors (BOD), PTA Council and the Academic staff.
a. The BOD is composed of three directors, i.e. the Director of Finance and Administration (DF&A), Director Academic Affairs (DAA) and Director of Public Affairs (DPA).
b. The PTA Council represents the parents’ interests and also bridges the gap between the parents and teachers at the school. This council is elective and it is composed of eight members in total; out of whom, two are Ex-officios representing the teachers and directors respectively. The other six who include the C/person, V/C/person, Secretary, Treasurer and two members are elected from within the parents’ fraternity.
c. The Academic staff is the technical team managing the day to day academic cores of the school. It is composed of a well qualified staff in the disciplines of early childhood and primary education. The team comprises the Head teacher, D/H/teacher, Director of studies and the teaching staff.
PROCESS AND PROCEDURES
The school has set standards for the smooth running of its activities. At Shoreline Foundation School, the process and procedures include the following among others:-
a. A database of all information about pupils and their parents is maintained at the school registry.
b. Visitation is allowed on selected days in a term and strictly by the registered parents of the child or representative duly authorized by them in writing.
c. Recruitment of the staff is based on qualifications, morals, discipline, interpersonal relations and experience.
d. There is strict adherence to the requirements of the Ministry of Education and Sports.
e. Discipline for both the staff and pupils must be observed at all times.
f. Teachers and other staff members must be in the right place, doing the right job at the right time.
GROWTH PROSPECTS
There are numerous opportunities for the expansion of the service line due to such factors like availability of land, labor and market. Such opportunities may include;
a. A Learning centre for special interest groups such as women, adults, and school dropouts to help them attain life sustaining skills.
b. A secondary school
c. A vocational training institution
CHALLENGES
The major challenges affecting the operations of the school can be classified as industrial trends, socio-economic trends, government policy and population shifts.
a. INDUSTRIAL TRENDS: The education industry is one of the fastest growing industries in Uganda. Therefore, to compete favorably in this kind of industry, it requires a lot of capital for innovations, research and development and investment into capital equipments for the business.
b. SOCIO-ECONOMIC TRENDS: The cost of living (COL) in Uganda is increasing day by day. This makes it difficult for the parents to pay school fees for the children in time. This is also likely to affect the operations of the school as there will always require a substantial amount of money to run the school’s activities before parents have cleared the fees.
c. GOVERNMENT POLICY: The government policy on private schools is not all that friendly as there are many requirements/standards set by the ministry to be fulfilled before a school is licensed; and also high registration fees and taxes imposed by the government hinder the steady progress to achieving the school’s objectives and mission.
d. POPULATION SHIFTS: This may affect the school in a way that since Wambete and its neighborhood villages are located on the shores of Lake Victoria, most people settle here in search for fishing activities, trading opportunities and fertile land for farming. When such activities subside, they move away and such movements shall always cause upward and downward trends in the market growth.
